Railway reserves the right to purchase Bulk Quantity from those sources who have been approved by ICF for the item on or before the date of tender opening. But in case of removal or suspension or banning or degradation after opening the tender, such cases will be taken into account while deciding tender ( for details regarding ordering on Approved / Developmental vendors please refer para 3.2 & 3.3 of Part B tender conditions)
Preferably manufacturers should participate. Participating traders/agents must attach authorization letter issued by the OEM or OEM authorized stockist along with their offer. Authorization letter should preferably be tender specific. In case of general authorization letter, it must clearly indicate the validity period/expiry date. Offers with general authorization letter silent on validity period/expiry date will not be considered for placement of order and that offer is liable to be ignored.
10 conditions
(i) In case of road delivery, the date of delivery at destination (Consignees end) shall only be treated as delivery date irrespective of F.O.R./F.O.T. condition mentioned elsewhere in the contract/tender. (ii) The bidder confirms that rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms i) In case of road delivery, the date of delivery at destination (Consignees end) shall only be treated as delivery date quoted anywhere else should be ignored. (iii) (a) Regarding MSE purchase preference firms, please refer clause 15.0 part B of Southern Railway tender conditions available under the link Public Documents- >Stores/Supply. (b) Goods and service Tax: Please refer part A Para 14.0 of Southern Railway tender conditions available under the link Public Document -> Stores/Supply. (c) Preference to make in India Please refer part B Para 16.0 of Southern Railway tender conditions available under the link Public Document -> Stores/Supply. (d) Tenderers are advised to refer instructions to tenders (Part A) and Tender conditions (Part B) for other terms and conditions available under the link Public Document -> Stores/Supply. (iv) Procurement of the item is restricted to Class-I Local suppliers with minimum local content of 50% (Class-I Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020) only and the vendors who do not qualify to be "Class-I Local suppliers" (i.e., "Non-Local suppliers" or "Class-II Local suppliers" with local content less than 50%) should not quote in the than 50%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Class-I Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. Please enter the percentage of local content in the material being offered. Kindly enter 0 (Zero ) for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions. (v) Tenderers shall confirm the following declaration failing which the offer is likely to be ignored. " I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India.I certify that this bidder is not from such a country or,if from such a country,has been registered with the Competent Authority.I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered.Where applicable,evidence of valid registration by the Competent Authority shall be attached."
(i)EARNEST MONEY DEPOSIT (EMD) : EMD shall be deposited by all vendors for tenders with estimated value above Rs.25 Lakhs subject to the applicable exemptions. For the exemptions and other details please refer Para 2.0 Part A of Southern Railway Tender conditions. (ii) In case of submission of Earnest Money Deposit in the form of Bank Guarantee, please refer Annexure- 6 of Part - B of Southern Railway Tender conditions.
SECURITY DEPOSIT (SD) shall be 5 % of total value of contract and shall be taken from all vendors for contract value above Rs. 25 Lakh subject to the applicable exemptions. For details please refer 10.0 Part A of Southern Railway Tender Conditions. In case of submission of security Deposit in the form of Bank Guarantee, please refer Annexure - 5 of Southern Railway Tender conditions.
Tenderers to acknowledge having read and also accept the instructions to the tenderers and additional special conditions of contract as available at Southern Railway stores documents link in e-procurement website.
