MINIMUM ELIGIBILITY CRITERIA FOR OPEN TENDERS COSTING ABOVE Rs.50 LAKHS:-As-per Clause-10, of latest General conditions of contract. of April'2022 & Rly.Board Letter o.2019/Elect(G)/165/1, dtd. 22.4.2020. (A)For OEM's or RDSO Approved sources and exception shall be extended to PU's approved sources for tendered work:- No specific minimum eligibility criteria is required. (B)For sources which are not OEM's or sources approved by RDSO and PU's approved sources for tendered work:- Following minimum eligibility criteria will be applied: - (b)Financial Eligibility Criteria:-TThe tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; where V = Advertised value of the tender in crores of Rupees N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure- VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note:- The Minimum Eligibility criteria mentioned above is dispensed with, in case of bidders who are either OEM's or sources approved by RDSO and PU's approved sources for tendered work.

(i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender. Definition of similar nature of work for Technical Eligibility Criteria: - "Manufacture & Supply/Rewinding/Repair/Rehabilitation/overhauling of various capacities AC motors of Electric/Diesel locomotives/EMUs/MEMUs/DEMUs". Note:- The Minimum Eligibility criteria mentioned above is dispensed with, in case of bidders who are either OEM's or sources approved by RDSO and PU's approved sources for tendered work.

Please submit your bank details i.e. Name of Bank along with Bank Branch Code, Accounts Number as appearing in the cheque book, IFSC Code and PAN Number, duly certified by the authorized official of the bank, to facilitate payment through ECS/NEFT/RTGS. In lieu of the bank certificate photocopy/scanned copy of a cancelled cheque maybe attached for verification of the above particulars.
Tenderer should submit documents related to registration details, GSTIN along with other details required under CGST/IGST/UTGST/SGST Act, registered address, email id etc.
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
For any calculation rounding-off will be done up-to two digit after decimal as per provision of IS-2. This will also applicable for rate quoted by tenderer.
Tenderers are requested to kindly carefully go through the relevant instructions/conditions/requirements contained in tender documents/general conditions of contract, as the case may be before submitting the offer. Various conditions/constructions will be taken as read & agreed if not specifically indicated to be disagreed/deviated.
It will be responsibility of tenderers downloading the tender documents to check time to time for corrigendum to the tender if any and submit their offer accordingly. Railway reserves the right to make any additions/alterations to the tender uploaded and issue corrigendum to the same effect. In case the tenderer fails to take note of the above corrigendum, the additions and alterations entered/effected in the corrigendum shall be binding upon the tenderer and no claim what so ever will be entertained by Railway.
Tenderer should quote his single and common percentage rate only above/below/at par the Rlys estimated rates as given in Schedule.
Only one common and single percentage should be quoted otherwise offer will be summarily rejected.
The quantity shown in the schedule is approximate and liable to be varied depending upon the actual requirement/arising.
If the tenderer / tenderers deliberately give/gives wrong information in his/their tender or creates/create circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage.
No post tender correspondence shall be entertained after closing of tender even suo moto post tender letters of the tenderers shall be treated as null/void.
The Standard IR General Conditions of Contract(GCC)April-2022 for works contract with all correction slips upto latest as amended from time to time will be applicable for this contract. Tenderer participating in this tender will be considered well familiar with the clauses available in the IRGCC April-2022.In case any clarifications/query the tenderer may read the IRGCC April-2022 available on website(www.indianrailway.gov.in). If any typing error found in some important clauses are being mentioned above of GCC April 2022 in this Bid the Original as mentioned in IRGCC April2022 will hold good. GCC April 2022 and correction slip No. 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 & 11 attached.
Until a formal agreement is prepared and executed, acceptance of this tender document shall constitute a binding contract between Railway and tenderer subject to modification as may be mutually agreed and indicated in the letter of acceptance for this work.
Schedule of rate and quantity as per annexure-5 of Tender Document.
Omissions and Discrepancies:- The tenderer(s)shall not take any advantage of any misinterpretation of the conditions due to typing or any other error. Should a tenderer find discrepancies in or omissions from the specification or any of the Tender Forms or should he be in doubt as to their meaning, he should at once notify the authority inviting tenders who may send a written instruction to all tenderers. It shall be understood that every endeavour has been made to avoid any error which can materially effect the basis of the tender and the successful tenderer shall take upon himself and provide for the risk of any error which may subsequently be recovered and shall make no subsequent claim on account thereof.
