Scope of AMC:The scope of AMC shall generally cover:1.ENFORCEMENT OF QUALITY IN AMC: a) All items as per maintenance schedule i.e. EI-1, EI-2, EI- 3 & EI-4 must be checked during each AMC visit and corrective action taken. b) Monthly system changeover (from A to B or from B to A) must be ensured, in the presence of JE/SSE/OEM. c) The entries to be done with proper remarks with mentioning parameters and not merely writing "OK". d) Divisions should maintain a profile of AMC engineers that includes their Name, Qualification, Experience, Quality of Maintenance, Proactive measures to eliminate defects, Compliance, and Response during failures, among other factors. AMC personnel whose performance is deemed unsatisfactory should be replaced promptly. For this Sufficient S&T block will be provided.2.USAGE OF DATA LOGGER IN EI: - a) Datalogger logic shall be prepared for generation of following exception reports along with fault messages, besides others: i) System changeover (using VCOR relay contacts) must be configured as CRITICAL ALARM. ii) OFC_LINK1_FAIL, OFC_LINK2_FAIL (using the EDS/ Network Switch PFC) should be set to CRITICAL ALARM to guarantee the functioning of both the primary and backup OFC communication paths, preventing a failure of both paths.) iii) EI DC-DC converter PFC & EI SPD (110VDC incoming from IPS) PFC. b) Detailed technical analysis of each EI failure shall be carried out. c) Joint Report with OEM AMC staff should be prepared for each EI failure. d) technical investigation report of each EI failure must be ensured from OEM, and corrective action taken thereafter. e) Separation of dirty and clean wires to be ensured. Under AMC the OEM will maintain the system as installed, no modification/ upgradation shall be covered under AMC. However, any technical support with regards to existing EI system (Logic &interface part) will be extended by the OEM as required by railways.3.Comprehensive maintenance of electronic interlocking (EI) system, communication system (Modems) hardware & Software part of operating and maintenance PC'S/VDU'S including updating of Antivirus/ Malware protection also.4.Comprehensive maintenance and upkeep of all the Hardware, Software & Peripheral equipment's of EI family with peripherals except "Computer for VDU, Operating panel, maintenance console, relays required for the full functionality of the system. Everything required for making system functional to be covered. However, the Cables entering the Micro lock Rack from Microlock Interface Relay Rack are to be checked in the AMC and the responsibility of sealing the Micro lock Rack to prevent Rodent Entry will be on OEM. If due to any rodent activity the cable between Microlock interface relay rack and Microlock rack gets damaged the cable/wire are to be provided by OEM and for any other cables, OEM will provide service but Railway to provide spare cable.5.Attending to each and every minor and major system break downs, critical and other failures including stand-by system. This includes restoration of the system by substituting with spare card/Module if required.6.Repair/Replacement of the defective cards/modules/sub-systems/ system/Part/connectors/ either in hardware or in software or in any form.
7.Spare Management: Stocking sufficient spares with Service Engineers and at each location/site given in Special terms and condition of Tender. Further, the spares available should be such that at least one complete EI System can be restored in case of complete System breakdown. Specifically, CFCRs, Isolators, network communication modules, output power card, vital relay O/P modules, vital relay I/P modules, power supply unit & production filter modules etc. which are vulnerable to burning during Lightening should be kept in optimum quantity to restore one complete EI System. Keeping required minimum quantity (Subject to minimum of one set) of all kinds of modules, submodules, components etc as spare with each service engineer. The list of spares and quantity along with escalation matrix will be furnished at each location/ site given in Special terms and condition of Tender. The OEM will ensure adequate availability of spares with service engineer along with quick mobility of them to ensure minimum quantity (Subject to minimum of one set) of all kinds of modules, sub modules, components etc as spare with each service engineer.8.In case Railway needs any guidance or training, the contractor shall provide it as part of knowledge sharing, technology transfer and capacity building. Furthermore, any technical support with regard to the existing EI system (Logic & interface part) shall be extended by the AMC team, as required by Railways.9.Periodical visit to every site for preventive maintenance during AMC.10.Replacement/Repairing of the defective cards, modules / subsystems free of cost and it is covered under the purview of AMC except damages to the equipment either whole or part of the system due to unforeseen circumstances such as flood, earthquakes, sabotage, terrorist activity and fire. The damages due to High Voltage /Lightening shall be covering under AMC. The OEM should take due care in providing required for protection of EI equipment's during the course of AMC.
2.General Conditions: -a)The Tenderer shall be the original equipment manufacturer of the equipment or authorized dealer of OEM.b)The price and rates in respect of the AMC & repairing cost are inclusive of all taxes and other levels etc. payable by the contractor to the Government or any other authority and shall remain firm under all circumstances for a full period of Three years from the date of entering into the AMC and shall not change on account of variation of taxes/statutory dues/exchange rates etc. The rates to be quoted are thus "All inclusive".c)The Railways and the OEM may at any time mutually agree to include in this contract additional equipment or and features which too shall be covered by all the terms and conditions of this contract and charges which shall become payable to the contract of the remaining tenancy with effect from the data of their inclusion.d)Railway can terminate the AMC at any time depending on overall performance of services rendered by the firm during the period of contract at its own discretion by giving show cause notice.e)If the Railway at any stage of the contract decides to abandon the work and terminate the contract owing to its own reasons whatsoever the Railway shall pay the contractor the money for the work already completed as per schedule of work of the Tender Document for which contractor is entitled for payment. The contractor has no right to claim damages for loss of profit or other reasons from the Railway. In such an event the railway shall give notice before 14 days to that effect to the contractor.f)If any damages are caused to the Railway equipment handed over for repairs an appropriate amount as decided shall be deducted from payments due to the contractor.g)I.R. Rules, Signal Engineering Manual and all the Concerned JPO's/circulars, Safety Rules all the concerned JPO/circulars should be followed during execution of the maintenance works.h)The contractor shall abide by all the labour Laws of Country/State.i).Tenderer shall comply the RDSO/Railway Board/Hq guidelines issued time to time in connection with AMC of EI. However, after any alteration is carried out by Railways, the scope of AMC will remain unchanged.j).During the period of maintenance contract, no third party will be allowed to undertake any repairing / servicing of the system unless the firm performing the AMC has given prior consent, but the firm will allow the Railway staff to perform maintenance activities.K). The work shall be done in presence of authorized representative of Sr.DSTE/Co./NAG.l).Before starting of AMC a joint inspection of stations shall be carried out by representative of Firm and Railways.m).The period of AMC is Thirty-Six (36) Months. New CAMC shall start from the next day after expiry of the existing CAMC.
Safety Measures by Service Engineers/Contractor's Staffs: -i.Necessary Personnel safety equipment like insulated tools, Earth Tester, Digital multimeter with proper calibration certificate, Anti-ESD wrist Bands, Portable vacuum cleaner etc should be kept available by the contractor for the persons employed at the site and maintained in the conditions suitable for immediate use. The contractor shall take adequate measures to ensure proper use of equipment by those concerned.ii.The contractor shall take all precautionary measures in order to ensure protection of his own personnel moving about or working on Railway Premises, and shall abide by all the Railway Regulations and also ensure that the same are followed by his representatives, agents, servants or sub-contractors or workmen. The firm is therefore, be bound under these clauses to give notice to them about the provisions of this clause and the consequent liability of the contractor under the agreement.iii.The works must be carried out most carefully in such a way that they do not interfere with Railway Operation except as agreed by the Railways.iv.The contractor's employee and workmen shall not for any reason operate any appliances nor installations of the railway concerning the safety of the train movement, but they should whenever necessarily notify to the qualified staff who will then take necessary steps.v.The contractor shall see that no damage is caused to Railway Signaling and transmission wires, station installation, communication lines electrical devices, trains of any kind, fencing as well as any rolling stock and in general to all Railway installation and equipment's. If any damage is cause to or suffered by a Railway property by or as a consequence of the acts or unlawful omissions of the contractor, its employees and workmen or other persons connected with it, the necessary repairs or replacements shall be affected by the railways at the risk and cost of the contractor. The said expenses shall be recovered from the money due and payable to the contractor or by other appropriated process.
3.Contractor's Liability Costs, Damages etc.:All Costs, damages and expenses which the Railway may have incurred or suffered and which are recoverable from the contractor under the terms of this contract or the relevant law may at the discretion of the Railways, be recovered by deducting requisite amounts from any money due and payable or refundable to the contractor or any account whatsoever or by legal proceedings. The Railway also reserves the right and shall be entitled to retain payments due to the contractor under this contract and to set off the same against all claims whether arising out of this contract or out of any other transaction whatsoever against the contractor.In the event of any breach of the aforesaid conditions, the contractor shall in addition to through himself open to action for contravention of terms of the agreement and or for criminal breach trust, be liable to account to government for all moneys advantageous or profit resulting or which in the usual course would have resulted by reason of such breach.Site Facilities:-i.To enable the contractor to discharge their obligations under this contract, Railway shall provide required assistance to the contractor for free and easy access to equipment.ii.For necessary co-ordination during trouble shooting or faults, Railways shall make available to the contractor free of charge appropriate staff familiar with Railways.iii.If at site any item is to be physically moved in connection with the carrying out of contracted maintenance service then for this purpose Railway may provide to the contractor on request necessary held and man power without charge.iv.No Railway free passes shall be issued to the contractor or his workmen for travel by trains. Only identification letters shall be issued to individual employed on the work.v.For the transport of materials from stores to work spot, no octori shall be paid by the Railway and only way bill shall be issued by the Railway engineer covering the material issued.
4.Schedule of activity for execution of AMC: -a)The service engineer shall visit monthly at every installation with all necessary tools and equipment's to carry the routine checks for preventive maintenance and adjust all Hardware and Software components of the equipment and keep EI installation dust free to ensure the requirements covered under the scope of AMC.b)The contractor shall replace certain components such as EPROM batteries, condensers etc. having limited life as part of preventive maintenance. In addition, with ensuring availability, provision and replacement of items like EDS.c)Records of measurements of various parameters, their adjustments and replacement of modules/cards/equipment's during the visit shall be maintained as the proforma given by Railway and be got counter signed by the Representative of Sr.DSTE/Co./NAG during every visit at a station. Contractor shall maintain a register at each location for recording the details as per this Performa.d)The message in case of failure shall be given by the Railway Representative to the service engineer on phone/fax or SMS or any other means. There shall be no limit on the breakdown calls.e)The contractor shall attend to the breakdown calls at the earliest and within 12 hrs in case of minor faults and 02 hours in case of major breakdown/total system shutdown. If the system requires major repairs, the contractor shall provide a standby equipment within 12 hours at the contractors cost to make the system functional.f)The contractor shall provide training to the Railway maintenance personnel about basic maintenance and also front line of fault rectification. Contractor shall also prepare and make available maintenance & fault rectification manual at all sites.g)The contractor should have adequate stock of spares required for restoration of any of the modules of the system within prescribed time limit. The required tools shall be arranged by the firm. The firm shall keep vital material required for maintenance/replacement readily available at different stations/locations within scope of CAMC.h)The contractor shall rectify the defects as may be pointed out in the course of AMC, where defects due to bad workmanship on the art of the contractor or otherwise noticed or any dispute arising as to the correctness of the defects pointed out, the railway Engineer's decision in this regard shall be final & binding.i)If the service engineer feels that the failure is due to any other reason which is beyond his purview the same should be reasonably supported by reports/ measurements/readings etc. Railway decision in this regard shall be final.j)No faulty cards/ module / equipment shall be allowed to remain in the system for a period more than 12 hours from the time of reporting the failure to the service engineer. The required card/module shall be warranted to perform the published specification and to be free from defects in workmanship and materials under normal and proper use and maintenance.k)The OEM should maintain a round the clock helpline in the form of a call Centre/ website so that calls can be logged. The firms' engineer or supervisor shall be available on telephone round the clock for passing on the information by railway in case of failure. In case of odd hour's failures and emergences even on holidays and Sundays, normal service shall be rendered by the firm.
l)The authorized service engineers shall be posted at Nainpur and Chhindwara to cover the equipment's in Annual maintenance contract. The firm shall provide details of complete Escalation Matrix of its service personnel for the AMC. The details shall include nearest field service location of the firm along with telephone number, Fax mobile numbers, address of service engineers and their higher levels to lodge fault complaint. Communication handed over to contractor's personnel at site/office shall be deemed to have reached their office.m)The OEM shall provide service personnel having minimum qualification and adequate experience in the maintenance of EI. Contractor shall also employ qualified Graduate Engineer or equivalent, or qualified Diploma Engineer, based on value of contract. One qualified Graduate Engineer when cost of work to be executed is Rs.200 lakh and above, and One qualified Diploma Holder Engineer when cost of work to be executed is more than Rs.25 lakh, but less than Rs.200 lakh. These details of service personnel will be provided in their offer. The service personnel employed by the OEM should be exclusive for the purpose of AMC contract and should not be utilized for any other purpose such as construction installation/ maintenance of other equipments/locations. Deployed staff must be well trained and conversant with the EI system to ensure proper maintenance and early rectification of failures. If Railway feels that deployed AMC staff is not well conversant with the system then same will be communicated to OEM for suitable replacement.n)The OEM shall develop a regional repair center depending upon the number of equipment's/Installations.o)In case Railway needs any guidance/training in modifying/enhancing the capacity of the system/minor shifting of the system, the contractor shall assist in completing this work and testing it at site.p)The OEM shall prepare report on Faults Noticed & Troubleshooting done. Periodic checking of CHECKSUM CRC number shall be done to verify originality of working software.q)To attend system failure call from Client.a)Diagnose cause of failure, rectify the fault, restart the system and put the system back to normal operation.b)Supervise the operation after restoration of the system for passing of at least two trains in each direction and two hours minimum observation of system.c)To replace any defective equipment to restore the EI system.r)Afterrectificationtobreakdownbythefirm,authorizedrepresentativeof Sr.DSTE/Co./NAG will inspect and certify the rectification.s)As per the availability of blocks, CAMC Engineer shall visit the stations for maintenance of EI either during the day time or night time without any precondition.t)During EI auto changeover, CAMC Engineer shall visit the stations for maintenance of EI either during the day time or night time without any precondition.u)The OEM shall ensure availability and provision of EI tool kit as per HQ/SECR policy.v)LCP alteration/VDU layout changes without changes in interlocking should be attended on priority and should be executed at site within 15 days of such information to OEM.w)The OEM shall ensure software installation and maintenance of embedded PC along with attending, repairing and troubleshooting fatal errors at these systems.
5.Requirements of Up time and down time: -a. Working hours for the system shall be considered as 24 hours per day.b. UP Time:1.The contractor must ensure UP time of at least 99.9% for entire system being offered under the tender up to the end of AMC period of Three years.2.The up time shall be calculated on monthly basis.c .Down Time:i .Down time is defined as the duration for which the system as a whole or any part is not available for the purpose it is installed. ii. The down time shall be reckoned from the time the contractors Representative has been informed by means of Telephone/ SMS/Fax or any other method at the address as specified by the contractor within jurisdiction of Railway.iii. Every month, summary of UP time and down time of each system shall be jointly signed along with the Railway Representative. At the end of every quarter the MTBF and MTRR is to be calculated jointly by the firm's representative and the representative of Sr. DSTE/Co./NAG.Payment and Deduction:a)Full payment for the quarter (i.e. 3 months) shall be given to the contractor only after all AMC obligations are fully discharged for that quarter. Payment shall be made after maintenance service report, record of monthly/quarterly visit, failure and servicing done are verified and certified by representative of Sr. DSTE/Co/NAG and required UP time as specified is ensured each month.b)If the firm does not attend the failure site within 12 hours in case of minor faults and 02 hours in case of major breakdown/total system shutdown or fails to put right the faulty card/module/equipment/network Switches/DC-DC Convertors within 12 hrs. from the time he has been intimated, penalty as below shall be imposed which shall be deducted from the bill, in addition to the prorate adjustment in maintenance charges from the bill.i. If the failure is not attended /rectified within the time as stipulated above, penalty of amount equal to five times the proportionate payment of AMC per day per system shall be imposed up to 2 Days.ii. If failure is prolonged beyond 2 Days, No payment for that quarter, for the failed system shall be made.c)In event of average down time being more than 0.1% per month, 1% of maintenance charges for that month (calculated for 1 month on prorate basis from the charges of the whole year) shall be deducted for every 0.1% (or part thereof) of down time in excess of 0.1%.

3. Certificate of satisfactory performance which is the basis of payment. The certificate of satisfactory performance will be issued by representative of Sr. DSTE/Nagpur/SECR.
4.The repaired equipments will carry repairing warranty for a period of six months from the date of handing over of the sets to consignee. In case of same failure of the repaired cards within warranty period is noticed then firm has to repair again the same equipments/cards free of cost. with warranty for a period of another six months from the date of handing over of the set to consignee
A)General :1)The contract will be govern by the general conditions of the contract & special conditions of contract as applicable to S.E.C.Railway.2)In case any contradiction between general condition of contract & special conditions of contract, special conditions of contract will prevail over general conditions of contract.3)Consignee of the work:- SSE/Signal/Nainpur.4)Sr.DPO/NGP's Letter No. P/R/NGP/Policy/Contract Labour/09 Dated 02.09.2009 for implementation of contract Labour (R&A) Act should be observed.5)The contractor has to submit two contact number for fault reporting & passing other necessary information's6)The rate quoted by the Contractor should be inclusive of all types of taxes , duties etc.7)The contractor to display the following information's on steel board of size not less than 1m x 1m at all project sites for better appreciation of the project to railway officials and to the public as well. Name of the organization / Railway. -(1)Name of the project.(2) Approx. cost of project.(3)Expected date of completion.(4) Name and address of the contractor.(5) Address of engineer-in -charge.(As per Railway Board's no:-2014/CE-I/CT/)/21/1,dt:- 10.11.14.)
(E) Contract Labour (R&A) Act, 1970 ProvisionsThe following provisions of Contract Labour (R&A) Act- 1970 shall be followed strictly.(i) The payment to the contract labourers should be made through bank/cheque.(ii) Identity Card should be issued to all contract workers.(iii) Necessary steps should be taken to deduct Provident fund from the payment made to the contract labour and ensure that the same is credited to their Provident fund account. (iv) Medical facilities from ESI, if applicable
(F) Coverage of all construction workers under the ambit of Employees Provident Funds &Miscellaneous provisions Act 1952The tenderer has to ensure the following:- 1.That all workers employed in the construction work in railways establishment are registered under UAN. 2.Compliance in respect of construction /other contractual workers deployed by them through contractors/sub contractors. 3.Compliance of construction workers engaged through contractors/sub contractors, it is necessary to not only ensure separate ECRs containing provident fund account number of their workers, but also copies of wages/salary register and attendance register. 4. Remittances of provident Fund and ECR should be verified from EPFO website before releasing the bills to avoid manipulation /misappropriation of provident fund dues by contractors /sub contractors. 5.Mention PF account number and UAN number on identity card of each worker including those engaged through contractors/sub contractors. 6.UAN number of all workers has to be activated by contractor so that the workers can get their e- passbook and even know about deposit of provident fund by the contractor last month along with PF balance just by giving a missed call from their registered mobile number.
G.The Contractor shall cordon the working area in colony and station premises at the time of work.
H. The Contractor shall clear the debris, left over material from site after completion of work,and then only final bill will be released.
I. The contractor shall take utmost care while carrying out the works so as not to cause any damage to the existing Railway underground and other cables. In case Cable isdamaged by the contractor due to fault of his personal, he is liable for a penality as per SECR's JPO No.SECR/S&T/Policy/959 dt.16.07.12, for the loss caused to the Railway. His work isalso liable to be stopped till such time he takes measures which are certified to be satisfactoryby the executing supervisors.
J. (3) In terms of provisions of clause 26A.1 to the General conditions of contract (GCC) , and R.B. letter No. 2012/CE-I/CT/O/20 dt. 10.05.2013 contractor shall employ following Qualified Engineers during execution of the allotted work:- (a) One Qualified Graduate Engineer when cost of work to be executed is Rs. 200 lakh and above ,and (b) One Qualified Diploma Holder Engineer when cost of work to be executed is more than Rs. 25 Lakh, but less than Rs. 200 Lakh. (4).Further in case the contractor fails to employ the Qualified Engineer , as aforesaid in para 3 above, he ,in terms of provisions of clause 26A.2 to the General conditions of contract , shall be liable to pay an amount of Rs. 40,000 and Rs. 25,000 for each month or part thereof for the default period for the provisions ,as contained in para 3 (a) and 3(b) above respectively.
