Selection of ISP Contractor for the development of PPIN & provision of irrigation services to 2600Ha in Distry54 9R of TLBC TQ Sindhanur, Dist Raichur, State Karnataka under MCADWM scheme comprising Supply,Installation,Testing&Commissioning of PPIN including Intake structure, Sump cum Pump house,Pumping machineries,Terminal Bay,Electrical,SCADA ,Solar Power Plant including power evacuation arrangements & other works including O&M for the period of 5 years etc complete on LS Turnkey basis

The bidder must have substantially completed at least one similar project of cost of INR 2491 lakhs involving pressurized/gravity UGPL irrigation system/Water Supply System within the last 5 years (2021-22 to 2025-26). Substantially completed means completion of not less than 90% of the original contract value. To account for inflation and bring the cost of previously completed works to the current financial year price level annual escalation factor of 10% shall be applied. If the Bidder is a Consortium/Joint Venture, then the Technical Capacity as required above shall be demonstrated individually or cumulatively. Work done certificates shall be issued by an officer not below the rank of Executive Engineer with work indent number should be uploaded.

The bidder should have completed the following the supply, laying, testing, and commissioning of the following pipes in any 1 year out of the last 5 years (2021-22 to 2025-26). a. 300 mm diameter and above MS pipe of minimum length of 1.7 Km, b. 75 mm diameter and above HDPE pipe of minimum length of 182.8 Km including experience in electro fusion. If the Bidder is a Consortium/Joint Venture, then the Technical Capacity as required above shall be demonstrated individually or cumulatively. Work done certificates shall be issued by an officer not below the rank of Executive Engineer with work indent number should be uploaded.

The bidder must have successfully completed one project involving operation & maintenance (O&M) of Piped Irrigation Infrastructure/Water Supply infrastructure for a minimum duration of 12 months, covering an area of at least 1300 Hectare with annual O & M payments. If the Bidder is a Consortium/Joint Venture, then the Technical Capacity as required above shall be demonstrated individually or cumulatively. Work done certificates shall be issued by an officer not below the rank of Executive Engineer with work indent number should be uploaded.

The intending Bidder (Individual/Joint Venture/Consortium/Tie-up partner) should have supplied and successfully commissioned at least 6 numbers of Submersible pumps with a capacity (flow rate) not less than 0.25 cumecs at a head not less than 45 mtrs for each pump during the last 5 years (2021-22 to 2025-26). If the Bidder is a Consortium/Joint Venture, then the Technical Capacity as required above shall be demonstrated individually or cumulatively. Work done certificates shall be issued by an officer not below the rank of Executive Engineer with work indent number should be uploaded.

The bidder shall be Karnataka PWD/Central PWD Class-1 Registered contractors. Valid Eligible Class Registration Certificate issued by competent authority of Central/State Government Organizations should be uploaded.

The individual bidders of Consortium/Joint Venture should be registered as CPWD/KPWD Class-1 registration contractor separately. A copy of valid CPWD/ KPWD Class-registration certificate of individual bidders of Consortium/Joint Venture should be uploaded.

The Consortium/Joint Venture of the individual bidders shall be formed prior to the bidding process and necessary agreement (on Rs. 500 Stamp Papers) for having Consortium/Joint Venture before bidding should be uploaded.

In Case of Consortium/Joint Venture, all the partners are jointly and severally responsible for successful performance of the contract.

The power of attorney (on Rs.500 Stamp Papers) of the lead partner of Consortium/Joint Venture agreement in the prescribed format which shall be concluded prior to bidding and submitted along with RFP.

The bidder shall demonstrate availability of following key personnel as employees as detailed in RFP Clause 4.1.1 (f) of the Individual Bidder/Consortium/Joint Venture/Tie-up Partner who shall be available to be deployed during project construction and O&M phases. If the Bidder is a Consortium/Joint Venture/Tie-up Partner then the Technical Capacity as required above shall be demonstrated individually or cumulatively. The Curriculum Vitae (CV) should be signed by the concerned employee and Head of the Organization shall be uploaded.

The bidder shall demonstrate availability of machineries and equipment in working condition required for execution of the work. a. Dumper/Tippers of 2 nos. b. Excavators/JCB of 2 nos. c. Hydra Crane of 1 no. d. Water Tanker of 2 nos. e. Self loader concrete mixers of 2 nos. f. Vibratory Roller of 1 no. on own/hire basis. The contractor shall upload RC book/Invoices along with Hire Agreement In case of Consortium/Joint Venture all the partners combinedly satisfy the machinery and equipmentcriteria.

The intending Bidder (Individual/Joint Venture/Tie-up partner) should have executed Solar Plant of capacity of 325 KW during the last 5 years. If the Bidder is a Consortium/Joint Venture, then the Technical Capacity as required above shall be demonstrated individually or cumulatively. Work done certificates shall be issued by an officer not below the rank of Executive Engineer with work indent number should be uploaded.

The bidder (including a Individual/Consortium/Joint Venture) should have a minimum Net Worth of INR 1495 Lakhs in any 3 of the last 5 financial years (2021-22 to 2025-26) as documented through unqualified audited annual financial statements. The net worth certificate with Audited profit and loss account certified by a practicing Chartered Accountant along with the copy of income tax returns filed should be furnished, duly mentioning UDIN on networth certificate. The networth of previous year shall be updated to the year of tender invitation at 10% per annum. In case of Consortium/Joint Venture all the partners combinedly satisfy networth.

The bidder (including a Individual/Consortium/Joint Venture) should have a minimum Annual financial turn over not less than INR 14,946 Lakhs in any 3 of the last 5 financial years(2021-22 to 2025-26), as documented through unqualified audited annual financial statements. The Annual Financial turn over certificate with Audited profit and loss account certified by a practicing Chartered Accountant along with the copy of income tax returns filed should be furnished, duly mentioning UDIN on Annual Financial turn over certificate. The Annual Financial turn over of previous year shall be updated to the year of tender invitation at 10% per annum. In case of Consortium/Joint Venture all the partners combinedly satisfy Annual financial turn over.

The Contractor/ISP shall possess Minimum Available Bid Capacity of INR 4,982 Lakhs in any one year during the last five years. The bid capacity will be calculated as Available Bid Capacity is (AxNx1.5-B) where A is Maximum value of civil engineering works executed in any one year during the last five years (updated to the present price level).N is Number of years prescribed for completion of the works for which tenders are invited. For the subject project, N is 1. B is the Value, at present price level, of existing commitments and on-going works to be completed during the next 12 months (period of completion of structural works for which Tenders are invited).The annual financial turn over and the ongoing works shall be certified by practicing Chartered Accountant with UIDN Number. In case of Consortium/Joint Venture all the partners combinedly satisfy the bid capacity criteria.
