SCHEDULE 'A' PART - XI MISC ITEMS
Design, supply, erecting, installing, testing and commissioning of grid connecting Solar PV plant of 350 KWP (at Site 'P') capacity including solar grade DC copper cable upto inverter, array junction boxes, pump/motor with necessary piping system, valves, foundation/satging work, starter panel with suitable starter required for clearing of solar modules soil investigation of MMS foundation etc & as conditions prevailing at THANE (MH) maximum temperature rise upto 55 degree celcius derating factor to be considered for Solar Panel comprising of following sub components/sub systems and meeting the specifications as given subsequently & as directed.
NOTE: The design of Solar power plant to be vetted by Accepting Officer. Solar panels shall be 100% manufactured in india including solar cell. (a) To obtain 350 KWp minimum required Numbers of poly crystalline silicon solar PV modules of not less than 320 Wp each having efficiency more than 16% at standard test condition, fill factor more than 0.80 plant performance ratio more than or equivalent to 80% in accordance with IEC:61724 & made of high transmittivity glass and glass front surface shall give high encapsulation gain. (transmittance above 90% and bending less than 0.3%) Electrical parameters of 320 Wp solar PV module under STC of irradiance 1000 W/m2 , AM 1.5 Spectrum& temperature 25⁰ C will be as under- Max Peak power Pmax : >320 Wp Current at Pmax Imp : 8.62 A Voltage at Pmax Vmp : 37.10 Volt Short circuit current Isc : 9.08 A Open circuit voltage Voc : 45.00 Volts
(i) Rated output of modules shall have positive tolerance of 3-5% & no negative tolerance is allowed. (ii) It shall perform satisfactorily in relative humidity 95 ± 5% with temperature -10 °C to +85°C (Cell) and should withstand wind 150 Km/Hr on the surface of the panel. (iii) PV modules must be warranted for their output peak watt capacity, which shall not be less than 90% of the initial value at the end of 10 years and 80% of the initial value at the end of 25 years. (iv) Each module shall have RFID tag encapsulated with Solar Cells bearing the following details. RFID reader will be provided by contractor. (v) The SPV generation to be claculated, considering situation of station Thane i.e. Latitude 19.1414 degree North and longitude 72.5909 degree south with monthly average radiation incident on An equator pointed tillted (kwh/m2/day and total solar radiation incident on horixontal surface at the surface of the earth (kw/m2/day).
● Name of manufacturer of PV module ● Name of manufacturer of solar Cell ● Month and year of manufacture (Separated for cell & module) ● Country of origin (separately for solar cell & module) ● Peak wattage, Im, Vm and fill factor of the module. ● Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate. ● Unique Serial No and model No of Module. ● I-V curve of Module ● The mechanical structures, electrical works and overall workmanship of the frid solar power plant must be warranted for a minimum of 5 Yers. ● Name of the test lab issuing IEC certificate. ● Other relevent information on traceability of solar cells and modules.
(vi) The temperature co-efficient for the module shall not be more than 0.50%/°C. (vii) Every module must have by pass diode of suitable capacity. (viii) PV module must conform to latest edition of IEC 61215/IS14286. In addition, the modules must conform to IEC 61730 Part-I & II for construction and testing & safety qualification & conforming to IEC 62804 PID & IEC 61701 / BIS61701 for corrosive atmosphere. (ix) It shall also in conformity of latest minimum technical specifications issued by MNRE from time to time. Modules should be of mimimum 72 cells configuration and should be of MNRE approved Companies/agencies in catagory/rating ''SA-1A'' made in india.
(x) Provision of earthing & earth strip/cables etc. for earth for solar PV module/Array etc. as per latest IS/MNRE norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account. (xi) RFID reader to be provided by contractor. (b) Junction Boxes:- Supply suitable Numbers (as per design) of 12/16/24 Inputs and suitably rated output having separate DC fuses for both (+) and (-) on input and Isolator on output terminal for each string. Each Junction Box should have one spare Input terminal. SMB should have RS - 485 communication port to read Individual String Current, Bus Voltage and Inside Tempreture. Dust vermin and waterproof Array Junction Boxes of FRP/Thermo Plast with IP65 protection in compliance with IEC62208 and shall be sunlight /UV resistant a well of fire retardant including over voltage protection, surge protection and maintenance free earthing as per relavant standard.
AUTHORISED TESTING LABORATRIES/ CENTRES :- The PV module must be tested and approved by one of the IEC authorized test centres. In addition a PV module qualification test certificate as per IEC standard issued by ETDC, Bangalore or Solar Energy Centre will also be valid.
MODULE MOUNTING STRUCTURE : Design Supply, fixing, support structure MS hot dipped galvanised minimum 85 Micrones thickness including PCC foundation for civil works (excavation in any type of soil/rock cutting, grouting, PCC 1:3:6, type C2 etc.) and fixing the mounting arrangement suitable for PV solar modules & to withstand minimum horizontal wind speed of 150 kms/hr.The mounting structure is of mild steel hot dipped galvanised. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from Solar PV panels.Nut bolts, supporting structures including module mounting structures shall have to be adequately protected from atmosphere and weather prevailing in the area. All fastners shall be of stainless steel of grade SS316. Two numbers of anti-theft fasteners of stainless steel on two diagonally opposite corner of each module shall be provided. The Module Mounting Structure to be of Manual Seasonal tilt of 0 degree to 40 degree to provide maximum generation.
NOTE:- 1. MMS Design should be supported by Staddpro Report vetted by 3rd party (either through IIT/NIT / state engineering college) and submitted for approval of Accepting Officer. 2. The mechanical structures, electrical work and overall workmanship of the grid solar power plant must be warranted for a minimum of 5 years. 3. The mounting steel structure shall be as per following :- (i) IS 2061-1992 and galvanized as per IS 4759. (ii) The material shall be corrosive resistant and electrically compatible with material used in module frame. (iii) The fasteners should be of stainless steel and should allow easy replacement fo any module. (iv) The minimum clearance of the structure from ground level should be 800 mm or highest flood level mark recorded at site and conplete all as per specified and directed.
Lightning Protection for PV Array: Design, supply & fix Lightning Arrestor of required number of suitable Early Streamer Emission (ESE) lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to IEC 60099-4 or IS:3070 except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support structures. The air terminal is Early Streamer Emission (E.S.E.) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meters above the structure to be protected. Its height above roof level would be dependent on the level of protection and the protection radii required. The air terminal should be working on the principle of early streamer emission using non-radioactve technology, neeeding no external power source. The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents.The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents.Roof connecting pipe should be capable of withstand in lightning strikes having dimension 50mm ID and 60mm OD. NOTE: 1. Cost of all equipments, copper strip upto earth test point etc are included in this item. 2. The cost of sufficient earthing for lightning protection is included in this item and no extra payment will be made to the contractor on this account.
Grid Inverter : Design, Supply, fixing, testing and commissioning of outdoor type solar inverter suitable for 350 KW or nearst higher capacity, 50 Hz ± 3 Hz 3 phase 400V, 615A DTH <3% at nominal power inverter suitable to convert DC power of solar PV module/array to AC for further feeding to grid & conforming IEC-61683 for efficiency, IEC-62109(1&2) or equvalant for safety & IEC-62093 for reliability. The input D.C. tech specification of inverter are as under-
Input (DC) Max DC power : 350 KWp or nearest higher size capacity MPP range : 380-820V Max current : 615A No. of MPPT trackers : As per design No of input string : As per design Operating temperature : -10º to +85ºC. The inverter shall consist of associated control, protection, data loging device and remote monitoring hardware. The inverters shall have minimum protection to IP-65 and minimum European efficiency of 98% without Aux. Power Consumption at Minimum Udc. as per IEC 61683 standard.The Inverter should have Harmonic Distortion Current less than 3%.
The inverter shall adjust voltage and frequency levels to suit the grid. The inverter shall be self-commulated with pulse width modulation (PWM) technology and shall be capable of synchronize maximum within 1 minute. Maximum power point tracker (MPPT) conforming IEC-62093 shall be integrated in the inverter to maximize energy drawn from the solar PV array. MONOLITHIC Design of Inverter is not permissible. The Inverter should have suitable nos. of Protected Inputs (as per design) and Outgoing should be protected by ACB. The Inverter should be proided with SPG and suitable earthing kit. The Inverter should have MODBUS, PROFIBUS, ETHERNET Communication port. The out put of DC current to be connected in common bus bar from both inverter and further connected to step up transformer
The inverter shall include appropriate self protection & self diagnotic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverter's safe operating due to internal or external causes. Inverter shall have protected arrangement against ground leakage faults, over voltage (SPD) & over current. Inverter shall have arrangement for adjusting DC input current & shall trip against sustainable fault down stream and shall not restart till fault is rectified. The inverter should have provisions of Galvanic isolation, Anti-islanding protection (IEEE 1547/UL 1741) equivalent BIS standard and lightening.

(xiii) Should have isolating transformer. (xiv) Inverter generated harmonics, flicker, DC injection limites, Volt range, frequency range and anti-islanding measures should follow latest CEA Guidelines / IEC 62116 / BIS Code.
DATA ACQUISITION SYSTEM/PLANT MONITORING & SCADA: Monitor system to be provided to monitor the performance of the inverter (power, array voltages, array currents & AC parameters), energy yield, temperature, irradiance level etc. and It could provides flexible interface to facilitate PC based inverter monitoring and control via LAN modem. This should have include web visualization system and data logger with integrated ethernet port. (a) For Site 'P'-01 No (b) For Site 'R'-01 No (i) Data acquisition System shall be provided for solar PV plant. (ii) Data Logging Provision for plant control and monitoring, time and date stamped system data logs for analysis with the high quality, including suitable PC & Printer. Metering and Instrumentation for display of systems parameters and status indication to be provided. (iii) Solar Irradiance: AN integrationg Pyranometer/Solar cell based irradiation sensor (along with calibration certificate) provided, with the sensor mounted in the plane of the array. Readout integrated with data logging system weather monitoring kit which includes- Radiation Sensor(c-Si type)/Pyranometer,Temperature Sensor (RTD Type), Ambient Temp Sensor, Module Temp Sensor.
(iv) Temperature: Temperature probes for recording the Solar Panel temperature and/or ambient temperature for horizontal and inclined plane (v) Anemometer to be provided to measure direction and wind speed, to be provided complete with readouts integrated with the data logging system (vi) String level monitoring to be provided.
(vii) The parameters like AC Voltage, AC Output current, Output Power, Power factor, DC Input Voltage, DC Input Current, Time Active, Time disabled, Time Idle, Energy Produced, Protective function limits (Viz-AC Over voltage, AC Under voltage, Over frequency, Under frequency ground fault, PV starting voltage, PV stopping voltage etc. are accessible via the operating interface display in real time separately for solar power plant. (viii) All major parameters available on the digital bus and logging facility for energy auditing through the internal microprocessor and read on the digital front panel at any time and logging facility (the current values, previous values for up to a month and the average values) should be made available for energy auditing through the internal microprocesor and and should be read on the digital front panel. (ix) PV array energy production: Digital Energy Meters to log the actual value of AC/DC voltage, Current & Energy generated by the PV system provided. Energy meter along with CT/PT should be of 0.5 accuracy class.
(x) Computerized DC String/Array monitoring and AC output monitoring shall be provided as part of the inverter and /or string/array combiner box or separately. (xi) String and array DC Voltage, Current and Power, Inverter AC output voltage and current (All 3 phases and lines), AC power (Active, Reactive and Apparent), Power Factor and AC energy (All 3 phases and cumulatve) and frequency shall be monitored. (xii) Computerized AC energy monitoring shall be in addition to the digital AC energy meter.
(xiii) Data Logger Monitoring system should have suitable input port to monitor Transfermer ( Buchholz relay, WTI and OTI) and VCB parameter.The data shall berecorded in a common work sheet chronologically date wise. The data file shall be MS Excel compatible. The data shall be represented in both tabular and graphical form. (xiv) All instantaneous data shall be shown on the computer screen and submitted to the GE on-line or through a report. (xv) Software shall be provided for USB download and analysis of DC and AC parametric data for individual plant.
(xvi) Provision for Internet monitoring and download of data shall be also incorporated. (xvii)Provisioning of Remote Server and software for centralized Internet monitoring system shall be also provided for download and analysis of cumulative data of all the plants and the data of the solar radiation and temperature monitoring system. (xviii) Ambient /Solar PV module back surface temperature shall be also monitored on continuous basis.
(xix) Simultaneous monitoring of DC and AC electrical voltage, current, power, energy and other data of the plant for correlation with solar and environment data shall be provided. (xx) Local server data storage capacity shall be sufficient to provide all parameters stored. It should have read and write facility CD/ DVD.
(xxi) Remote Monitoring and data acquisition through Remote Monitoring System software at the owners location with latest software/hardware configuration and service connectivity for off-line SCADA monitoring/control complete to be supplied and operation and maintenance/control to be encured by the supplier. Provision for interfacing these data on owners server and portal in future shall be kept. NOTE: The cost of all equipments , internet, ethernet connections, connected cables, computer, printer etc. are included in this item. Training: On successful commissioning of the plant, training shall be provided on Plant operations and maintenance to a team (Engineers and Technician/Operations) as nominated by accepting officer for 03 days. (xxii) Supply, fix/lay and testing of DC Solar cable of size - 1x 4 Sq mm Tinned multistranded Copper Cable with required accessories like conduits, glands, cable tie, ferrules etc. String to SMB of suitable length as per design requirement.
(xxiii) Supply, fix/lay and testing of DC Solar power cable of size - 1x120 sq mm multistranded Copper with required accessories like conduits, glands, cable tie, ferrules from SMB to Inverter of suitable length as per design requirement. (xxiv)Supply and fix/lay Auxillary power cable of size - 3x1.5 sq mm multistranded copper with required accessories like conduits, glands, cable tie, ferruls etc of suitable length as per design requirement. (xxv) Supply and fix/lay communication cable of suitable size with required accessories like conduits, glands, cable tie, ferruls etc of suitable length as per design requirement.

SEWAGE DISPOSAL
Advance Septic Tank of capacity 1200L made of LLDPE (Linear Low Density Polyethylene). The system consists of 1 No of LLDPE Tank made of Rota Molding Process, having diameter of 1.30 meter with usual process variation and height of 1.40 meter with usual process vaiation. The tank shall have two chambers (zones), i.e. settling zone and film zone (High Specific Surface Area) with pall ring media. The first chamber to work as a solid separation zone where the settleable solids settle down and are further degraded nanerobically. Second stage is heigh specific surace area (100 m2/m3) through fixed filim plastic media to retain haigh mass of anaerobic microorganism to degrade the organic matter in the sewage complete all as specified and as directed.
