DESIGN, SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF LNG STORAGE FACILITY ALONG WITH LNG & LCNG DISPENSING FACILITY AT MIRJAPUR GA

GROUP-A SUPPLY OF LNG STORAGE FACILITY ALONG WITH LNG & LCNG DISPENSING FACILITY AT MIRJAPUR GA Scope includes system design, development of P&ID, piping layout, GAD, in line with PESO rules/ design basis/other applicable guidelines. Scope also includes but is not limited to design, engineering, procurement of materials, inspection, Testing, fabrication, installation, painting and supply of LNG equipments as mentioned below:-

1) 2 No. 56 KL capacity double-walled vacuum insulated / multi layer super insulated cryogenic LNG storage tank along with all associated equipment piping, instruments and control system & valves. NOTE:- Design, Detail Engineering, Fabrication, Assembly, Painting, Inspection, Hydro Testing at works and Leak testing, Packaging, Transportation and unloading at site along with foundation bolts and all required comissioing spares, Installation as per tank spacing requirements and commissioning of Double-walled pearlite in vacuum insulated/multi layer super insulated cryogenic LNG STORAGE TANK of capacity of 56 KL along with all necessary PRV/SSV controls, instruments and other accessories as specified in attached data sheet, system design basis and process flow diagram. GAIL Logo, Heading on Tanks {GAIL GAS LIMITED} and capacity description. NOTE:- 1) Tank shall be std. features with top/bottom fill lines. 2) Tank should be dual saftey relief system. 3) Stainless steel primary valves along SS piping. 4) Stainless steel vent stack to suitable height with flame arrester requirements as per OISD/PNGRB/PESO norms. 5) Tank MAWP should be 12 kg/cm2-g & design pressure at 18 kg/cm2-g. 6) Durable, Epoxy Based, Polyurethane Finish painting as per standrads suitable for cryogenic applications. 7) vaccume jacketed piping system 8) Pneumatic emergency shut off valves. 9) Tank size should be approx. (H-11.5mtr.* D-3.2 Mtr approx.), however vendor shall suitably size the tank capacity based considering with vapor volume fractions accordingly. 10) LNG filling line, Vapor return line & a recirculation line with adequate instrumentation should be consider. 11) In case of non-availability of flare system, the discharge from safety valve shall be vented to atmosphere at a safe location minimum at an elevation of 3 meter above the nearest working platform for effective dispersion of hydrocarbons as per PNGRB/PESO guidelines. 12) Tank sh

ould be designed as per ASME SEC-VIII Div. I/ EN13458-2/ PED/NFPA-59A/NFPA-11 & other inetrnational code & certified by CCOE 13) Epoxy Based, Polyurethane Paint Finish as per paint specification suitable for cryogenic vessel application. 14) The Liquefied Natural gas is stored at about –159°C to –168 °C. LNG tanks are required to be designed to ensure proper liquid retention, gas tightness, thermal insulation and environment safety.

2) 2 No. LNG UNLOADING PUMP HAVING CAPACITY OF 350 LPM VERTICAL CANNED TYPE FOR LNG UNLOADING FROM TANKER NOTE:- Design, Engineering, Manufacturing, Fabrication, Assembly of all pressurized pipeline & piping including with liquid phase, gas, vent, Nitrogen purging & instruments line as per OEM & other std. engineering specification Painting, Inspection and Testing at works, Packaging, Transportation and unloading at site, along with foundation bolts, Installation & Commissioning of following FLP Electric Motor driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram. 1) FLP Electric Motor with VFD driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram. 2) LNG unloading skid with 2 nos. of LNG unloading pump (1 working + 1 standby) which will unload LNG from road tanker to storage tank with minimum 350 LPM flow and approx. 8 – 10 bar (g) differential pressure of LNG (or as required). 3) The unloading skid shall have centrifugal pump suitable for LNG service and shall have a return line for tanker. 4) Supply of SS LNG unloading hoses including with vapour return line hose at LNG tanker unloading bay for connection of LNG tanker to unloading pump skid having design temperature range from -196°C up to +50°C. 5) It also include Supply of SS LNG unloading hoses, cryogenic breakway coupling, insulation flange, hose fall arrest stand post, Dry cryogenic coupling along with with vapour return line hose if required at LNG tanker unloading bay for connection of LNG tanker to unloading pump skid having design temperature range from -196°C up to +50°C.

3) 2 No. LNG TO LCNG HIGH PRESSURE PUMP HAVING CAPACITY OF 35 LPM HORIZONTAL RECIPROCATING PUMP NOTE:- 1) Design, Engineering, Manufacturing, Fabrication, Assembly of all pressurized pipeline & piping including with liquid phase, gas, vent, Nitrogen purging & instruments line as per OEM & other std. engineering specification Painting, Inspection and Testing at works, Packaging, Transportation and unloading at site, along with foundation bolts, Installation & Commissioning of following FLP Electric Motor driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram. 2) FLP Electric Motor with suitable VFD driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram. 3) LNG HP pump skid with 2 nos. (1 working + 1 standby) which will convert LNG to LCNG with 35 LPM flow and approx. pressure of 240 – 255 bar (g). 4) The LCNG pump skid shall have reciprocating pump suitable for LNG service and shall have a return line for tanker. 5) Supply of SS LNG hoses including with vapour return line hose at pump skid having design temperature range from -196°C up to +50°C if required.

4) 2 Nos. LNG MP PUMP HAVING CAPACITY OF 70 LPM (VERTICAL CANNED TYPE) FOR INDUSTRIAL PNG ALONG WITH ALL INTERCONNECTION PIPING ARRANGEMENT. NOTE:- 1) Design, Engineering, Manufacturing, Fabrication, Assembly of all pressurized pipeline & piping including with liquid phase, gas, vent, Nitrogen purging & instruments line as per OEM & other std. engineering specification Painting, Inspection and Testing at works, Packaging, Transportation and unloading at site, along with foundation bolts, Installation & Commissioning of following FLP Electric Motor driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram. 2) 2 nos. LNG MP pump skid (1working + 1 standby) which will pr

essurize the LNG from storage system with minimum 70 LPM flow to MP vaporiser and approx. 26 – 27 bar (g) differential pressure of LNG (or as required). 3) FLP Electric Motor with suitable VFD driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram.

5) 2 NOS. LNG DISPENSING PUMP HAVING CAPACITY OF 150 LPM (VERTICAL CANNED TYPE) ALONG WITH ALL INTERCONNECTION PIPING ARRANGEMENT. NOTE:- 1) supply & Assembly of all pressurized pipeline & piping required for liquid, gas, vent, Nitrogen purging & instruments line as per OEM & other std. engineering specification. 2) FLP Electric Motor with VFD driven LNG PUMPS along with all necessary accessories as specified in data sheet, system design basis and process flow diagram. 3) 2 nos. LNG dispensing pump (1working +1 standby) having capacity 150 LPM flow and approx. 12 – 17 bar (g) differential pressure of LNG (or as required). 4) The unloading skid shall have centrifugal pump suitable for LNG service and shall have a return line for tanker.

8) 1 NOS. LNG DISPENSER HAVING CAPACITY OF 150 LPM ALONG WITH ALL INTERCONNECTION PIPING ARRANGEMENT NOTE:- 1) 'Design, detail engineering, manufacturing, assembly, factory testing, supply of Dual arm LNG dispenser having flow capacity of 150 LPM including packaging, fixing of client Logo in the name of GAIL GAS LTD., handling, transportation of Dispenser, loading, and unloading at sites, documentation, etc., and providing all related services including installation, integration, site acceptance testing, trial run, and commissioning. 2) Providing Maintenance Services during Warranty Period including supply of all spares, providing licensed software & hardware, converters, cables, etc. Complete in all respect defined in the Tender Documents including erection & commissioning spares. The materials shall be delivered as per PO on written intimation. 3) Bidder has to provide all necessary certificates from the statutory authorities like W&M & PESO along with the supply of equipment. Arrangement for On-site Training of Purchaser’s Dispenser operator. (For detail scope of supply Refer SOW & specification). It includes required spares, software, Installation & Commissioning spares as specified in technical specification. 4) LNG dispener equiped with VFD driven LNG pumps, nozzle(s) for fuelling LNG with or without vapour return/recovery hose(s) for fuelling LNG, hose(s) for vapour recovery when not integrated with the fuelling hose, dummy receptacle or parking dock for the nozzle, breakaway device(s) when not in use, flow meter(s) for fuelling & vapour return line, temperature and pressure sensors and transmitters, F&G devices, Mass flow meter, density meter etc. along with pipe work and control valves, including thermal and pressure relief valves, electrical and pneumatic power supply, dispenser cabinet with display monitors for price & qty. start, stop & ESD push button for the LNG dispenser unit. 5) LNG Driver provision for cold or saturated LNG fuelling, Earthing connection, Compatible with all truck brand etc. as per site requirements.

9) 2 NOS. (1W + 1S) LNG CORIOLIS MASS FLOW METER AT UNLOADING BAY HAVING FLOW CAPACITY SUITABLE FOR 10000 kg/Hr. NOTE:- 1) Mass flow meter should confirms to SIL 2/3; CT: OIML R117, R137, MI-005, MI-002; API, AGA & other Statutory approvals. 2) Mass flow Meter shall be W & M /MID/ OIML 117 approved for custody Transfer Metering. 3) RS485 interface communicate with MODBUS RTU protocol. 4) Control the solenoid valves on the pipe of liquid, vapor, liquid collection and nitrogen. The valves could be controlled automatically during the loading process. 5) Operating flow capacity upto 10000 kg/hr for meter each unit. 6) Vendor should suitable consider Mass flow meter range capacity based on operating flow considered as mentioned in PFD. 7) It includes All other instruments & control systems cables, Explosion proof JB, ESD system along with other communication cables, glands, software & RS485 modbus/profibus/TCP communication protocol and other dignosis tool.

10) 1 NO. COMPRESSED NATURAL GAS (CNG) CORIOLIS MASS FLOW METER AT CNG LINE HAVING FLOW CAPACITY SUITABLE FOR 1200 SCMH (or) HIGHER. NOTE:- 1) Supply of CNG coriolies Mass flow meter with integal display having flow capacity at unloading pump inlet line along with metering skid with twin stream provision (i.e 1W + with by pass arangments as mentioned in PFD) and their assiociated isolation valves as per std. engineering design and specification requirements. 2) It includes All other instruments & control systems cables, Explosion proof JB, ESD system along with other communication cables, glands, software & RS485 modbus/profibus/TCP communication protocol and other dignosis tool. 3) Mass flow meter should conifrms to SIL, 2/3 /CT/ OIML R117/ R139, MI-005, MI-002; API, AGA-11 & other Statutory approvals as W&M requirements. 4) RS485 interface communicate with MODBUS RTU protocol. 5) Operating Inlet pressure at 250 kg/cm2(g) & outlet pressure at 250 kg/

cm2(g). 6) Operating flow capacity upto 1200 SCMH for meter each unit. 7) Vendor should consider suitable Mass flow meter range capacity based on operating flow considered as mentioned in PFD. 8) It includes mass flow meter bypass arrangments along with required isolation valves.

13) 1 NO. PRESSURE REDUCTION SKID (PRS) FOR INDUSTRIAL PNG LINE HAVING FLOW CAPACITY OF 2500 SCMH ON EACH STREAM WITH FLOW METERING SYSTEM . Supply, Design, Engineering, Testing, Commissioning of Pressure regulating skid (twin stream 1W+1S) at MP Line of capacity 2500 SCMH on each stream for Industrial PNG supply. Upstream / Downstream straight length, flow Computer along with metering system, motor operated actuator valve, Electric Control Valve, Electro-hydraulic Control valve, pressure relief valve, thermal relief valves, field instruments like temperature & pressure transmitter, differential pressure transmitter, temperature & pressure gauges, manual valves, piping, fittings, supports, platforms etc. as indicated in P&ID provided in tender along with associated accessories, instrument fittings, manifolds, impulse tubing with fittings, canopies for instruments, line pipes, isolation valves, NRVs, flanges, gaskets, all structure / supports / operating platforms, flame arrestors, IR type hydrocarbon gas detectors, field junction box, internal skid cables (1 Pair/Triad/Core) and cabling from field instruments to field JB’s and multipair/Triad/Power cable from field JB to flow computer, Cable trays, glands, ferrules, lugs, tags at both ends, supports, SS blind plugs, mounting stands, canopies and all applicable accessories, Supply of erection & commissioning spares, mandatory spares and tools & tackles; NOTE:- 1) RS485 interface communicate with MODBUS RTU protocol. 2) Control the solenoid valves on the pipe of liquid, vapor, liquid collection and nitrogen. 14) 1 NO. PRESSURE REDUCTION SKID (PRS) FOR DOMESTIC PNG LINE HAVING FLOW CAPACITY OF 500 SCMH ALONG WITH FLOW METERING SYSTEM Supply, Design, Engineering, Testing, Commissioning of Pressure regulating skid (single stream working) at LP Line of capacity 500 SCMH for PNG supply. AUTOMATIC NINE BANK PRIORITY PANEL ALOG WITH ISOLATION BALL VALVES AT PANEL OUTLET Design, Engineering, Inspection, Testing, Supply of 9 Bank 24 V DC / 240 VAC supply solonoid operated pneumatic control valve for controling the priority fill system to CNG car dispenser, Bus dispenser, Mobile & stationary cascade filling provision along with SS316, 3/4'' OD Isolation ball valves on each banks, emergency vent valve, safety relief valves, Pressure gauge, Temperature gauge, RTD, Pressure transducer, ESD and 3/4'' NRV on each bank of the priority panel (It includes installation & commissioning) at site. Design, Engineering, Manufacturing, Assembly, Inspection, and Testing of 4500 WL capacity stationary cascade for filling 3 bank with horizontal configuration and storing CNG at 250 kg/cm2 (g) as per latest code IS:7285, supply and transportation, loading and unloading at site / store of including supply of commissioning spares. Providing Maintenance Services within the warranty period including supply of spares if required, Marking of Client Logo plate. Vendors should follow the guidelines as per OISD Std. 179, IS: 7285 (Part 2):latest edition, Gas Cylinder rules 2016 & PNGRB Guidelines along with as specified in Technical Specification in the tender document. The cascade shall be provided with required isolation valve(s), Non-return valve(s), pressure & Temperature gauge, Safety valve arrangements along with all associated instruments shall be provided with block & Bleed valve, Instrument panel box with transparent acrylic sheet & 20mm dia. 20) 1 NO. 1000 WL AUTOMATIC NATURAL GAS ODORIZER SKID PANEL FOR LP & HP GAS. Design, Engineering, Manufacturing, Assembly, fabrication of skid, painting, Inspection, testing, packaging and supply of 1000 WL ODORISER UNIT with automatic injection type as mentioned below :- The units shall be provided with: 1. one 1000 Ltr. capacity Stainless Steel tanks SS 304 with minimum 8 mm thickness, 2. 100% containment for odorizer tank 3. Automatic injection odorizing unit, 4. pneumatic panel/electrical pump (1duty+ 1standby) panel, redundant filtration/scrubber unit, 5. Electronic Control Unit (ECU) and interconnecting tubing, valves, gauges, 6. Modems and software for remote communication, instrument/signal cables & trays, up to 125 meters distance from the Control Room etc. 7. Supervision of commissioning work involved. 8. Dual stream injection line for injection of ororizer to gas pipeline. It includes Transportation and unloading at site, along with required spares, software, Installation & Commissioning spares of following items as specified

in technical specification and process flow diagram.

Note: 1. All type of field mounted and control room instrument including all types of analyzers ESD, push buttons system along with all types of control & communication cables, tubings and PLC based control system for LNG facility. 2. Total safety system inclusive of Special gas detection devices, Fire detector, low and high temperature transmitter/ gauges, Pressure transmitters, level transmitter/gauge, fire and flame arresters etc. as per PESO/ PNGRB T4S/SMPV/GSR-2016/ IEC/ ATEX / other international latest guidelines for LNG facility.

3. All ESD valves actuators and mounting kit, which is between actuator and cryogenic stem should be fitted with protective thermal jacket.These safeguards must ensure that , in the event of an emergency o a failure of the normal control system, the valves and actuators cannot become inoperative due to icing, mechanical damage, or environmental exposure as per clause 8.3.5 of OISD-3. 4. Infrared (IR) – type flammable-gas detectors to be considered based on a formal gas-dispersion analysis to ensure optimal coverage in line with clause 6.4.5 of OISD-STD-194(2025 edition)

MECHANICAL PIPING WORKS Design, Engineering, fabrication, inspection & supply of SS LNG unloading hoses including with vapour return line hose at LNG tanker unloading bay for connection of LNG tanker to unloading pump skid having design temperature range from -196°C up to +50°C. it also include carrying out non-destructive testing of each size such as radiography, hydrotesting, cleaning, air drying, installation of Interconnecting Piping system including vent pipes, fitting, flanges, gasket, tube clamps, piping support for SS & CS fittings, surface preparation, primer & painting required for pre-commissioning and commissioning service for LNG facility. LNG piping shall be vacuum jacketed double walled type. NOTE:_ 1) All piping that is a part of LNG vessel including all piping internal to the vessel, within void space, and external piping connected to the vessel up to the first circumferential external joint of the piping shall be in accordance with ASME Boiler and Pressure Vessel Code, Section VIII or ASME B 31.3 or equivalent. 2) The vendor shall ensure to design the positioning of the tank isolation valves in such a way that it can be accessable without going down to dyke area for operation.

NOTE:- 1. Comprehensive maintenance charges for entire LNG & LCNG facilities including suuply of all spare parts and consumables in the bidder scope during warranty periods i.e 12 months from the date of commissioning without any additional cost. 2. The bidder must ensure that all cryogenic flexible connectors (hoses) must undergo routine periodic visual inspections under operating conditions for early signs of deterioration. The replacement of the flexible connectors (hoses) to be done by bidder immediately in case of detoriation observed during O&M. 3. The bidder during O&M must ensure that hydrotesting of the connecting flexible connectors (LNG transfer hoses) to be carried out annually as per clause 4.10.7(e) of OISD-STD-194(2025 edition) to the maximum pump pressure in consultation with OEM. 4. The bidder shall conduct regular training sessions and tabletop emergency mock exercises for all operating personnel to enhance preparedness and effective emergency response. Comprehensive Maintenance charges of the entire system (LNG STORAGE FACILITY ALONG WITH LNG & CNG DISPENSING FACILITY AT MIRJAPUR) including all spare parts and consumables after the warranty period for below mentioned years are in the scope of vendor .
