Special Eligibility Criteria

   1. Material will be purchased from Original Equipment Manufacturers (OEM) or their authorized dealers/agents only, who have supplied and commissioned the tender item or similar item successfully to any Railway unit or Public Sector Undertaking or any Government organization. Similar item here shall mean diplory for any type of rolling stock (like coaches, wagons, locomotives, inspection cars, or any other railway vehicle of BG, NG, SG). 2. Authorized agents must attach tender- specific authorization certificate of OEM along with their offer. 3. Bidders should provide technical write- up for the model, make they have quoted and should attach para-wise compliance of specification along with the offer. 4. Bidders are required to attach documentary evidence of past performance along with R/note or receipt challan or completion report from consignee, along with copy of purchase order for same or similar item. 5. In case of non-compliance of any of the above conditions, thir offer will be ignored summarily without making any further reference to them.

   This is an indigenous open tender, and thel Make in India policy is applicable. Hence, the local content can be increased through partnerships, cooperation with local companies, establishing production units in India or Joint Ventures (JV) with Indian suppliers, increasing the participation of local employees in services and training them. The bidders may bid accordingly.

   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order, No.: P- 45021/2/2017-PP(BE-II) dated:16.09.2020 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
