Special Eligibility Criteria

   The Railway reserves the right to procure entire or bulk quantity of tendered item from RDSO approved sources of Sub Item ID: 3100309001, Elastomeric Pads, Design-A etc. as per Clause 16.3 of General Tender condition of Eastern Railway. The status of the firm shall be reckoned as on the date of tender opening and not thereafter, unless a case of removal / downgrading / suspension / banning.

   In terms of Railway Boards letter No. 2015/RS(G)/779/5(Vol.III) Dated: 12.07.20 and in keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended time to time, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of this tendered item is restricted to Class I local suppliers only (Class-I local supplier means a supplier having local content equal to or more than 50%). The vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

   The bidder should go through the Tender Documents consisting of Instructions to Tenders, General Tender Conditions and Special Conditions of Tender, and agree and confirm to abide by the Instructions to Tenders, General Tender Conditions, IRS Conditions of Contract and Special Conditions of Tender.

   Firm to note that by giving their financial bid, they agree to supply the Tendered Stores at the rates quoted by them in accordance with special and other conditions specified /attached with the tender.

   Delivery schedule indicated in the Tender schedule is tentative and may vary as per the requirement of Railway at the time of finalisation of tender/release of purchase order. However, offers with large variations from tendered delivery schedule may be ignored or considered for restricted order quantity.

   Since the estimated value of tender exceeds Rs. 10 crore, the local suppliers are required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered account (in respect of suppliers other than companies) giving the percentage of local content. The necessary certificate of local content must be signed with UDIN duly indicating brief description of tendered item. (Clause 28 under section-2 of ER GTC regarding Public Procurement Policy for Preference to Make in India may be referred).

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
