Design, Drawing, Supply, Erection, Testing and Commissioning of 25 KV OHE and allied Electrical Works in connection with "Platform Extension of PF-1, Island PF-2/3 at KOAA Station" of Sealdah Division.

The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. Please follow GCC-April-2022 for Annexure-VIB. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. [NOTE: Failing of submission of Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet shall be liable for rejection.] [NOTE: Client certificate from other than Govt Organization should be duly supported by Form 16A/26AS generated] through TRACES of Income Tax Department of India.]

The tenderer must have successfully completed or substantially completed any of the following during last 07(seven) years, ending last day of month previous to the one in which tender is invited: - Three similar works each costing not less than the amount equal to 30% of advertised value of the tender OR two similar works each costing not less than the amount equal to 40% of advertised value of the tender OR- One similar work each costing not less than the amount equal to 60% of advertised value of the tender. (NOTE: Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/ registered at least 5 years prior to the date of opening of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.) [NOTE: Failing to submit of appropriate document against the defined Similar Nature of Work issued by the competent authority shall be liable for rejection.] For details of substantially completed works IR-GCC-April-2022 or latest with all correction slips upto the date of closing of tender will be followed.

The power of attorney in the name of the person authorized to do all correspondence related to work along with resolution passed by the board of Director, affidavit stating that the tenderer is the sole proprietor of the said firm in case of proprietor firm. Copy of POA (Power of Attorney) may be attached.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Tender Papers: - The intending tenderer is advised to study the Tender papers carefully. The tenderer shall also acquaint himself with the local condition, nature of work and all other matters pertaining there to. The submission of tender shall be deemed to have been done after careful study and examination of the tender papers with a full understanding of the implications thereof. Any information relating to the tender may be obtained from the office of the Sr.Divisional Electrical Engineer/TRD/SDAH on any working day during the office hours up to 16.00 hrs. Tenderer, if required, may come to the office of Sr.DEE/TRD/SDAH to understand the scope of work before processing the tender documents.

The successful tenderer will have to execute an agreement containing the Terms & Condition of the work. The Railway Administration reserves the right to reject any tender either in whole or in part without assigning any reason whatsoever. The final acceptance of the tender shall rest with the competent authorities of railway who reserves the right to accept or reject any tender without assigning any reason thereof and does not bind himself to accept the lowest tender only.

If the tenderer fails to observe or comply the stipulation, the amount deposited as security shall be forfeited to the Railways. If the tenderer expires after the submission of his tender or after acceptance of his tender, the Railways shall deem such tender as cancelled. If a partner of a firm expires after the submission of their tender or after the acceptance of the tender, the Railway will deem such tender as canceled unless the firm retains its character. The earnest money will be refunded to the unsuccessful tenderer/tenderers within a reasonable time. The earnest money deposited by the successful tenderer/tenderers will be retained towards the security deposit for the due and faithful fulfillment of the contract but shall be forfeited if the contractor/s fail/s to execute the agreement bond or start the work within 7 days of the acceptance of his/their offer.

The IREPS Portal should be visited regularly for corrigendum/updates.

In addition to the above, instructions contained in the attachment under DOCUMENTS must be complied by the tenderer/contractor.

For any matters not specifically mentioned in this Tender Paper, the provision of General Condition of Contract (G.C.C. 2022) for works as amended from time to time, will govern this contract mutates-mutandis.

Cost of Tender Document and Earnest Money should not be clubbed and to be deposited separately.

In case the office remains closed on the date of opening day of tender due to any unforeseen circumstances like bandh, strike, natural calamities, riot and civil commotion etc. The tender will be opened on the next working day at same time and place.

The GST Act and Rules will be applicable.

The advertised rates are inclusive of GST @ 18%. Contractors should quote their rates accordingly.

TDS@ 2% on total work done exclusive of taxes will be charged as (1% for CGST and 1% for SGST) or 2 % for IGST as per Railway Board Guidelines.
