Eligibility Criteria

Tenders from Joint ventures are acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditional tenders will not be accepted

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tenderers are required to read the Bid Documents carefully before submission of their bid.

Any discrepancies observed in the documents uploaded by the tenderer the tender shall liable to rejected

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27-07-2007, a sum amounting to 1%of the bill amount will be deducted towards Construction Labour Welfare fund.

The Employer reserves the right to reject any or all Tenders without assigning any reason or what so ever

The earnest money deposit will be forfeited if the documents submitted by the tenderer found to be misleading/forged or fake

Financial weightage for previous years shall be given a weightage of 10% per year to bring them to the price level of the 2026-27

Turnover certificate from CA with valid UDIN No. to be furnished along with necessary documents.

Royalty on construction materials and other taxes will be deducted as per prevailing Govt., orders as may be modified from time to time.

Bidder has to quote rates excluding GST, GST shall be paid separately as per applicable

All the Work done certificate uploaded should include E-procurement indent number

Tenderer has to quote same rates for the items which are repetitive in all sub estimates, if any discrepancies lowest rates will be considered

Joint venture is acceptable, maximum 02 joint ventures members( prime and JV partner) are allowed. All partners of the Joint Venture shall be legally liable, jointly and severally, during the tendering process and for the execution of the contract in accordance with the contract terms, and a statement to this effect shall be included in the authorization mentioned in the format of JV Agreement of Section 10.

In case of JV, the members of JV shall associate with only one bidder for the same work. Multiple association is not allowed.

Technical Criteria

Past Experience

To qualify for award of this contract, The intending bidder can submit bids as an Individual / joint venture bidder, Satisfactorily completed (at least 90% of the contract value), as prime contractor, at least one similar work such as UGD project /I&D project/ water supply project/Lift - Irrigation Projects /Storm Water Drains/combined water supply & sewerage project/ combined water supply or Sewerage project with Road/ combined water supply or Sewerage project with Layout works/ combined water supply or Sewerage project with Building works of value not less than Rs 1094.53 Lakhs during the last 5 financial years (2021-22 to 2025-26),The certificate should be issued by an officer not below the rank of the Executive Engineer or Equivalent or Employer in case of Govt / Semi Govt. Authorities and General Manager in case of public sector Undertaking.

Work Done Certificate

To qualify for award of this contract, The intending bidder can submit bids as an Individual /joint venture bidder, Executed in any one year (continuous in 12 months) of the last five years (2021-22 to 2025-26),1)Earthwork excavation/embankment-28985.00 cum,2)Cement concrete (Plain & Reinforced)-1360.00 cum,3)TMT Steel/ structural steel-97.00 MT,4)All types of pipes (RCC NP3/ DI/ u-PVC/ Stone ware/MSpipes/DWC/GSW/HDPE pipes)-18.87 km(The certificate should be issued by an officer not below the rank of the Executive Engineer or Equivalent or Employer in case of Govt / Semi Govt. Authorities and General Manager in case of public sector Undertaking)

Work Done Certificate

To qualify for award of this contract, The tenderer or his identified electrical-contractor should possess valid Class-II and above electrical license and should have executed similar electrical works totalling to Rs. 31.56 Lakh in any one year of the last five years (2021-22 to 2025-26).

Capabilities of Vendor

Each Tenderer should further demonstrate the intending bidder can submit bids as an Individual / joint venture bidder.(a)The critical equipment specified in the table below shall be made available for all the works on owning, lease/hire basis subject to the submission of valid commitment agreements or relevant documentation verifying its availability. 1)Excavators-3Nos (2Nos - own, 1No - Lease/hire), 2)Tippers-3Nos (2Nos - own, 1No - Lease/hire),3)Concrete Batching plant/Self-loading Concrete mixer 1/2 Nos, If the bid is submitted as joint venture, then any one partner/jointly should meet the requirement, Note: The bidder shall provide invoice / RC book copies for owned vehicles and for lease / hire vehicles, lease agreement along with RC book copy/invoice for vehicles

Others -- RC issued by R.T.O. for applicable vehicles / Sale deed/purchase invoice

Each Tenderer should further demonstrate:Liquid assets and/or availability of credit facilities of not less than Rs.656.72 Lakhs credit lines/letter of credit/Certificates from banks) for meeting the fund requirement etc., (equivalent of the estimated cash flow for 3 months in the peak construction period) in the form of unconditional credit lines/ letter of credit/ certificate from any Nationalized Banks/ Scheduled Banks as per the format below.If the bid is submitted as joint venture, then any one partner/jointly should meet the requirement,Note: Liquid asset in the form of credit line/ letter of credit/ certificates from banks for meeting the fund requirement etc., shall be in the format appended with the bid document. Any conditional Banker Certificate will not be accepted and will lead to disqualification

Line of Credit

Tenderers who meet the other specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity is(AxNx1.50 - B) where A, N & B as per tender document

The intending bidder(Including JV partner) should furnish the Class-I Registration Certificate of any State/Central-Government/Public-Sector Organization issued by competent authorities.

Financial Status

To qualify for award of this contract, the intending bidder can submit bids as an Individual / joint venture bidder achieved in at least two financial years a minimum financial turnover (in all classes of civil engineering construction works only) of Rs.4378.15 Lakhs. If the bid is submitted as JV, then the requirement of minimum financial turnover shall be considered on the basis of combined resources. The lead partner should have an annual financial turnover of not less than 51% of total turnover& JV member not less than 25% of total turnover indicated above in any two financial years and Combining should meet 100% during last 5 financial years (2021-22 to 2025-26). All document/certificates issued by a Charted Accountant should have a UDIN (unique document Identification Number) generated through the ICAI (The Institute of chartered Accountants of India) Portal. Certificate without UDIN the documents uploaded will be considered and treated as invalid document. Attached are copies of financial statements (Auditors Report, Profit and Loss Statements, Balance Sheets, Form 240 of Sales Tax Returns / GST Annual Returns in the state of Karnataka & Relevant documents whichever is applicable in respective states, including all related notes and income statements) for the last FIVE Years, as indicated above, complying with the following conditions.
