AUGMENTATION OF EXTERNAL ELECTRIC SUPPLY SYSTEM AT MRS ROORKEE ROAD AND SHIVAJI LINE AT MEERUT CANTT

Supply and installation, testing & commissioning of copper doble wound, 33 KV Power Transformer, step down, outdoor type of capacity 8.0 MVA (8000KVA ), oil immersed,natuarally cooled , having no load voltage ratio at rated voltage 33 KV/11 KV, 3 phase, 50cycles AC with On Load Tap Changer arrangements with AVR and RTCC remote control panel operation on 33 KV sides to vary secondary voltage from +5% to (-) 15% in steps of 1.25% (17 steps), connected internally and hand operated ON Load tap changing switch, impedance 7.15% at normal/common tap No 5 including suitable marshalling box and HV terminals 3 Nos outdoor bare bushings and LV terminals 3 phase connectors to connect the transformer with HT XLPE Power cable of size 300 sqmm x3 core with copper conductor and LV additional Neutral with one no solid porcelain type out door bushings on the transformer lid for earthing purpose complete in all respects with standard accessories and fittings conforming to IS-2026 or latest pr+B13:B35+B13:B14imary side delta and secondary side star. The salient features of the transformer shall be as below :-

(a) Transformer shall be Dyn11 vector group oil immersed naturally cooled, doubled wound electrolytic copper winding core type, Radiator cooled MS tank complete with first fill of transformer oil as per IS -335 with ONAN cooling system. The temperature of oil and winding shall not rise 50& 55 degree C above ambient temperature respectively Manufacturer must be have ISO certified and confriming to IS 2026 or latest as directed and specified. Transformer shall be painted with two coats of synthetic enamel paint environment friendly with necessary mounting on PCC Platform floor mounted as per manufacturers recommendations with following fitting and accessories :-.

(i) No load losses -7.5 Kw (max) & Full load losses -58 KW (Max), Imedance - 7.15 % + IS Tol. (ii) Rating and diagram plate, Terminal Making Plate, HV terminal & LV terminal drawing approved by accepting officer. (iii) Earthing terminals - 2 Nos & LV Neutral Bushing brought out for external earthing. (iv) Lifting lugs, Top cover lugs & jacking Pad (v) Thermometer pocket. (vi) Air release hole with plug. (vii) Oil filling hole with plug on & incl. conservator with drain valve and plug. (viii) Plain type oil indicator on one side of conservator with minimum and maximum oil level marking. (ix) Dehydrating breather - 01 No, and first fill silica gel breather

(x) Oil conservator with drain valve and plug. (xi) Sampling valves, top and bottom. (xii) Under base with flat treaded 4 Nos bi-directional rollers plain /flat. (xiii) Drain cum bottom filter valve with plug. (xiv) Top filter valve with plug. (xv) Explosion vent with diaphragm and equalizer pipe (pressure release device).

(xvi) Jacking lugs and hauling holes. (xvii) Inspection cover. (xviii) Detachable cooling radiators with shut off valves between radiators and tanks. (xix) Radiator with air release hole and plug, Oil drain hole with plug and lifting eye all as per manufacturer's standards. (xx) 150mm dia oil temperature indicator stem type with alarm & & Trip Contacts. (xxi) Double float Bucholtz relay with two sets of contacts and isolating valves with alarm & trips Contacts. (xxii) 150mm dia winding temperature indicator with maximum indicating pointer and resetting device with alarm & Trip Contacts. (xxiii) 100mm dia magnetic oil level gauge with low level alarm.

(xxiv) Terminal arrangements (xxv) Suitable wheels (width distance should be as per Broad Gauge rails). (xxvi) Marshalling box. (xxvii) Indoor type Remote Tap Changer Panel (RTCC) with Automatic Voltage regulator and necessary indications. (b) On Load Tap Changer(OLTC), out door design weather proof, oil immersed, high speed, non inductive transition type employing, snap switches combining both selector and diverter duties housed in a self contained single compartment and mounting externally on transformer at suitable place. On load tap changer shall have following components "- (i) High torque electric motor suitable for 450V 3 phase 50 cycles AC supply including connected cabling. (ii) Motor drive and energy accumulator. (iii) Motor isolating device with over load protection. (iv) Raise, lower control for local operation.

(v) Local / remote control selector switch. (vi) Raise / low limit switch. (vii) Retainer switch. (viii) Stepping Relay. (ix) Anti - condensation heater with switch. (x) Inter locking between manual and electric operation. (xi) Main isolating switch with set of fuses.

(xii) Insulated terminal board (with connector) for transformer tap leads. (xiii) Mechanical tap position indicator with handle. (xiv) Tap changing operation counter. (xv) Rating plate. (xvi) Driving mechanism chamber locking arrangement. (xvii) Un -drilled gland plate for cable entry. (xviii) Terminal strips. (xix) Drain cum filter valves. (xx) Suitable size of Neutral CT shall be provided.

(c) Control cables/Bus-duct shall not be measured and paid separately. (d) Add/Alter required for foundation and civil works as per manufacturer’s recommendation is included in quoted rates. (e) If any work required to successful completion of work but not mentioned in BOQ will have to be done by bidder without any extra cost to the department. (f) Necessary addn / altn required in existing earthing strip for connection to new power transformer included within the overall quoted rates. (g) Necessary arrangement if required, for dismantling of existing Power transformer and shifting it to MES store Yard as directed by Engineer-in-charge is included within the overall quoted rates.

h) Following points are to be considered for selection of Transformer manufacturer. (i) The core shall be considered shall be constructed from high grade, non ageing, prime grade CRGO with M-4 grade or better, silicon steel laminations. (ii) Manufacturer should have in house own NABL accredited laboratory. (iii) The drawings of transformer marshlling box, RTCC, OLTC etc shall be got approved from GE. (iv) All tests shall be carried out at factory before the dispatch of Transformer inspection of officer as detailed by Accepting Officer. (v) Control wiring upto CR panel in Main Power house. Rate of Control and Relay Panel suitable for 33/11 KV 8 MVA Transformer should be deemed to be included in the quoted rate. (vii) Manufacture warrenty should be 05(Five) years.
