The agency have to do following scope of works
All transformer, HT breaker, ACB, relay, MCCB, control panel, PLC etc servicing, testing & checking once in a year by OEM / approve testing team.
Minor repairing / replacement of parts like aux. contact, limit switches etc for transformer, HT breaker, ACB and panels are included.
Cleaning, tightness checking of all electrical equipment's / gadgets e.g, ACB, DG, fans, luminaries, DBs, transformers etc. as and when required or as per direction of concern JE / AE.
Earth resistance checking and maintain of register for the same as per direction of JE / AE.
Approve testing team have to conduct, (i) IR, earth leakage current, High pot, PI, magnetic balance & Phase displacement test of transformers (ii) IR, High pot, milli volt drop by injecting 100Adc, artificial fault simulation, relay test of HT panels, (iii) IR of all CT & PT, (iv) Carbon print, milli volt drop by injecting 100Adc, Over load, IR test of ACBs and (v) earth resistance testing. Along with these tests agency have to carryout some other additional tests suitable for the site as directed by department without claiming extra expenses.
Maintain Call Register, daily work register, fan register, DB/Panel checking register, maintenance materials stock register etc. as per direction & prescribed format by concerned JE / AE. PWD officers has the right to verify the register as and when required.
Electrical Load balancing should be done as and when required.
Checking, testing, cleaning of diesel generator sets along with AMF panels. Maintain register of same as per direction & prescribed format by concerned JE / AE. PWD officers has the right to verify the register as and when required.
Cleaning and replacement of devices in fire detetion system have to do. Only programming in the fire detection system's mother board/pannel are not included here.
The agency will have to deposit all dismantled materials to the section office / store / instruction(s) given by JE.
Handling of store materials as per instruction of JE / AE.
Agency should provide petty materials like fuse wire, cotton cloths, WD40, CRC, taflon tape, screws, diesel / petrol (for cleaning only), washers, small batteries for testing equipments etc. to ensure the smooth running of the installation as per instruction of concerned Executive Engineer, Assistant Engineer, Junior Engineer without claiming extra cost.
Temporary installation of LED sinage to be provided by the Department on the different occations like Eid, Durga Puja, Diwali, Chatt Puja, Happy New year etc . Also, removal the same after the occation / as per department's direction. The same board should kept at section store in good condition for next time use.
Temporary LED chains to be provided by the maintenance agency installation in front of the Nabanna building (min. forty four numbers chain), along with allied temporary electrical works on the occation of Independence Day, Durga Puja with Laximi Puja, Diwali, X-mas with New year and Republic Day . Any additional occation will be informed by the department. Also, removal the same after end of the occation as per department direction.
Temporary LED chains should be 230V ac operated, IP65 protected, min capacity 6W/mtr, anti deflection control by rope binding, basically blue and white colour (or as per direction of EIC for colour and decoration), each chain should from roof top to ground vertically (or as per direction of EIC).
Agency have the responsibility to know the installation date, operation period and dismantling date for the temporary LED chain light decoration works from the Department. During the operation period all the LED chain should glow in 100%.
Daily Complains shall be attend priority-wise according to the importance of the site within reasonable time. The same complain should be rectified on the same day.
During night shift, any 'emergency call' will be attended after intimating to the concerned officers of PWD for the entire site .
Due to any emergency rectification / protection / prevention / preparation work, agency will liable to complete the work early. For the same agency may engage extra manpower without claiming any extra charge.
Any abnormality should be informed to concerned JE / AE immediately.
Any kind of preventive & corrective & breakdown works should be carried out as per direction of JE / AE and as per recorded abnormality into above mentioned different registers.
Apart from the above scope of works agency have to do any kind of different types of electrical, fire detection including Basement and Atrium ventilation, staircase Pressurisation & water purifiers works according to the site demand and as per direction / instruction of concerned JE / AE.
The agency have to obey following Terms and Conditions
According to the site requirement, a. Those workers have minimum i(a), i(b) and v licence from Directorate of Electricity, Govt of West Bengal are treated as only Highly skilled labour. b. Those workers have minimum i(a), i(b) licence from Directorate of Electricity, Govt of West Bengal / fire safety certificate are treated as only skilled labour. Only for water purifier workers 5yrs work experiance certifiate from govt contrators are treated for skilled. c. Those workers have minimum i(a) licence from Directorate of Electricity, Govt of West Bengal / 1yr experiance with ITI passed / 5yrs work experiance certificate from govt contrators are treated as semi-skilled labour. d. Remaining workers treated as unskilled labour.
The labour rates are including PF, ESI, Bonous etc as per very recent order of Labour department, Govt of West Bengal. Agency have to submit original ESI & PF deposit certificate along with Electronics Challan cum Return of each worker to respective JE during rise of bill that should be attached with bill & MB. otherwise JE will not be bound to draw bill.
Weekly one holiday should be allotted to each worker.
Yearly increment of labour wages should be as per govt. rule.
Suitable replacement / substitute of worker for unavoidable absence or weekly holiday have to provide from agency's end.
Agency should provide seperate tools bag which contain following Tools and Tackles set i.e, screw driver kit / set, test lamps, line tester, small hack saw, combination plier to every highly skilled, skilled and semi skilled staffs to carry out the maintenance work smoothly. The condition & availibility of tools & tackles should be informed to concern JE/AE in every 15days.

All the water purifier maintenance person should carry additional RO 10" spanner, RO 20" spanner, PVC pipe cutter, Long nose plier, wire skipper, TDS meter etc as directed by EIC.
All the above tools and tackles should present at site in good working condition. If any wear & tear or malfunction or defect or quality issues aries, then immediately replacement with good one should be done.
During duty all the staffs have to carry valid mobile no, valid identity card, must wear dress code (pure cotton Shirt, blended cotton pant, woolen winter jacket / winchester - two sets each - Approve colour dress with word embress "PWD ELECTRICAL, NABANNA" at front side) and shoes.
Due to quality problem if shoe / dress become damage then agency have the responsibility to provide new one to satisfy the dress code & safety.
Duty time of each worker decided as per direction / instruction of concern JE / AE.
Agency have to follow the Nabanna protocal all the time.
All the same man-power should have active PF UAN account number, ESI card and mobile number. Initial engagement of man power is to be done in consultation with AE / JE.
If any damage done by the agency end, due to mishandling / wrong operation / negligency then agency will liable to rectify / replace the same in free of cost otherwise department has the right to deduct the same amount from the bill to recover the same defects.
An amount of min. Rs.100/- for each person each shift or as per given instruction about penalty amount from EIC will be deducted if staff dose not wear shoe / dress code / Carry tools bag.
If any fault(s) does not rectify / work pending day by day due to negligency of the agency end then department has the right to deduct an amount of Rs.500/- each fault / work each day or as per instruction given about penalty amount from EIC.
If any manpower does not provide by the agency then same manpower charge will be deducted from the bill as per the latest labour commissioner rate on that day along with PF & ESI amount for same day.
If any worker negligent to his duty / disobey the instruction given / mis-behave to any other or authority then agency has to replace the same worker(s) immediately after getting complain.
If agency does not provide PF / ESI then 12% / 4% amount respectively does not draw into the bill for that month. If agency dose not provide bonus the 100% bonus amount forfeited from the final bill.
If agency fail to provide good tools & tackles during the stipulated period then 2.5% will be deduct from the total bill of that period.
All type of maintenance / repairing work should be carried out by the agency as per Nabanna protocal.
Agency staffs have the responsibility to check and confirm that all the electrical gadgets are in shutdown beyond office hours.
All the tools provided by the agency can be taken back after end of contract with permission of department.
Recruitment of new staffs will be after consultation of EIC.
Biometric attendance system of every month is required for processing of bill.
Agency staffs will follow the orders of his immediate officers i.e, JE / AE regarding the work.
Bill will be drawn monthly / quarterly after submission of biometric attendance sheet and all other site log-book, PF, ESI and Bonus payment documents as mentioned earlier from agency end to the concern JE. Each bill should carry the certificate stating " Certified that each employee has been paid salary / Bonus as per minimum wages rule stipulated by Govt. of West Bengal and upto date PF / ESI has been deposited to concerned authority."
The contract may be terminated by either side with a notice for Four months.
The agency should submit the identity proof of his/her working personnel with ‘Photo’ in duplicate. So that one copy of the same can be submitted to the security.
The department will not bear any responsibility for any accident and thereby no claim for compensation in any shape from this department will be entertained. The compensation will have to bear by the agency.
The department will not bear any travelling / tiffin / fooding / accommodation / electricity / sundries charges for any workers. All the same will have to bear by the agency if situation occurred.
If agency fail to obey any terms & condition or scope of work then department has the right to deduct an amount of min. Rs.500/- each point each day or as per instruction given about penalty amount by EIC.
The maintenance materials those are not in the scope of agency have to collect from the department and also have to maintain register of stock & consumption for same. If any discrepancy occur then as a penalty either double quantity will be paid by the agency of same identical product or equivalent double amount will be deducted from the bill.
If any existing working staffs to this jurisdiction engaged by the agency for this new commencement of work of same jurisdiction, then hick of wages of these staffs should be as per government rule from the initial day.
Agency should provide one first-aid kit box at site.
If any staff become sudden ill / accident during his duty time, then agency have the responsibility for necessary treatment expenditure and have to provide maximum two months salary in half. This labour head does not count with the main working head. The claim for these expenditure by the agency can not be entertained by the department.
