Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Annual Toll Remittance for first year of the toll contract as per RFP. The quoted Annual Remittance amount for first year of the toll contract shall be exclusive of the TCS, GST, Any tax and service charges, as applicable shall be borne by the bidder over and above the quoted amount

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of Karnataka Procurement portal due to internet connectivity issues and technical glitches at bidders end.

The Bidder may be a (1)Company registered under the Indian Companies Act 1956 (2)Partnership Firm registered under the Indian Partnership Act 1932 (3)Partnership Firm registered under the Limited Liability Partnership Act 2008 (4)Proprietary Firm or (5)Individual.

The Bidder may be a single entity or a group of entities (the Consortium). However, no Bidder applying individually or as a member of a Consortium, as the case may be, can be member of another Bidder. The term Bidder used herein would apply to both a single entity and a Consortium. In case of Consortium at least any one member shall meet the requirement.

The Bidder which were removed/ debarred by Government of Karnataka or its instrumentalities based on the basis of their performance in user fee collection or any other assignment or for any other reason including fraudulent and corrupt practices etc. are not eligible to submit their Bids.

The Bidder shall submit the Net Worth and Annual Turnover Certificate duly certified by a practicing Chartered Accountant. The certificate shall mandatorily bear the Unique Document Identification Number (UDIN) generated in accordance with the guidelines issued by the Institute of Chartered Accountants of India (ICAI). Further, the certification shall be issued strictly in the format prescribed by the ICAI and shall comply with all applicable ICAI Standards, Guidelines, Advisories, and other regulatory requirements in force as on the date of issuance. Certificates not containing a valid UDIN or not issued in the prescribed ICAI format shall be treated as non-compliant / non-responsive and may result in rejection of the bid.

The bidder shall submit one set of hard copy of uploaded documents submitted through KPP Portal on the day of opening of Technical bid Solvency certificate obtained after the tender notification date shall be considered. Solvency certificate obtained before the tender notification date shall not be considered

A statement in the form provided under Appendix I Annex IV Statement of User fee collection work in hand and for which Bid has been submitted

The bidder should submit no due certificate from the concerned authority for the completed contracts and certificate towards satisfactory performance and compliance to the contract obligations fulfilled by the contractor for ongoing contracts

The Bidder shall, before submission of the Bid, conduct a detailed inspection of the existing Toll Plaza infrastructure, equipment, machinery, electronic systems, furniture, fixtures, utilities, and all other assets and components installed at the Toll Plaza(s), and shall satisfy itself regarding their existence, condition, functionality, operational status, and suitability for the performance of the Contract.

The Bidder shall prepare an Inventory Inspection Report detailing the condition and functionality of all Toll Plaza assets, equipment, systems, and infrastructure inspected. The Inventory Inspection Report, duly signed and sealed by the Bidder or its authorized representative, shall be submitted as part of the Bid and mandatorily uploaded on the e-Procurement Portal along with the technical bid. Failure to submit and upload the Inventory Inspection Report in the prescribed format shall render the Bid liable for rejection as non-responsive.

The Bidder shall be deemed to have fully acquainted itself with the site conditions and the condition of all Toll Plaza assets, and no claim for additional payment, compensation, extension of time, or relief shall be entertained on the ground of lack of inspection, inadequate assessment, or non-familiarity with the existing infrastructure.

Technical Criteria

Financial Status

The bidder shall have a minimum Net Worth of Rs. 1.78 Crore at the close of the preceding financial year

Others -- Net worth Certificate

The bidder shall have positive Net cash accruals in at least two financial years out of the last three financial years

Solvency Certificate shall be for an amount of Rs 1.335 Crore

Others -- Solvency Certificate

Financial Statements (Turn over) certified by chartered accountants. Annual Turnover for three years and Balance sheets for three years
