Special Eligibility Criteria

   Bidder should be manufacturer of machined items or authorized dealer/distributor/Agent of manufacturer of tendered items or machined items. In case Bidder is manufacturer, documentary evidence viz. Valid UDYAM certificate, valid ISO certification or any other valid certificate to be uploaded by Bidder ndicating that Bidder is manufacturer of machined Items failing which offer shall be summarily passed over. In case Bidder is authorized dealer/distributor/Agent of manufacturer, then Bidder should upload tender specific authorization letter from manufacturer & also upload documentary evidence viz. Valid UDYAM certificate, valid ISO certification or any other valid certificate that manufacturer is manufacturer of machined items falling which offer shall be summarily passed over. Manufacturer must have experience of manufacturing and supplying of machined items made of SI 304 or AISI 316 or EN19 or EN 36 directly or through their authorized dealer/distributor/Agent to IR Zonal Railways/IR PU/PSU/Central Govt./State Govt./RINL within last 5 years from the date of opening tenders, documentary evidence viz LOA/PO copy with receipt note/receipt Challan /completion report must be uploaded along with offer, failing which offer shall be summarily passed over. Following documents must be provided along with supply of material: Purchase proof from Manufacturer in case Bidder is participating on behalf of Manufacturer. Manufacturer's GC & TC NABL or any Govt. approved lab test report for material.

This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
