Supply/ Procurement of ABT meter & metering infrastructure suitable for metering on 01nos of 33 KV feeder, 50 Hz and suitable for installation of CT/PT of specification mentioned in Sr. No.3&4 below (Cost of CT/PT is not included in this) System as per relevent specification of the state DICOM/TRANCO/SLDC, as mentioned below :- Secure/L&T Make ABT Meter for 33.KV CT Ratio -/1A Accuracy:0.25, complete with Software, MRI instrument and all accessories required for installation of meter and to start of Open Access complete. The meter should be relevant IS marked and open access standards.

S& F Metering Panel for Main and Check Meters of size not less than 1.5mX1.5Mx1.0M made out of 3.15 mm thick powder coated CRC sheet suitable to accommodate ABT meter and accessaries

Supply only 33 KV Outdoor type CT of 0.2s of 0.2 accuracy class having burden of 5 VA respect , in confirmation to DISCOM/UPPTCL/SLDC Specification with Cubical (CT-PT ratio depends on the existing meter available at comsumer site) of relevant IS standard and as per Open access requirement.

Supply only 33 KV Outdoor type PT of 0.2 accuracy class having burden of 10 VA respect, in confirmation to DISCOM/UPPTCL/SLDC Specification with Cubical (CT-PT ratio depends on the existing meter available at comsumer site) of relevant IS standard and as per Open access requirement.

Supply only 33 KV Indoor type CT of 0.2s & PT of 0.2 accuracy class having burden of 5&10 VA respect, in confirmation to DISCOM/UPPTCL/SLDC Specification with Cubical (CT-PT ratio depends on the existing meter available at comsumer site) of relevant IS standard and as per Open access requirement.

Open Access Approvals, Installation and commissioning of the metering infrastructures including but not limited to inspection, Testing and Installation of Meter infrastructure ( item 1 above ) liaisoning work as listed below :

(a) Project management and coordination with vender/DISCOM/UPPCL for timely execution and installation of metering infrastructure

(b) Liaison for getting approval from DISCOM & SLDC for according open access for initiation of the subsequent activities.

(c) Liaison with Metering & other allied wings of DISCOM & UPPCL for witnessing testing & final sealing of meters.

Installation, commissioning, sealing of the respective equipment and joint inspection report of all the meters to be installed at merering point. Work in DISCOM's site including arrangement of crane, cable, welding, execution,transmission hardware and cable accessories and cabling etc.

(a) (i) Electrical inspection of Metering infrastructure by an authorized independent Electrical Inspector (ii) Electrical Safety NOC at consumer premises. This includes in vender scope and no extra payment will be made for it

(b) Final NOC for power commencement & scheduling from concerned TRANSCO/DICDOM/SLDC formaking final delivery of power as per application duration & load requirement of Open Assess transaction.

(c) Labour charges towords Cabling Electrical & general hardware, Installation of CT-CT arrangement for mounting of meter cubicle, welding etc at metering point

(d) Testing fee of NABL for performing meter testing in the presence of UPPCL Other Statutory Fee for any requirement from SLDC and other authorities paidby consumer.

(e) NOC from concern TRANSCO/SLDC for fistinstance

NOTE;- The job includes arrange the Standing Clearance/ No Objection Certificate (NOC)/ Concurrence from the Nodal Agency (SLDC) for short term open access (STOA for a period of one year) to the MES Facility 33 KV incoming power (incoming from UPPCL) and implementing Open Access by accomplishing procurement of power for MES through Power Exchange/ Bilateral mechanism. The scope of work also includes the following: Scope of Work:

Complete project management and coordination with vendors for timely execution and installation of metering infrastructure. ii. All required coordination with distribution licensee i.e. PVVNL, UPPTCL & nodal agency (SLDC) in arranging the requisite approvals for Short Term Open Access (STOA) for the period of one year will be carried out by the vendor. iii. Coordination in procuring ABT meters and corresponding CT/PT arrangement required for availing power in STOA complete with installation and providing requisite certificates and NOCs. iv. Coordination for Testing of meters by Independent Authorised agency (NABL Accredited) at consumer premises will be arranged by the vendor.

v. Requisite coordination with distribution/third party electrical contractor & transmission licensee for Installation & sealing of meters at consumer premises. vi. Submission of compliance reports & arranging final NOC/Concurrence for STOA for trading in Open Access for implementing purchase of power through Open Access. vii (a) Monthly liasoning & Consultancy for arranging NOC/Open Access approval from SLDC & Discom upto one year vii (b) Billing Settlement on monthly basis with Distribution licensee upto one year

SITE VISIT The Bidder is advised to visit and examine the site of works and its surroundings and obtain for itself on its own responsibility all information that may be necessary for preparing the Bid and entering into a Contract for the required job. The costs of visiting the site shall be borne by the Bidder. • The Bidder or any of its personnel or agents shall be granted permission by the Employer to enter upon its premises and land for the purpose of such visits, but only upon the express conditions that the Bidder, its personnel and agents will release and indemnify the Employer and its personnel, agents from and against all liabilities in respect thereof, and will be responsible for death or injury, loss or damage to property, and any other loss, damage, costs, and expenses incurred as a result of inspection.

The Bidder shall not be entitled to hold any claim against MES for non-compliance due to lack of any kind of pre-requisite information as it is the sole responsibility of the Bidder to obtain all the necessary information with regard to site, surrounding, working conditions, weather etc. on its own before submission of the bid. All Statutary charges in respect of the above is included in the rate quoted. No extra payment shall be paid to the bidder.
