BILL OF QUANTITIES
PREAMBLE
The Bill of Quantities shall be read in conjunction with Instructions to Tenderers, Form of Tender, General and Special Conditions of Contract. Notice Inviting Tender, Technical Specifications, Employer’s Requirements including Appendices, Conditions of Contract on Safety & Health and Environment, Tender Drawings and Geotechnical Investigation Reports.
Contractor before quoting the rate shall carefully read Key Dates as mentioned in Employer's Requirement -Appendix - 2B.
Schedule ‘A ’ consists of DSR (Civil) 2023 items , The tenderer has to quote percentage above/below/at par rates against Schedule A. The payment against this head will be made on the basis of quantities executed, measured and certified and as per the direction of the Engineer-in-charge. In case of any discrepancy in the description of items, the description as mentioned in the DSR published by CPWD shall prevail. All DSR items should be read in conjuction with latest CPWD specifications.
Schedule B1 & B2 consists of Non-Scheduled Items for civil work. The tenderer has to quote percentage above/below/At par against Schedule-B1 & B2. The payment against this head will be made on the basis of quantities executed, measured and certified and as per the direction of the Engineer-in-charge.
Schedule ‘C ’ DSR 2025 - Horticulture & Landscaping items. The tenderer has to quote percentage above/below/at par rates against Schedule C. The payment against this head will be made on the basis of quantities executed, measured and certified and as per the direction of the Engineer-in-charge. In case of any discrepancy in the description of items, the description as mentioned in the DSR published by CPWD shall prevail. All DSR items should be read in conjuction with latest CPWD specifications.
Schedule ‘D ’ consists of DSR (E&M) 2025 items. The tenderer has to quote percentage above/below/at par rates against Schedule E. The payment against this head will be made on the basis of quantities executed, measured and certified and as per the direction of the Engineer-in-charge. In case of any discrepancy in the description of items, the description as mentioned in the DSR published by CPWD shall prevail. All DSR items should be read in conjunction with the latest CPWD specification.
The rates and prices to be tendered in the Bill of Quantities of Schedule ‘A’, Schedule ‘B’, Schedule ‘C’, Schedule ‘D’ are for completed works and finished items and complete in all respects & to be carried out as per the description of items and relevant specifications.
The rates and prices are for miscellaneous civil work and complete in all respect.It will be deemed to include cost of all plants, labour, supervision, materials, scaffolding for masonry work & any work etc., G.I. binding wire, all lead & lifts, carriage, transport, all temporary works, erection, maintenance, utility identification, survey, all other works mentioned in all Employer’s Requirements including appendices, Conditions of Contract on Safety & Health and Environment, contractor’s profit and establishment/overheads, together with preparation of design and drawings, all general risks, insurance liabilities, compliance of labour laws and obligations set out or implied in the contract. For taxes and duties, refer clause 11.1.1 of General Condition of Contract (Dec 2025) and C2.6 of ITT.
If the tenderer fails to quote rates against any item, the tender will be treated as incomplete and non-responsive and shall be rejected.
All the unit rates and amounts should be filled in figures only. In case of any discrepancy between amount quoted in figures and in words, the amount in figures shall be treated as sacrosanct.
The Financial Package (Pricing Document) must be uploaded by the same person who is authorized as per the submitted Power of Attorney (POA) and who has uploaded the Technical Package using a valid Class-II/III digital signature on behalf of the Tenderer.
The Schedules of Payment/Specified in Annexure-1 of Schedule A & Annexure-2 of Schedule B are purely for the purpose of releasing ‘On Account Payments’ for the work executed under the ‘Item rate’ component of the work. The work executed against the BOQ items in Schedule C, D & E would be paid on measurement basis.
For the purpose of payment: - a) In Schedule A, the proportion would be considered as Overall percentage 100% i.e quoted lump sum price of Schedule-A has been divided in three Heads. The Percentage breakup of cost component for Sub-Head 'A1' General is 10% of lump sum quoted price, Sub-Head 'A2' Main Building is 75 % of lump sum quoted price, Sub-Head 'A3 ' Residential Building is 15 % of lump sum quoted price. Total Cost of Sub-Head “A1” (General) = 0.10 of X Total Cost Sub-Head of “A2 ” (Main Building - Block A) = 0.75 of X Total Cost of Sub-Head “A3 ” (Residential Building) = 0.15 of X X = Lump sum quoted price of "Sch-A".
The rates and prices of the tender shall be inclusive of GST and all applicable taxes as on last date of tender submission on e-procurement site. Further, For taxes and duties, refer clause 11.1.1 of General Condition of Contract and C2.6 of ITT.
The Contractor may raise their ‘On Account’ payments on monthly basis as per the status of work on the last day of the respective month.
VARIATION (Applicable for Schedule ‘A’: Lump-sum portion of the Works):
In case of variation in the floor area of any building at each level on either side i.e. increase or decrease with respect to the area shown in the Tender Drawings, the total value will get modified accordingly on prorata basis of floor area.
For example, if,

Providing and laying C.C. pavement of mix M-25 with ready mixed concrete from batching plant. Construction of granular sub-base by providing close graded Material conforming to specifications, mixing in a mechanical mix plant at OMC, carriage of mixed material by tippers to work site, for all leads & lifts, spreading in uniform layers of specified thickness with motor grader on prepared surface and compacting with vibratory power roller to achieve the desired density, complete as per specifications and directions of Engineer-in-Charge.
With material conforming to Grade-II (size range 53 mm to 0.075 mm ) having CBR Value-25
Providing and erecting 2.00 metre high temporary barricading at site;each panel of size 2.50mx2.00m made of 40x40x6mm angle iron or 50x50x3mm hollow MS tube posts/horizontal members/bracings covered with 1.63mm thick MS sheet. The sheet shall be fixed with 30x5mm MS flat by suitable welding/riveting. The panels shall be made so that gap of 50cm above the ground is available making overall height as 2.5m. MS channel ISLC 75 @ 5.70 kg/m, 50cm long shall be provided at the bottom having oval shaped holes of size 50x25mm at both ends with 50cm long MS angle 40x40x6mm bracing. Suitable arrangement shall be made to fix the barricading to avoid from overturning by providing 250mm long expansion fasteners at both ends. The work shall be executed as per drawing/direction of Engineer-in-Charge which includes writing and painting, arrangement for traffic diversion such as traffic signals during construction at site for day and night, glow lamps, reflective signs, marking, flags, caution tape as directed by the Engineer-in-Charge. The barricading provided shall be retained in position at site continuously i/c shifting of barricading from one location to another location as many times as required during the execution of the entire work till its completion. Rate include its maintenance for damages, painting, all incidentals, labour materials, equipments and works required to execute the job. The barricading shall not be removed without prior approval of Engineer-in-Charge. (Note :- One time payment shall be made for providing barricading from start of work till completion of work i/c shifting. The barricading provided shall remain to be the property of the contractor on completion of the work).
Providing and laying factory made chamfered edge Cement Concrete paver blocks in footpath, parks, lawns, drive ways or light traffic parking etc, of required strength, thickness & size/ shape, made by table vibratory method using PU mould, laid in required colour & pattern over 50mm thick compacted bed of sand, compacting and proper embedding/laying of inter locking paver blocks into the sand bedding layer through vibratory compaction by using plate vibrator, filling the joints with sand and cutting of paver blocks as per required size and pattern, finishing and sweeping extra sand. complete all as per direction of Engineer-in-Charge.
Providing and placing in position 100 mm thick factory made machine batched & machine mixed Precast RCC Rectangular Covers on drains of footpath of various sizes, of M-25 grade cement concrete for RCC work, including cost of centering, shuttering, reinforcement of 8 mm dia TMT bars of Fe 500 grade @ maximum 100mm c/c on both ways , neat cement punning on finished surface, properly encased on all edges with 1.6 mm thick , 100 mm wide MS sheet duly painted over priming coat , reinforcement to be welded at edges with MS sheet and providing 2 Nos. 12 mm dia bar for hooks etc i/c cost of cartage, all leads & lift, handling at site etc. all complete as per direction of Engineer-in-Charge.

Painting work-Anti carbonanation works
Painting by providing and applying alphatic water based acrylic anti-carbonation coatings of 300-400 micron (DFT) ( bond by penetration of the polymetric binder into the concrete substance) of aproved brand and manufactured at the locations & levels, prepared and applied as per manufacturer's at the locations & levels, prepared and applied as per manufacturer's specifications including preparation of surface by filling of pin holes with cement putty, honey-combining with GP -2 mortar, grinding of edges (if requred any) etc complete. The material should have no eletrostatic charge and should be single component, self-priming, fool proof system. The coating should be applied in two tip coats over exterior primer coat of approved brand and manufacture to achiev even shade and colour, all complete as per manufacturer;s specifications and as per directions of Engineer-in-charge. The rate comprises of all additions of expenditure on account of misc and contingencies at any height, including but not limited to scaffolding Hyraulic boomlift/skylift, airless spray machine sytem & safety PPE etc
Glass Work
Designing, Providing, erecting and fixing structural glazing unitized using specially designedaluminium grade 63400 WP IS: 733 and ID: 1285 electro colour anodised 25 micron or purepolyester powder coated 65 microns in approved shade and colour through adequately designed MS galvanised / aluminium anchor brackets. The structural glazing design to bebased on rain screen and pressure equalised drainage system. The complete drainage systemto be incorporated in the design which drain water at every transom in the unlikely event thatwater penetrate the pressure seal. This include structural grade and weathering grade siliconsealant ''Dow Corning'' or ''GE Silicon'' or equivalent as per the design requirement. Thisincludes structural designing, shop drawing complete. structural calculations and waterpenetration test as per (Structural Test (Wind load serviceability) - ASTM E 330, WaterPenetration Test - AAMA 501.2).The specified test is to be carried out only for location whereexecuted qty will be more than 50sqm in one go. The structure glazing shall be double glazed laminated of 13.52mm thick ( 2 sheet of 6mm thick toughened glass and 1.52mm thick polyvinyl butyral layer ). The color of glass shall be as per direction of engineer-in-charge or approved by the Architect. Rate are inclusive of all material, labour, tool & plant,machineries, brackets, fasteners, complete in all respects and as per direction of Engineer-in-charge.

Supplying,Providing and fixing 6mm clear toughened glass in aluminium door, window, ventilator shutters and partitions etc. with PVC / neoprene gasket etc. complete as per the architectural drawings and the directions of engineer-in-charge. (Cost of aluminium snap beading shall be paid in basic item.)
Supplying,Providing and fixing toilet mirror in 6 mm thick clear float glass bevelled and polished at edge & fixed on wall with 6mm thick hard board backing fixed to wooden cleats with 8mm dia 38mm long stainless steel stud complete.
Toilet Cubicles
Providing & fixing Toilet Cubicle (of following standard dimension which includes 600mm door size width) made of heat, bacteria, water, chemical, scratch,impact and anti bacterial resistant 12mm thick high pressure laminate panels tested in approved laboratory. Finish of the compact laminate should be Suede,Raw silk model includes doors, pilasters & intermediate panels finished with approved texture/shade as per the detail drawings & as per IS 2046 (Indian Standard) and as per fire retardant BS-476/97 standard. This also includes providing and fixing in position necessary hardware made out of Stainless steel (Grade 304) as per manufacturer’s specifications & Architects instructions like (1) Door Knob, (2) Gravity Hinges, (3) Thumb turn lockset with Occupancy indicators, (4) Coat hooks with Door stopper (5) U- Channels, (6) Adjustable foot/pedestal, (7) Top rail (8) Rubber noise deafening tape, (9) Screws & wall Plugs. All screws will of 304 Grade in stainless steel with satin finish. All pilasters are supported by stainless steel Bottom Cladding.
The base of the stainless steel bottom cladding will be anchored to the floor with a clearance height upto 150mm. The top fitting should consist of SS top rail which will get fixed with pilasters. SS wall fixing is used only on the wall which will hold the ss top rail.

Finish of compact laminates should be suede finish which includes door,pilasters and intermediate panels finished with approved texture/shades as per IS2046 and fulfilled the criteria of fire retardant under BS-476/97 and EN438-6 with classification ofBS1D0 standard. Screw & wall plugs should be approved under the instruction of Engineer-incharge.
i)All screw will of 304 grade in SS with stain finish. All pilasters are supported by SS bottom cladding. Stainless steel L clamp is used to attach the divider to the wall, stainless steel L clamp hardware fittings along with SS 304 screws are used to fix the Urinal partitions on the wall.
Providing and Fixing vinyl sheet of approved colour of 3M graphics print in strips of required size on EFO, lift and fixed glass railing i.e.cutting,pasting and cleaning of glass complete in all respect as per direction of Engineer-incharge.
HDPE + SS Grating Saucer Drain Channel Supplying, providing and fixing HDPE Saucer drain with SS 316 grade grating on top of HDPE of Lidco/Thermodrain or equivalent make of specified dimensions as per architectural drawings and at required level and slope including the application of silicon sealant for joining with the connecting channel/tee/bends/end cap etc complete with provision of drain out the water to the main drain pipe.

The bollard is reinforced with 4 Nos, 8 mmdia – 950 mm long & 4 Nos 12 mm dia – 450mm long & 4 Nos 4 mm dia – Stirrups at 150mm c/c. The bollard is manufactured with cement concrete of mix M – 30 grade by vibro compaction method using FRP/steel moulds, so as to achieve shuttering finish. The bollard should embedded 150mm in cement concrete 1:3:6 (1 Cement : 3 coarse sand (zone-III) : 6 graded stone aggregate 20 mm nominal size), including necessary excavation of size 250x250x450mm deep for the same in bitumen/ concrete pavement at specified spacing.
