| 3.00GENERAL TERMS & CONDITIONS : 1. The agency must provide measuring/operating equipment such as digital multi meter, clamp meter, thermal imager, earth resistance tester, low voltage insulation megar, hot air blower, air blower, screw driver set, all type of spanner, cable puncher etc. to the employed staff. 2. The agency shall maintain one Call Book which shall record all the calls along with remedial action taken, duly verified by the Junior Engineer/Assistant Engineer periodically. 3. Recording of various electrical parameters (with co. own tools/equipments) , testing of Insulation Resistance, Earth Resistance etc. are to be made in Log book in regular manner and the necessary working report in this respect to be submitted monthly to the concerned Assistant Engineer & Junior Engineer every day. 4. In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording under intimation to the concerned Assistant Engineer & Junior Engineer. 5. All type of maintenance & operation tasks incl. proper testing, checking etc. with necessary action of preventive & corrective/rectifying measure in case of any fault/abnormality to be accomplished with proper care, safety & precaution measure and all these tasks are to be recorded in separate Log books, which are to be signed by highly skilled electrician & licensed supervisor deployed by the contractor duly verified & signed by concerned Assistant Engineer & Junior Engineer on regular basis. 6. Transformer condition and kVA, PF & kW loading shall be checked at various times of the day throughout the period of contract; abnormality shall be brought to the notice of the Junior/Assistant Engineer. 7. The agency will check and clean all the ceiling fans exhaust fans, stand fans etc. to prevent falling down of those as a measure of safety and maintain a register mentioning fan numbers etc. including keeping those light fittings and fans clean as per the direction of Assistant Engineer or respective Junior Engineer. 8. All the ceiling fans of every Buildings are to be inspected, at least once in 3(three) Months, in respect of Split Pin, Jam nut, fan clamp & suspension arrangement etc. to avoid unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency (in case of falling of ceiling fans). Report regarding physical condition of Split Pin & Jam Nut must be submitted quarterly in the format prescribed by the EIC. 9. The agency will have to attend all the break-down/fault of any nature involving the maintenance DG set within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc. 10. All incidents of breakdown shall be immediately reported to the concerned Junior Engineer & Assistant Engineer, or direct to Executive Engineer in exceptional circumstances. | ||||||
| 3.0111. All the maintenance staff of the contractor should have proper & constant vigilance and check to ensure that there is no sign of overheating, burning smell, discoloration or sparking/chattering at AMF panel boards, etc. due to overloading or loose connection/termination. Care should be taken to check any highly unbalanced loading at any point. 12. The contractor shall issue identity cards to every member of his staff, regular or substitute. No staff will be allowed to perform duty without proper identity card and the agency shall have to assume responsibility for any untoward incident/situation. 13. The authorized licensed supervisor should attend the site regularly and in case of emergency he should attend without any delay and report the incident to the Engineer in Charge. 14. The agency must have separate contact numbers preferably mobile phone numbers for his office and the deputed Supervisor (maintenance team) so that the communication can be easily made in case of urgency. 15. The replaced / dismantled materials generated for carrying out breakdown or preventive maintenance or due to civil renovation / dismantling work are to be carried out and deposited to the respective Section Office or any other locations within the compound by the agency by its own labour / arrangements / tools and tackles as per the direction of the Assistant Engineer concerned. 16. Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency with a view to ensure uninterrupted power supply within compound. 17. Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. 18. The agency must have separate offices & separate contact telephone nos. for his site office and main/head/branch office and the same should be intimated to this Department in writing. 19. The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff. 20. Valid workman’s permits, electrical licence, Diploma certificate, identity proof etc. are to be furnished for each electrician/workman, helper & Diploma Electrical Engineer/Supervisor engaged by the agency. 21. The contract may be terminated by one month’s notice from either side. 22. The agency will have to maintain log books in such a manner so that at least one log book may always be made available at site as and when asked for. 23. Bills should be submitted quarterly or as per direction of EIC. 24. Labour laws : Before undertaking the work as per order, agency must produce labour license obtained from the Assistant Labour Commissioner/Dy. Labour Commissioner’s office in the Region in compliance with the provisions of Central Labour Regulation & Abolition Act, 1970. 25. Uniform, safety shoes, helmet, raincoat, umbrella, gumboot, torch/ emergency light, etc. and all types of tools and tackles are to be provided by the agency to its staff. | ||||||
| 3.0226. All the issues related to the safety of the staff should be taken care by the Agency itself. 27. In case of any mishap or accidental injury to any member of the staff deputed by the agency, the whole responsibility is to be borne by the agency but should be informed to the EIC immediately. Special Terms and Conditions for DG Set Maintenance 1. Scope of Work The contractor shall carry out comprehensive maintenance (Preventive, Corrective and Breakdown) of the DG Set including engine, alternator, AMF panel, control panel, fuel system, cooling system, batteries and associated accessories. 2. Operation & Monitoring The agency shall ensure regular inspection, operational readiness and monitoring of all parameters including voltage, frequency, oil pressure, coolant temperature and battery condition. 3. Preventive Maintenance Schedule Preventive maintenance shall be carried out as per OEM guidelines and as directed by the Engineer-in-Charge. Maintenance logbook must be maintained and signed after each visit. 4. Breakdown Maintenance Breakdown calls shall be attended within 2 hours of intimation. Restoration shall be completed at the earliest to ensure uninterrupted power supply. 5. Manpower Requirement Skilled and experienced technical personnel shall be deployed. They must be well acquainted with the make and capacity of the DG Set installed. | ||||||
| 4.006. Spare Parts & Consumables All genuine spare parts and consumables such as lubricating oil, coolant, filters, belts, etc., shall be supplied by the contractor unless otherwise specified in BOQ. 7. Fuel Management The contractor shall monitor fuel consumption and maintain records. 8. Load Testing Periodic load testing shall be carried out as per schedule and performance report shall be submitted. 9. Penalty Clause In case of delay in attending breakdown or negligence in maintenance, penalty shall be imposed as per contract conditions. 10. Safety & Compliance The contractor shall comply with all statutory safety regulations, pollution norms and electrical safety standards. 11. Record Keeping Maintenance register and service reports must be maintained and submitted monthly. | ||||||
