Supply ,Installation, Testing and Commissioning of Gateway / DCU compatible with the following specification: (i) Gateway / DCU compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communication with the smart energy Meter in the corresponding frequency band with the data server through GPRS / Ethernet . It would have internal memory to store data of at leat 200 modules. It should have inbuilt battery backup of min 2 hr. The equipment shall be weatherproof, dustproof and constructed for outdoor installation with IP -65 protection or better compliant. The gateway must have coverage of minimum 1 km radius (mesh network) with full functioning. DCU should be capable of withstanding surges and voltage spikes of 6 KV and have suitable arragement for isolation of power supply of data pushup/ transfer. Note :- (i) The cost of fixing / mounting arrangement on which the Gateway / DCU compatible to be installed and SMPS power with power backup for minimum upto 2 hrs deemed to be included in the unit quoted rate. (ii) The coverage range of DCU shall be checked physically by deptt at site. (iii) The quoted rate include the cost for provn and fixing of any electric wire/ cable of suitable size reqd at site for DCU power supply. (iv) The data acquisition (Push/pull) frequency shall be programmable. MAKE : As per Appendix 'B'.

Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data: (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cumulative energy and max demand (ii) Postpaid /Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required. (iii) Occupation and Vacation Module The system should support occupation / vacation and billing reports. the software should be collecting data from Gateway / DCU. The software would provide access to staff as well as the occupant for the data. (iv) Web site: There should be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal The system should include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
((vi) Energy Accounting Module The system should include features of energy accounting. The system would be able to account for total energy block wise, pocket wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module The system should provide communication of energy data and bills via print, email and sms methods. The system should provide following alerts via email or SMS -Monthly Bill -Low Balance -Payment Receipt (viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export/Import The system would support export of metering and billing data in excel format. (x) Customer Care Module - the software should include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software should include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.
(xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. (xiii) Online Payment - The system would support the following payment options, UPI, Internet Banking , online payment. The system would also have an option such as through Debit / Credit Card and other prominent payment gateway of GoI . It shall also be integrated with payment through POS machine provided at both Locations i.e. GE(East) & GE(West) JRC. (xiv) Multiple GE level web application - The system should support different web applications and access level for different GE and their staff for meters installed in their AOR. Note: (a) The meter should be able to run in Prepaid or postpaid billing mode as and when required based on defined processes by the department. (b) The vender should ensure that the proposed software has been integrated with the proposed meters and Gateway / DCU. The vendor should provide an authorization letter of OEM as part of bid submission. (c) The system should generate monthly bill statement and the same should be shared with the occupants on email and sms. MES would finalize the format for the same. (d) The implementaton would include comprehensive training for the BSO staff of GE(East) JRC & GE(West) JRC for the one month. (e) The meters should have the facility to recharge manually in case of communication failure through mobile app or any suitable mode. MAKE : As per Appendix 'B'.

Note: (i) The above are indicative specification. The contractor would get approved the specifications based on the system proposed in consultation with Engineer-in-charge. (ii) The quoted Rates includes cost for suitable data switch between the servers. (iii) The quoted rates include the suitable cap UPS with battery for server of suitable capacity for min 30 minute back up. (iv) The quoted rates include the cost/ any type of initial charges, fixed, running/ recurring charges of dedicated broadband 1 GBPS line for the server room at two locations during the currency of work and for defect liability period. (v) The Room along with suitable Elect Power supply and Air Conditioning would be provided by the department. (vi) The quoted rate include the cost of Inverter of min 2KVA with 02 Nos battery 12V, 180 Ah maintenance free.
Note for ser item No 6 to 10 and 13 to 15:- (i) Any item missed in the specification of smart metering system, but technically required for satisfactory working of system is deemed to be included in the unit quoted rates. (ii) The quoted rate includes cost of outsourcing of services by employing 2 Nos skilled IT personnel having diploma with 5 years experience in Computer/ IT field in one shift of 8 hrs for maintenance, manning and operation of smart meters & DCU/ Gateway and related eqpts (Ref Ser item Nos. 6 to 10 and 13 to 15 here-in-before) in healthy condition during currency of work of Phase-I. (iii) If any complaint is not attended within 48 hour during currency of work, then a recovery @ Rs 50/- per day/per meter will recovered. (iv) The rate quoted include cost of reqd Sim card (approved by GE) and any type of recurring charges/ running/ monthly/fixed charges for meters/DCU/ Gateway and connected items as well as any technical support required during currency of work. The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the SIM or SIM provider if required with approval of deptt. In case of any network issues, the contractor would liaise with the telecom service providers for necessary resolution. (v) The installation of smart meters, DCU/ gateway and connected items shall be done by OEM/ Auth rep of OEM. (vi) The SMS would also be issued for the payments alerts, low balance alerts, connection/ disconnection alerts to the user. (vii) The payment for fully functional meters shall only be made after complete testing, configuration and software linking as per the requirement of Engineer-in-Charge. (viii) The quoted rate includes the cost of material and labour for sealing of meters and equipments as directed.
(vii) Software AMC. The rate quoted also include necessary upgradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes. (a) Changes in the Governament tarrif structure. The Govt tarrif structure changes may require software upgrade. The same would also be included in the scope of AMC. (b) Remote server admin support-Ensuring adequate database backup, upgradations in the operating system, anti virus updates, database upgrade etc. (c) Reports Development - The additional reports as needed for the success of the project would be developed. (d) Software installation on any altenate/backup server if required. (e) The communication network monitoring and support (f) Trouble shooting and necessary actions to run the system as required. (g) Software bug fixing as and when required.

Outsourcing of services for manning and operation (during defect liablity period) of smart meters and related AMI (Advanced Metering Infrastructure) eqpt (Ref Ser Item Nos. 6 to 10 and 13 to 15 here-in-before) in healthy condition by employing 02 No trained skilled IT professional 01 No in each shift of 8 hours {(01 No at AMI Infrastructure under AOR of GE (East) & 01 No at AMI Infrastructure under AOR of GE (West)} having Diploma with 5 years experience in computer/ IT field (except on Sunday & Holiday) (9 AM to 5 PM) having knowledge in opearation of smart meters, DCU/ Gateway, Servers for defect liability period of 2 years after completion of Phase-I work and incl providing technical support for AMI (Advanced Metering Infrastructure) system, maintaining installation, upgradation, updating of technologies related to software, meters, DCU/ Gateway and server, renewal cost of licenses of server and windows etc for ensuring functionality of smart metering system through OEM for GE(East) & GE(West) JRC complete Note:- (i) The rate quoted include any type of recurring charges/ running charges/fixed charges/ Recurring SMS charges of meters/ Gateway/ DCU and connected items as well as any technical support for AMI (Advanced Metering Infrastructure) system, maintaining installation, upgradation, updating of technologies related to software, meters DCU/ Gateway and server, renewal cost of licenses of server & windows etc for ensuring functionality of smart metering system during defect liability period of two years. (ii) In case of network issues, the contractor would liaise with the telecom service providers for necessary resolution. The contractor would change the SIM provider, if required with approval of deptt. The SMS would be issued for he payments alerts, low balance alerts and disconnection/ connnection alerts. (iii) If duty personnel is found absent from duty during working hours, then a recovery @Rs 1000/- per shift per personnel shall be recovered from contractor dues. (iv) In case the contractor/ OEM fails to attend any complaint of meters within 48 hours in this period, then a penalty of Rs 50/- (Rupees fifty only) per day per meter will be recovered from contractor dues till it is made functional. (v) In case the contractor/ OEM fails to attend any complaint (during defect liability period) within 24 hours of occuring of complaint related to server, DCU/ Gateway, web app, server app or recurring/ running or renewal of licenses of server or windows etc, or any other software complaint and other responsibilities. the penalty of Rs 5000/- (Rupees five thousand only) per day will be recovered from contractor dues till it is made functional. (vi) Any reliver required in absence of duty personnel shall be provided by contractor without any extra cost to Govt (vii) IT professional should have minimum qualification of 03 years Diploma in IT or computer science from Govt recognized institute with 05 years experience in requisite field. (viii) GE will verify the educational credentials and approve in written the employment of IT professional to be deputed. GE will also ensured that no adverse remarks are endorse on police verification of IT professional deputed. Police verfication must be issued by Superintendent of Police. Police verification rest with GE. (ix) IT professional to be deputed must be Indian National Only.

The fixed charges on this account @ Rs 300/- (inclussive of all taxes) per meter per year on this account shall be paid separately by deptt to OEM as per MoU. However, fixed charges shall be deemed to ceased to operate, in case meters are required to be changed/ replaced due to technical reaons or Govt policies. (ii) If duty personnel is found absent from duty during working hours, then a recovery @Rs 1000/- per shift per personnel shall be recovered from contractor dues. (iii) In case the OEM fails to attend any complaint of meters within 48 hours in this period, then a penalty of Rs 50/- (Rupees fifty only) per day per meter will be recovered from contractor dues till it is made functional.
