1) Bidders are requested to note that they should necessarily submit their financial bids in the format provided and no other format is acceptable. If the price bid has been given as a standard BoQ format with the tender document, then the same is to be downloaded and to be filled by all the bidders. Bidders are required to download the BoQ file, open it and complete the BLUE coloured (unprotected) cells with their respective financial quotes and other details (such as name of the bidder). No other cells should be changed. Once the details have been completed, the bidder should save it and submit it online, without changing the filename. If the BoQ file is found to be modified by the bidder, the bid will be rejected.

2) Bidders are advised to download this BOQ as it is and quote their offer/rates in the permitted column and upload the same in the commercial bid. Bidder shall not tamper/modify downloaded price bid template in any manner. In case if the same is found to be tempered/modified in any manner, tender will be completely rejected and EMD would be forefeited and tenderer is liable to be banned from doing business.

3) All the documents being submitted by the bidders would be encrypted using PKI encryption techniques to ensure the secrecy of the data. The data entered cannot be viewed by unauthorized persons until the time of bid opening. The confidentiality of the bids is maintained using the secured Socket Layer 128 bit encryption technology. Data storage encryption of sensitive fields is done. Any bid document that is uploaded to the server is subjected to symmetric encryption using a system generated symmetric key. Further this key is subjected to asymmetric encryption using buyers/bid opener’s public keys. Overall, the uploaded tender documents become readable only after the tender opening by the authorized bid openers.

Important Notes

I 1) The proposed work has to be carried out at School of Computer & Mathematical Science Buildings at NISER, Bhubaneswar, Orissa.

2) The tenderers are advised to visit the site to acquaint themselves regarding site conditions about the level of sub-soil water, drainage facility for dewatering, accessibility to the site etc., and quote the rates accordingly.

3) Vehicular movement shall abide by the regulations imposed by the concerned authorities. The contractor shall abide by the security rules & regulations of the Department. The approach roads should be kept clean & free from obstruction for smooth functioning.

4) The following security regulation shall be followed strictly while movement of labourers/workers/ contractor's personnel etc.

(i) The contractor shall issue I-Cards to his workers deployed on regular basis.

(ii) The supervisor of the contractor having photo pass can bring daily wage workers/ casual workers inside School of Computer & Mathematical Science Buildings at NISER, Bhubaneswar, Orissa for work. He should prepare list of such workers in duplicate. The original copy shall be handed over to the representative of the Engineer in Charge at the gate and endorsement obtained on the duplicate, on daily basis.

(iii) Contractor shall arrange for Police Verification Certificate (PVC) for permanent labour and supervisors on the work as required by Local Authorities.

(v) The daily wage workers/ casual workers employed by the contractor must wear florescence High-Visibility wear without fail during their presence inside School of Computer & Mathematical Science Buildings at NISER, Bhubaneswar, Orissa.

5) The contractor shall follow strictly the DAE safety rules .

6) The drawings issued for tender purpose are preliminary and indicative only. The working drawing shall be issued in phased manner at the time of execution. Nothing extra shall been entertained towards revision in drawings.

3.1 Shielded Armoured cable on Surface : Supply, installation, testing and commissioning of 300 /500 V grade, 2C x 1.5 Sq.mm Multistranded Copper conductor, PVC insulated , overall Al. mylar tape shielded twisted pair with drain wire of ATC copper, FR PVC inner sheathed, G.I round wire Armoured, FRLS PVC outer sheathed confirming to relevant IS standards fixed on existing wall/column/slab/ shaft/pit/ on 4-5mm thick hot dip galvanized spacers fixed with coach screws & nylon plugs, 2mm thick hot dip GI saddles with all necessary fixing accessories etc. all as per site requirement, tender specification & as directed by Engineer in-charge. Note: Scope of work also includes making necessary holes on wall wherever required for wall crossing, filling of leftover gaps with cement mortar, finishing by applying white cement, etc. all as instructed by EIC. 900 Removal and Reinstatement of False Ceiling for Fire Alarm Detectors / Cabling Work : Provide labour, tools, materials and supervision for the careful removal of existing false ceiling panels/tiles (gypsum, mineral fibre, GRC or as applicable) in areas required for installation of fire alarm detectors, fire alarm cabling, junction boxes, etc. Work includes providing access and cut-outs, safe stacking and labelling of removed panels, temporary supports/bracing, and protection of surrounding finishes. After completion of installation works, reinstate and refix all ceiling panels to their original position, align joints, finish cut edges, and carry out touch-up painting to match the existing finish. Includes cleaning, debris removal to contractor’s vehicle, and a 6-month reinstatement warranty. 4 End Termination for surface cable: Providing end joints of 2Cx1.5sq.mm cable at Device base/Loop module boxes/Junction boxes/Speakers etc. by crimping with all jointing materials like solder less copper lugs, brass gland, PVC insulated tape etc. all as required & instructed by the Engineer-in-charge 650 Dismantling and Removal of Existing Fire Alarm (FA) Panel of SoMS Building: Disconnect, isolate, and make safe the existing fire alarm control panel(s), including batteries, power isolators, communication links, and field wiring, in accordance with site electrical isolation permit procedures. Tag and label all cables before disconnection. Dismantle the panel and associated mounting hardware; remove the panel, batteries and redundant accessories from site or hand over to client as directed.
