Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of India or any State Government of Union of India.

The bidder is required to ensure browser compatibility of the computerwell in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Karnataka Public Procurement Portal due to internet connectivity issues and technicalglitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Karnataka Public Procurement Portal on or before the last date and time of bid submission.

Bidder shall pay Contract Management Module processing fees of 0.025%of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contracthas been issued to bidder.

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes as per prevailing Government Orders.

As per Karnataka State Government order No.LD/300/LET/2006 BangaloreDated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated27.7.2007, a sum amounting to 1%of the bill amount will be deducted towards Construction Labour Welfare fund.

Conditional tenders will not be accepted

All the items in the tender include all lead, lifts, lab our, hire charges ofmachinery, and all other incidental charges necessary for successful completion of works as per the direction ofEngineer in charge of this work.

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attachthe scanned file to the Bid. The Original Certificate/Certificates shall beproduced at the time of opening of technical Bids for physical verification.

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to Reject any or all Tenders without assigning any reason

The Department is not responsible for any delay in accessing e-Karnataka Public Procurement Portal

Tenderer shall note that the Tenders of those found Eligible as mentionedin Clause 3 - Qualification of the Tenderer in Section 2 : Instructions toTenderer ITT will only be considered for evaluation

To Qualify for award of this contract, each bidder should give all details scanned documents as per technical and financial bid attached to this tender

The bidders shall bear all costs associated with the preparation and submission of each tender, and the employer will in no case beresponsible and liable for those costs

Financial turnover of previous years shall be given a weightage of 10% per year to bring them to the price level of the current year in the Technical Qualification Criteria mentioned in the next section

It shall be the responsibility of the Bidder to ensure credit of TenderProcessing Fee into the respective receiving bank accounts of e-Karnataka Public Procurement Portal on or before the last date and time of bid submission

The Tenderer should be a PWD Registered Class IV & above contractor

The contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-1 KPWD and further orders thereon

Successful bidder should produce 5% of the Contract price plus differenceamount for unbalanced tenders in accordance with Clause 25.5 of ITT andClause 44 of the Conditions of Contract

Any Deviation/Error/mistake found in units of items, they should be read as in the Unified SR 2023-24 (continued for the year 2025-26), sub sequent corrigendums, data rates approved by PWD competent authority and the rates shall be quoted accordingly.

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that areproposed to be deployed on this contract, if awarded

GST shall be paid separately

The Bid document clause No.34.4 to be implemented as per delegation of power vide GO No.PWD/423/FC-1/ 2018/Bengaluru/Dated: 24-09-2018.

Period of completion 3 months

Bidder must have the experience in the past years.

Bidders should have the work done certificate of traffic census conducted by HDD CC Camera method.

During Traffic Census period from 26-02-2026 morning 6 am to 28-02-2026 morning 6 am if any CC Cameras are not in the working condition bidder is held responsible.

As per the Traffic Census CC Camera report bifurcate all the vehicles and fill the details in the form I, II, III, IV

After the completion of 2 Days Traffic census bidder is bounded to upload details in PMS and should prepare Form No.IV in details and submit the same to SE Office and CE Office.

Submit entire 2 Days Traffic Census Survey details in Compact Disc

Bidder must arrange a supervisor for every 10 count posts.

All the CC Cameras must be installed before 5.00 PM on 26-02-2026.

The Contractor shall upload the Traffic census information in the Department software of KPRIMS and should submit the Hard copy of the Forms in details for to submit AEE office, EE office for verification and in Soft copy (CDs).

If CCTV cameras are used for survey the agency shall be able to display the videos of real time traffic being captured to the dept officers on their devices either on mobiles or PCs at the office where they can be viewed and monitored continuously.
