Manning and operation of HT Sub Station and Diesel Engine Gen Set installation at AHRR under GE E/M RR Hospital, Delhi Cantt-10

Manning and operation for smooth functioning of DG set installation, installed at 'J' block & CTVS block substation in AHRR, comprising of DG sets of various type and capacity including stand by supply LT control panels, for round the clock operation in three shifts of 08 hrs each in every 24 hrs including Sunday and closed holiday, including power supply failure (main supply) to providing uninterrupted power supply to main building and other connected area, by employing 01 operator (Skilled) in each shift, complete all as specified & directed to the entire satisfaction of Engineer-in-charge with the following requirement/ condition as described in note 8 (a) to 8.09 (k) here-in-after :-

All as per item No. 01 above but for DG set installation, installed in 'X' block substation by employing 01 Operator (skilled) in each shift round the clock.

All as per item No. 01 above but for DG set installation, installed at ADC sub station in AHRR complex by employing 01 Operator (skilled) but for only one shift of 08 hrs in a day including Sunday and holdiay. Note : The timing of shift(s) will be decided by the Engineer-in-charge as per ground requirements, accordingly, the man power will be deployed by the contactor for each shift(s). No claim(s) by contactor on this ground will be entertained at any stage.

Rates required to be quoted for execution of work for srl item No 1 to 3 herein before as under

Labour (skilled) wages per person per shift of 8 hours including ESI, contribution of bonus, EPF, overhead profit and overhead charge, GST, LWC as per existing rule.

The rate quoted shall not be less than minimum wages as notified by the govt of india / State Govt / Local bodies whichever is higher including all statuary provisions.

Manning & Operation for smooth operation of HT installation situated at 'X' block sub station in AHRR, comprising of VCB, SF6 circuit breakers, RMU of various type and capacity including LT control panels, for round the clock operation in three shifts of 08 hrs each in every 24 hrs including Sunday and closed holiday, to providing uninterrrupted power supply to main bldg and other connected area, by employing 02 operators in each shift, complete specified and all as directed to the entire satisfaction of Engineer-in-charge with following requirement/condition as described in Note No 8 (a) to 8.09 (k) here-in-after :-

All as per item No 04 above but for HT installation situated at 'J' block sub station in AHRR by employing 01 Electrician in each shift round the clock.

All as per item No 04 above but for HT installation situated at ADC sub station in AHRR by employing 01 Electrician only in one shift of 8 hrs in a day including Sunday and closed holidays. Note: The timing of shift(s) will be decided by the Engineer-in-charge as per ground requirements, accordingly, the man power will be deployed by the contactor for each shift(s). No claim(s) by contactor on this ground will be entertained at any stage.

All as per item No. 04 above but for HT installation situated at CTVS sub station in AHRR by employing 01 Electrician in each shift round the clock.

Rates required to be quoted for execution of work for srl item No 4 to 7 herein before as under

Note for Ser No 01 to 07 :- (a) The rates quoted by the contractor shall not be less than minimum wages as notified by the Govt of India/ State Govt/ Local body whichever is higher including all statuary provisions.

(b) The operator(s) should be qualified/skilled enough in operation of HT circuit breaker / LT panel boards and DG Set of any capacity including panels and other connected accessories to providing uninterrupted power supply to main building and other connected area.

(c) The minimum qualification of operator(s), employed by the contactor, shall not be less than ITI cerificate holder in relevant trade to operation of electric plant, installation & equipments.

(d) The operator shall not leave the installations till the next reliever take the charge of installation.

(e) The operator shall be responsible for cleaniness and necessary up keeping of installations, including grass cutting, cutting of small branches of surrounding areas upto 5 mtrs from the installations.

(f) All the HT brakers, RMU of various type and capacity including LT control panels, will be operated by two operator in one shift simultaneously or as directed by Engineer-in-charge.

(g) In case of power failure (main supply), the power supply to be restored with in 90 seconds, comprising of various activities i.e. Switching of RMU's, disconnecting of non essential load, operation of change over switch/device and revesreal of all activities when normal power supply restored. In case, additional manpower other than mentioned in Sch 'A'/BOQ will be required for smooth functioning for providing the same without any extra cost and no extra payment will be made in this affect.

(h) The operator should have necessary tool kit (i.e. Digital multimeter, clamp mete, screw driver set of each sizes, line tester, combination and cutting pliers, cutting knife, hand gloves suitable for available voltages, Test lamp with conductor and holder etc) available with him every time.

(j) The operator shall be free from the habits of any addiction such as liquor, smoking or other drugs.

(k) The contactor will also visit the installations once daily and inform defects / problems if any in writing to Engr-in-charge.

Note for item No 01 to 03 & 04 to 07 :- The rates quoted shall not be less than minimum wages as notified by the Govt of India/State Govt/ Local bodies whichever is higher including all statuary provisions.

Tenderer are requested to attach the latest order of State/Central Government regarding minimum wages and statutory deductions regarding to EPF & ESI etc. In case tenderer fails to attach the latest order, his tender will be treated as Non-bonafide.

Contractor is required to quote upto two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place.

Nil' or 'Zero' quoting againse OH & Profit will be treated as 'Non-bonafide'.

In case two or more firms quote the same rates, the preference will be given to the firm based on their capability such as Class of contractor, financial soundness and past records of the firms.
