Supply laying jointing testing and commissioning of 33 KV (E) grade of size 400 sqmm 3 core (Heavy duty)with stranded compacted circular aluminum conductor, conductor screened with extruded semi-conducting compound, XLPE insulated, Insulation screened with extruded semi-conducting compound in combination with Copper tape, cores laid up, inner sheath of Thermoplastic tape, PVC bedded, galvanized steel strip armoured and over all FRLS PVC Sheated conforming to IS-7098, part -II with latest amendments laid in Cable Ducts/ trays/ trenches/encased in GI pipes/RCC / DWC HDPE pipes complete all as specified and directed. Note:- (i) Each cable drum not less than 500 Mtr length. (ii) The contractor will be responsible for taking permission from appropriate authority i.e. NHAI / IGL / Cantt board or other Units , if needed for the above said cable work and necessary payments for work clearence / deposit charges for appropriate authority to be incuded in the rate quoted above (iii) Manual Excavation has be carried out at the places of Services such as of near Existing HT/LT Cables, OFC/ Telecom Cables , Water / Gas Pipe/ Sewage Pipe Lines, Area Drinages and Contractor shall be responsible for rectification of damages immediately on priority to the damages of Services occured during exection of the cable / earth work. (iv) Length of each cable drum should not be less than 500 Mtr and straight through joint should be done after length not less than 500 Mtr.

Supplying, installing, testing and commissioning 33KV, 1250A, 31.5kA/3-Sec, IAC, AFLR, Gas-Insulated, Fixed-Type VCB Panel arrangement, Indoor suitable, floor-mounted, complying to IEC 62271-200 for design, manufacturing and type-tested, including Internal Arc for operator safety (IAC 31.5kA/1-sec). 04 Nos Incoming 33 KV GIS breaker , 03 Nos Bus Cooupler, 07 Nos outgoing GIS Breaker , 02 Nos Transformer outgoing breaker and 02 Nos Spare GIS breaker Panel, all inside gas-insulated IP65 (partition class : partition of metal) Stainless Steel tank (SS 304 or higher of 2.5 mm (minimum) thickness), flush-front mechanism having lockable access door with mounted bay-protection and control scheme, including LEDs, mimic etc. as prescribed below , also SCADA complying to IEC 61850 :-
(A) 04 Nos. Incomer 33kV, 1250A, 31.5kA Fixed-Type Vacuum Circuit Breaker arrangement having motorized spring-charging (Aux: 230VAC), and continuous duty tripping/closing (Aux: 110VDC) with bottom cable entry and series disconnector+earthing mechanism, each comprising of: (i) Set of 03nos. Current Transformers 33kV, 800-400/1-1-1, Core1: Class 5P10, 10VA, Core2: Class 0.5, 10VA, Core3: Class PS-X - Set of 03nos. The 'PS' core will be of suitable knee point voltage to successfully implement Line Differential protection scheme with upstream breaker (ii) Set of 03nos. Line side potential transformers, having ratio 33kV/rt3:110V/rt3, 50VA, Cl.0.5 with isolation and support as required (iii) IED Type Line Differential Relay with high set and low set (stabilized) with second harmonic restraint to bypass transformer inrush. The scheme will be implemented using Single Mode Fibre Optic protection communication link between local and remote relay. Suitable single mode Fiber optic port shall be part of the relay including connected items like LIU and Patch cord etc(Model of relay to be compatable with the existing line diffential protection scheme). (a) Over current and earth fault protection with minimum pickup at low set of 5% and 1% respectively (b) Transient/intermittent earth fault protection (c ) Phase discontinuity protection (d) Aux. Protections incl. Trip Circuit Supervision, Circuit Breaker Failure protection, master trip etc. (iv) Main, Draw out type Numerical protection and control relay (should be GIS manufacturer's own make) IEC-61850, PRP & HSR complaint with programmable Min 14 digital input, Min 10 digital outputs, 11 front LED, large dynamic display. However, more DI & DO may be provided in order to fulfill the scheme requirement for SCADA compatibility.
(x) Other accessories incl. Space Heater with thermostat for LV panel and cable chamber, 3-Pin socket with switch, CFL lamp. (xi) Suitable terminal arrangement along with Light Interface Unit, Patch-cord and associated port for spliced connection with external armoured fibre-optic cable shall be provided for achieving pilot-wire connection (line-differential). (xii) The cost shall include 2 Run 400 Sqmm XLPE cable termination Kit and installation. The relay shall be fully integrated with the feeder, internally capturing feeder statuses incl. Breaker On,Off,Spring.Chrgd, Disconnector On,Off,Earth, Line-Current/Line-Voltage, Trip Circuit Healthy, Gas-Pressure Low in Breaker Chamber, Gas-Pressure Low in Busbar Chamber, AC Supply Fail, Local-Remote switch The relay shall have built-in back-lit LCD screen to show Single-Line-Diagram and other relevant parameters. The relay shall be communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, having required protection functions including (a) Line Differential with high set and low set (stabilized) with second harmonic restraint to bypass transformer inrush. The scheme will be implemented using Single Mode Fibre Optic protection communication link between local and remote relay. Suitable blocking arrangement shall be available to prevent nuisance tripping due to loss of connection, (b) Over current and earth fault protection with minimum pickup at low set of 5% and 1% respectively, (c) Transient/intermittent earth fault protection, (d) Phase discontinuity protection, (e) Synchro-check between Incomer-01 and Incomer-02
(B) 07 Nos. Outgoing 33kV, 1250A, 02 Nos Transformer outgoing and 02 Nos Spare GIS breaker Panel , 31.5kA Fixed-Type Vacuum Circuit Breaker arrangement having motorized spring-charging (Aux: 230VAC), and continuous duty tripping/closing (Aux: 110VDC) with bottom cable entry and series disconnector+earthing mechanism, each comprising of (i) Set of 03nos. Current Transformers 33kV, 800/400/1-1-1, Core1: Class 5P10, 10VA, Core2: Class 0.5, 10VA, Core3: Class PS-X - Set of 03nos. (ii) Main Protection Relay shall be a Numerical Drawout IED Relay communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, microprocessor based protection scheme for detecting, indicating and tripping the breaker on various faults like (a) over current+ earth fault protection for HT/LT side. The Relay shall have complete bay control features incl. Large LCD display for displaying Feeder SLD (position indication), integrated ON/OFF control function, three phase current measurement, disturbance recorder cycle, event log and fault record with non-volatile memory, self-supervision. The relay shall have sufficient binary inputs and outputs to receive and issue external commands as listed below :- (iv) LED Indications - Breaker ON/OFF/TRIP/Spring-Charged, R-Y-B, Disconnector-ON/OFF/EARTH, DC Available (v) 16-Window Annunciator with Ackn/Test/Reset push button and Hooter to indicate following alarms :- (a) SF6 Gas Pressure Low (Busbar compartment), (b) SF6 Gas Pressure Low (Breaker Compartment), (c) Local Master Trip, (d) Trip Circuit Failure,
(e) EF & OC (f) DC fail. (vi) Control Equipment incl. 01 x TNC Switch, MCBs for AC/DC isolation as required (vii) Line feeder shall have line differential protection inbuilt in the relay. Transformer feeder shall have transformer differential protection inbuilt in relay. (viii) The cost shall include 1 Run 400 Sqmm SLPE cable termination Kit and Installation. (ix) Each gas filled compartment shall have manometer. (C) 03 No. Bus Coupler 33kV, 1250A, 31.5kA Fixed-Type Gas insulated breaker arrangement having motorized spring-charging (Aux: 230VAC), and continuous duty tripping/closing (Aux: 110VDC) with bottom cable entry and series disconnector+earthing mechanism, each comprising of (i) Main Protection Relay shall be a Numerical Drawout IED Relay communicable on IEC 61850 GOOSE platform over Double / Redundant RJ-45/USB/FO port, microprocessor based protection scheme for detecting, indicating and tripping the breaker on various faults like (a) over current+ earth fault protection for HT/LT side. The Relay shall have complete bay control features incl. Large LCD display for displaying Feeder SLD (position indication), integrated ON/OFF control function, three phase current measurement, disturbance recorder, event log and fault record with non-volatile memory, self-supervision. The relay shall have sufficient binary inputs and outputs to receive and issue external commands as listed separately. The relay shall be fully integrated with the feeder, internally capturing feeder statuses incl. Breaker On/Off/Spring.Chrgd, Line-Current, SF6 Gas Pressure Low (Busbar compartment), SF6 Gas Pressure Low (Breaker Compartment), Master Trip, Trip Circuit Failure (from TCS relay) and display locally on a built-in back-lit LCD screen as a Single-Line-Diagram with parameters as advised
(ii) LED Indications - Breaker ON/OFF/TRIP/Spring-Charged, R-Y-B, Disconnector-ON/OFF/EARTH, DC Available (iii) 16-Window Annunciator with Ackn/Test/Reset push button and Hooter to indicate following alarms :- (a) SF6 Gas Pressure Low (Busbar compartment), (b) SF6 Gas Pressure Low (Breaker Compartment), (c) Local Master Trip, (d) Trip Circuit Failure, (e) Vacuum Failure (current flowing even after CB open) (iv) Control Equipment incl. 01 x TNC Switch, MCBs for AC/DC isolation as required (v) Other accessories incl. Space Heater with thermostat for LV panel and cable chamber, 3-Pin socket with switch, CFL lamp (D) Soft ware for relay and cable. NOTE B (i) Make of IED Relay shall be of same Make of GIS manufacturer. (ii) Contractor shall take existing site VCB panel data before ordering. (iii) All rates shall be included the cost of inter changing of existing panel/ reorientation / integration of for power cables / control wiring/ data cables to the existing panels and reconnection alongwith new proposed & compatable VCB panels including adapter panel with all rated accessories as per the site conditions (if required) alongwith caliberation of relays desired parameters. Please refere sketch ‘A’ of proposed scheme attached for referene. (iv) All rates quoted shall include the modification of all technical / software / relay configuration to existing incomer VCB as outgoing VCB (Tie Feeder) and calibration of all the new VCB and old VCB to the Up system and down stream Grids for Discrimination chat / Tripping against Faults / over currents/ earth faults/ OFC based diffential protection etc. (v) The cost shall include ON-SITE hands on training of operator in GIS operation, Maintenance, cable termination, Relay setting up to the satisfaction of Engineer-in-Charge. (vi) Equipment using which cable testing shall be done without removing termination kit to supplied - Qty 02 Sets.
Supplying, installing, testing and commissioning of Indoor arc flash protected Draw-Out with roll on floor type Vacuum Circuit Breaker Panel, rated for 11kV, 800 Amp, 26.3kA/3-sec, comprising of 02 No. Incomer, 01 No. Bus Coupler and 13 Nos outgoings confirming to IEC 62271-200, Internal Arc Classified IAC AFLR – 26.3kA for 1sec, Accessibility Class LSC2B-PM Class, comprising of 800 Amp, continuous rated Insulated Copper busbars and droppers in all bus / breaker/ adaptor and cable chambers , 02nos. Rack-In-Rack-Out Handles, structure made from AluZinc/GI/ Powder Coated CRCA sheets to prevent corrosion and rusting. ( Incomer -02 Nos, Bus Coupler-01 No, Outgoing - 13 Nos) The complete panel incl. HT and LT chamber with FRLS wiring and accessories shall be manufactured by approved OEM at its own manufacturing in house facility, and same will be verified via stage/final inspection. system house integrator / channel partner products are not accepted .The Make of the VCB, Panel And Relay Shall be of the Same Make. The panel shall consist of approved OEM / Makes. Notes: (i) Necessary Cat 6 and Modbus cabling from panels to existing RTU panel shall be provided by the contractor within this scope only. Control panel box item to be added. (ii) Vacuum interrupter meter shall be of VCB panel manufacturers own make. (iii) Floor rolled line VT Ratio : 11 KV / 1.732 / 110V / 1.732 - Core 1 : 0.5, 20 VA (only incomer feeder). VT shall be placed at the backside of the panel. (iv) 11 KV termination kit as per site requirement, calbe up to 10 meter with strait-through - joints, rate deemed to be included.
(A) 02 X Incomer Panel, each comprising of :- (i) 11kV, 800 Amp, 26.3kA/3-sec, Draw-Out Vacuum Circuit Breaker as per IEC-62271-100 with roll on floor type Vacuum Circuit Breaker having 03 Nos. vacuum bottles of same make as of circuit breaker and panel, motorized spring charging mechanism (230VAC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (24/50/110V DC). (ii) Current Transformers 11KV, 800-400/1-1-1, Core1: Class 5P10, 5VA, Core2: Class 0.5, 5VA, Core3: Class PS-X - Set of 03 Nos per breaker (iii) Potential Transformers, floor-rolled / CB trolley mounted, draw-out type for easy maintenance, 11kV/rt3:110V/rt3, 50VA, Cl.0.5 with associated gun-type HRC fuses and MCBs for HT/LT isolation - Set of 03 Nos. (iv) Main Protection Relay shall be numerical IED Relay confirming to IEC60255, having 04CT+04PT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like (a) Directional over-current or earth-fault in any of the three phases, (b) Synchronism and Energizing Check before breaker closing to prevent un-syncronized mixing of supplies (c) circuit-breaker-failure alarm, (d) interpanel tripping/blocking signals via GOOSE based peer-to-peer communication, on IEC61850 protocol. (e) Integrated / dedicated arc flash protection with current and light sensing The relay shall be communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, and fully integrated with the feeder, internally capturing feeder statuses incl. various status, Line-Current, Line-Voltage, Breaker On/Off/Spring.Chrgd, Trip Circuit Failure (from TCS relay), AC Supply Fail, PT Fuse failure relay, Local-Remote etc. and display locally on a built-in back-lit LCD screen with mimic as a Single-Line-Diagram with power & frequency measurements and suitably labelled status LEDs. Relay setting should be possible through inbuilt software or through addtional software supplied by the relay manufacturer.
(v) Metering Equipment including:- (a) 01 x Digital Voltmeter (Acc.Cl.0.5), 01 x Digital Ammeter (Acc.Cl.0.5), (b) 01no. Multi-Function meter (Acc.Cl.0.5) shall be provided with LCD display for measuring current, voltage, power, power-factor and energy-parameters, Total Harmonic Distortion and Max. Demand Indication, same shall be communicable on ModBus via RS485 port. (vi) LED Indications :- (a) Breaker ON/OFF/TRIP/Spring-Charged, (b) R-Y-B, (c) DC Available LED with push-button (d) AC Supply Fail (e) Trip Circuit Healthy (vii) 08-Window Annunciator with Hooter to indicate following alarms :- (a) OC Trip, (b) EF Trip (c) Trip Circuit Failure, (d) Inter-Tripping Fault, (e) Synchro-Check. (B) 01 X Bus Coupler Panel with Bus Riser, each comprising of :- (i) 11kV, 800 Amp, 26.3KA/3-sec, Draw-Out Vacuum Circuit Breaker as per IEC-62271-100 with roll on floor type Vacuum Circuit Breaker having 03nos. vacuum bottles of same make as of circuit breaker and panel, motorized spring charging mechanism (230VAC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (110V DC). (ii) Current Transformers 11KV, 800-400/1-1, Core1: Class 5P10, 5VA, Core2: Class 0.5, 5VA, - Set of 03 Nos per breaker (iii) Main Protection Relay shall be numerical IED Relay confirming to IEC60255, having 04PT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like (a) Synchronism and Energizing Check before bus-coupler closing to prevent un-syncronized mixing of supplies (b) circuit-breaker-failure alarm. (c) circuit-breaker-failures and interpanel tripping/blocking signals via GOOSE based peer-to-peer communication, on IEC61850 protocol. The relay shall be fully integrated with the feeder, internally capturing feeder statuses incl. various status, Bus-Voltage and display the same locally on a built-in back-lit LCD screen with mimic as a Single-Line-Diagram with power & frequency measurements and suitably labelled status LEDs. Relay setting should be possible through inbuilt software or through addtional software supplied by the relay manufacturer.

Vacuum Circuit Breaker having 03nos. vacuum bottles of same make as of circuit breaker and panel, motorized spring charging mechanism (230VAC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (24V DC). (ii) Current Transformers 11KV, 800-400/1-1, for 02 outgoing and 100-50/1-1 for 02 no outgoing Core1: Class 5P10, 10VA, Core2: Class 0.5, 10VA - Set of 03 Nos. Per breaker (iii) Main Protection Relay shall be numerical IED Relay confirming to IEC60255, having 04CT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like (a) over-current or earth-fault in any of the three phases, (b) circuit-breaker-failure alarm, (c) interpanel tripping/blocking signals via GOOSE based peer-to-peer communication, on IEC61850 protocol with single RJ45 Port. The relay shall be communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, and fully integrated with the feeder, internally capturing feeder statuses incl. various status, Line-Current, Breaker On/Off/Spring.Chrgd, Trip Circuit Failure (from TCS relay), Local-Remote etc. and display locally on a built-in back-lit LCD screen with mimic as a Single-Line-Diagram with current measurements and suitably labelled status LEDs.
