| 1 | Providing services for mechanized cleaning and sweeping of roads, road edge strips, berms, footpaths and other paved surfaces by deploying Mechanical Road Sweeping Machine (MRSM) having dry and wet sweeping modes, complete in all respects, conforming to the following minimum specifications:
(i) Minimum effective sweeping width: 3.00 metres
(ii) Minimum dust/debris collection hopper capacity: 4.00 cubic metres
(iii) Equipped with integrated water spraying system for dust suppression and particulate matter dust filtration system.
(iv) Only Bharat Stage-VI compliant/ Electric Mechanical Road Sweeping Machines shall be deployed throughout the currency of the contract.
The quoted rate shall include deployment of MRSM with trained operators, helpers, fuel/ power charges, lubricants, consumables, replacement of brushes/ brooms, maintenance, repairs, breakdown arrangements, tools & plants, personal protective equipment (PPE), safety measures, traffic management arrangements, sweeping, collection, loading, unloading, transportation and disposal of all swept dust, silt, leaves, litter, garbage and debris to the nearest authorized disposal point/processing plant/designated dumping site as directed by the Engineer-in-Charge, complete in all respects.
Note:
1. The contractor shall strictly comply with all provisions of the Environment (Protection) Act, 1986, Air (Prevention and Control of Pollution) Act, 1981, Solid Waste Management Rules, 2016, Construction & Demolition Waste Management Rules, 2016, Motor Vehicles Act, applicable Labour Laws and all directions/orders/guidelines issued from time to time by the Hon'ble Supreme Court/ any court, Hon'ble National Green Tribunal (NGT), Commission for Air Quality Management (CAQM), Central Pollution Control Board (CPCB), Delhi Pollution Control Committee (DPCC), Municipal Corporation of Delhi (MCD), GNCTD or any other competent authority.
2. The contractor shall deploy GPS-enabled MRSMs and shall maintain machine operating hours, geo-tagged photographs, videography after completion of cleaning operations as desired by Engineer-in-charge. The records shall be submitted daily or as directed by the Engineer-in-Charge.
3. The contractor shall ensure that no secondary dust pollution is generated during sweeping, loading, transportation or disposal operations. The integrated water spraying and dust filtration systems of the MRSM shall remain functional throughout the operation.
4. All swept material including dust, silt, leaves, litter, garbage and debris shall be transported and disposed as directed by the Engineer-in-Charge. The disposal charges, if any, paid by the contractor to the designated C&D waste processing plant shall be reimbursed with prior approval of Engineer-in-charge on actual basis against submission of documentary proof. No overheads, profit or additional claims shall be admissible on such reimbursement.
5. The contractor shall be solely responsible for obtaining all permissions, complying with statutory requirements and maintaining environmental standards during execution of the work. Any compensation, environmental damage charges, penalties, challans, prosecution, recovery or fines imposed by CAQM, DPCC, CPCB, NGT, MCD, Police, Transport Department or any statutory authority due to any act of omission, negligence, non-compliance or violation committed by the contractor, his employees, drivers, operators, labours or subcontractors shall be borne exclusively by the contractor. | 1.1 | 6. The quoted rate shall be deemed to include all costs towards deployment of MRSM with operator and helpers; fuel, power charges, lubricants and consumables; maintenance, repairs and replacement of brushes/ brooms; sweeping, collection, making heaps/ stacks, loading, unloading, transportation and disposal; PPE and safety arrangements; traffic management and barricading; GPS photographs, videography and documentation; standby arrangements and breakdown maintenance; and all incidental operations required for satisfactory completion of the work. Nothing extra shall be payable on any of the above accounts.
7. The MRSM shall clean a minimum road edge strip of 3.00 metres width along the carriageway or the entire available paved width, whichever is less, as directed by the Engineer-in-Charge. Where the cleaned width exceeds 3.00 metres, no additional payment shall be made. If the actual cleaned width is found to be less than 3.00 metres, payment shall be reduced proportionately based on the actual width cleaned or as determined by the Engineer-in-Charge, whose decision shall be final and binding.
8. Payment shall be made only for satisfactorily executed work verified by the Engineer-in-Charge through physical inspection/ GPS records/ geo-tagged photographs/ videography and other documentary evidence. The contractor shall immediately rectify any deficiencies pointed out by the Engineer-in-Charge without any additional payment.
The contractor shall be deemed to have visited the site, assessed the prevailing site conditions, traffic restrictions, quantity and nature of dust/debris, disposal lead, availability of disposal facilities, statutory requirements and all applicable environmental regulations before quoting the rates. The quoted rates shall be firm and inclusive of compliance with all statutory orders, notifications, directions, environmental norms and disposal requirements issued during the currency of the contract. | - | - | - | - |
| 2 | Cleaning and sweeping of main carriageways, cleaning of bell mouths including removal of wild grass, bushes, minor vegetation growth and collection of same and rubbish, silt, waste material, removal and disposal of dead animals as per prevailing municipal/public health regulations, malba, garbage, etc. including loading, unloading and final disposal of the same at designated dhalav site/ approved disposal point by engaging environmental assistants and supervisors as per applicable norms, complete as per direction of Engineer-in-charge with all the necessary tools, plants &equipment required at site (no separate payment will be done for any tools, plants & equipment deployed by the agency).
