The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet
(a)The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender.
Similar nature of work. Execution of any one or more of the following: Supply & erection of capacitor banks. OR Supply, erection, testing and commissioning of PSI equipment like traction transformers or Auxiliary transformers or circuit breakers or Interrupters or Relay & Control Panels etc. OR Design, Drawing, Supply Erection, Testing and Commissioning of Supervisory Control and Data Acquisition (SCADA) system for 1X 25 or 2X 25 KV AC traction system over Indian Railways, Metro Railways and /or it's PSUs. OR Design, Drawing, Supply, Erection, testing and Commissioning of Control and Relay panel together with protection relays for 1X 25 or 2X 25 KV AC traction system over Indian Railways, Metro Railways and /or it's PSUs. OR Design, Drawing, Supply, Erection, Testing and Commissioning of Automatic fault locator system for 2X 25 KV AC traction system over Indian Railways, Metro Railways , DFCCIL and /or it's PSUs. OR Design, Drawing, Supply, Erection, Testing and Commissioning of any type of Traction Substation with or without Capacitor Bank on 1x25 KV or 2x25 KV System on Indian Railways, Metro Railways, SEBs ,,PSUs and any other Government departments etc. OR Design, Drawing, Supply, Erection, Testing and Commissioning of any type of switching station works (i.e. SP,SSP,FP) on 2x25KV on Railways, PSUs and any other Government departments etc.
Special eligibility criteria for the supply of AFL: To be eligible to supply AFL, manufactures must meet all the following requirements:- (i)Compliance to RDSO Specification: The item must be supplied in strict accordance with the RDSO specifications no. TI/SPC/PSI/AFL/0240 or latest. Proper compliance documentation should be included to verify conformity to relevant RDSO specifications. (ii) Field Trials: The manufacturer must have conducted field trials for a minimum duration of three months specifically on 2X25KV systems utilized by the Indian Railways or Dedicated Corridors. These trials should demonstrate the effectiveness and reliability of the system under operational conditions. (iii) Completion of Trials: It is essential that the field trials are fully completed before the prescribed time of the tender opening. (iv) Prototype Approval: The manufacturer must have successfully completed the prototype tests for the AFL from the RDSO before supply of the same. (v) Dealer Quotations: if a manufacturer chooses to submit their product through an authorized dealer they must require a specific authorization letter. This letter should clearly state the authorization for the dealer to act on behalf of the manufacturer, ensuring transparency in the procurement. (vi). Exception : As stipulated in the latest RDSO specification No. TI/SPC/PSI/AFL/0240, firms that have successfully completed prototype testing and field trials, or have installed and commissioned AFL on a 2x25 kV AC traction system of Indian Railway or DFCCIL, are deemed eligible to supply directly without undergoing field trails. However, successful type testing by RDSO remains mandatory
