Design, Installation, Testing, Commissioning including Integration and Maintenance of the Advanced Metering Infrastructure (AMI) with procurement of all necessary software, programming licenses, and documentation with having specifications and comprising of following :-

Perform site survey and prepare design proposal for deciding the communication technology to ensure data availability of all the consumers.

Supply, Installation, Testing, Commissioning of Smart Meters of different makes (not more than 33 % of a particular make to ensure interchangeability at a later date as per BIS 16444 (Part-I) with communication modules having GPRS (3G/4G/5G)/ RF (Mesh Network) or Hybrid (RF+GPRS {(3G/4G/5G)} or any other advanced technology as per CEA/TRAI regulations as mentioned below:- (i) Three Phase smart meter of rating 10-60 Amp based on RF (Mesh Network)/GPRS (3G/4G/5G) communication-30 Nos at Sriganganagar Mil Stn. (ii) Single Phase smart meter of rating 10-60 Amp based on RF (Mesh Network)/GPRS (3G/4G/5G) communication- 1760 Nos at Sriganganagar Mil Stn. (iii) All meters (Single/ Three Phase) must be fixed with polycarbonate meter box with front transparent glass of IP-65 protection grade, the quoted rates deemed to include procurement and fixing of meter boxes. (iv) Smart meter shall carry 10 yeras warranty (v) Minimum 02 meters of each make shall be kept available during the defect liability period and maintenance period at any instance of time. .

Supply/ planning/setup/ tuning of GPRS/RF or combination of both communication infrastructure including network management system (NMS) & Head End System (HES) for the project area. AMI software and associated equipment’s should be capable of handing at-least 30 Number of three phase meters and 1760 nos of single phase meters of different makes as per BIS 16444 (Part-I) with 25% expansion without any additional infrastructure and cost implementation to the dept. It shall support occupation/vacation, meter replacement, personal details update on email to user/staff. Bank details of GE and payment gateway would be integrated with the software and also calculation of refund on vacation of quarter. Software would adopt meters and system of minimum three different makes conforming with IS 16444. Software would compatible for both pre-paid and postpaid billing plans as per requirement including user friendly app (Android & IOs) for Smart Phone. RF gateway shall be compatible with atleast 03 different makes of smart meter

Supply and set-up of Meter Data Management (MDM) system.

Integration of different devices of different makes/ equipments/software covered in scope of this project with each other as per functional requirements, including water charges, furniture and license fee.

Integration /Interface of the AMI system with application systems like metering/billing/collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems.

Server for housing and management of supplied software application with standby server.

Planning, deployment and tuning of communication system including cellular network (if required) to meet the performance requirements.

Business intelligence, Analytics and Reporting.

Return of Dismantled materials to MES stores

Training shall be provided to staff for 15 days regarding working principle of meter, software, server and recharge of smart meter etc

All expenditure including periodic charges of telecom, operator from installation till completion. Note: In the month end, hard copy of bills to be provided by contractor

Note:- (a) Audit of software for smart meters shall be done by CERT-india empanelled firm/ CERT auditor of Armed Forces. The cost of the audit shall be born by contractor. (b) Taking down carefully existing energy meters and shall be deposited to MES yard duly mentioned quarter no by the contractor at his own cost. No extra payment shall be admissible on this ground. (c) Contractor to maintain register for last reading of existing meter with meter number and Qtr number at the time of removal with signature from user and same to be handed over to MES rep

Bidder may go through the details for design of system as per PS and E-in-C’s Branch policy No. 12/2023 alongwith other details /policies as per CEA/TRAI/NSGM.

Provision for comprehensive operation including periodic charges of telecom operator, smart meter biling from completion of work till the completion of defect liability period of 02 years. note: the payment of this item shall be made as per Sl No 7 of note 17 of Schedule A notes on Srl page 26 (R) of this CA.

Comprehensive operation and maintenance of system including project implementation and management , all expenditure including periodic charges of telecom operator, smart meter billing and maintenance after completion of defect liability period till completion for 8 years complete all as pecified and directed by Engr-in-charge note: the payment of this item shall be made as per Sl No 8 of note 17 of Schedule A notes on Srl page 26 (R) of this CA.

The variation in numbers of meters shall be priced at the following rates:- (a) Single phase meters - Rupees 7000 per meter (b) Three phase meters - Rupees 9000 per meter The cost of the related items shall be deemed to have been included in the quoted rates. The maximum allowable variation shall be +/- 10 % of number of meters.

Taking down DBs, Main switch including MCBs etc complete all as specified and as directed by Engineer-in-charge.

Supply and fixing sheet metal enclosure for double door vertical DBs made out of CRCA mild steel sheet surface with insulated material like polester with epoxy powder coated surface mounting VTPN 04 way 415 Volt ISI marked 250 Amps bus bar stove enameled dust and vermin proof, IP 43 protection, suitable for incorporation FP MCCB (V-tech) N3 frame upto 250 Amps, isolators and including connection with wire and cable etc complete all as specified and as directed by Engineer-in-charge.

Supply and fixing sheet metal enclosure for double door DBs made out of CRCA mild steel sheet surface with insulated material like polester with epoxy powder coated surface mounted TP & N 04 way 415 Volt ISI marked 200 Amps bus bar stove enameled dust and vermin proof, IP 43 protection, suitable for incorporation MCB (V-tech) N3 frame upto 250 Amps, isolators and including connection with wire and cable etc complete all as specified and as directed by Engineer-in-charge.

Supply and fixing MCCB TP & N 63 Amps with breaking capacity 16kA, fixed TM and 415 volts AC supply ISI marked complete all as specified and as directed by Engineer-in-charge.

Supply and fixing MCB 'B' series type suitable for 415 volts, AC supply 40 Amps, triple pole and neutral TP & N with overload and short circuit protection and rupturing capacity not less than 10 kA complete all as specified and as directed by Engineer-in-charge.

Supply and fixing in replacement MCB 'B' series type suitable for 415 volts, AC supply 40 Amps, triple pole TP with overload and short circuit protection and rupturing capacity not less than 10 kA complete all as specified and as directed by Engineer-in-charge.

Supply and fixing in replacement MCB 'B' series type suitable for 240 volts, AC supply 05 to 40 Amps, single pole SP with overload and short circuit protection and rupturing capacity not less than 10 kA complete all as specified and as directed by Engineer-in-charge.

Taking down carefully unserviceable submain wiring of any size/core/type including making good the disturbed surface complete all as specified and as directed by Engineer-in-charge.

Material and labour for concealed sub main wiring (using colour coding such as red, black, white, green colour or as directed) with 6 Sqmm single core (03 run i.e 2 runs for main phase and neutral, 01 run for continues as earth wire) FRLSH PVC insulated unsheathed multistrand copper conductor cable 1100 volt drawn through and including PVC conduit 25mm dia (medium quality ISI marked), for independent circuit including all fitting arrangement i.e. PVC clamp, rawl plug, screw, PVC junction box, tee, bend etc. and including cutting of chases in wall and making good disturbed surfaces of walls as per original complete all as specified and as directed by Engineer-in-charge. Note :- Three runs of copper conductor cable and one run of PVC conduit including accessories shall be measured and paid as one unit (one RM length) for payment and extra length of cables required for connection to MCBs/DB shall not be measured and the cost for the same shall deemed to be included in the unit rate.

Taking out old unserviceable under ground LT cable of any size 10/16 Sqmm from trenches/road/pipe/pole including taking out layer of protection cover any type including cleaning and stacking serviceable cable and cable cover for re use complete all as specified and as directed by Engineer-in-Charge. (Excavation, earth work, shall be measured and paid separately under appropriate item of BOQ).

Taking out old unserviceable GI pipe light grade 50 mm bore for cable protection complete all as specified and as directed by Engineer-in-Charge. (Excavation, earth work, shall be measured and paid separately under appropriate item of BOQ).

Supply and laying XLPE LT Cable of size 25 Sqmm, 4 core, 1100 Volt grade heavy duty with XLPE insulated, stranded aluminium conductor served with an inner sheathening of PVC tape armoured with Galvanized steel strip or wire and over all PVC Sheathed stranded conductor conforming to IS- 7098 (Part-I) with latest amendments laid in trenches/fixed to wall/pole/laid in floor including necessary connections and suitable size of thimbling complete all as specified and as directed by Engineer-in-charge. Note :- (i) Excavation, earth work, sand cushioning, protection cover, cutting of road and protection pipe shall be measured & paid separately under respective item of Schedule/BOQ.)

Supply & laying for GI tubing light grade 50 mm dia for passing of cable, laid in trences/laid under floors/ roads including fitting complete all as specified and as directed. Note:- Excavation, earthwork and boring hole shall be measured and paid separately under respective item of Sch/BOQ

Excavation in trenches (Manual), not exceeding 1.5 metre wide and not exceeding 1.5 metre in depth for foundation of pipe line, cable trenches, for pole or for manholes etc not exceeding 10 sqm area on plan and getting out in soft/loose soil complete all as specified and as directed.

Returning filling in including spreading, levelling, watering and well ramming in layers not exc 25 cm thick complete all as specified and as directed.

Removing excavated soil to a distance not exceeding 50 mtr and depositing where directed at a level not exceeding 1.5 mtr above the starting point complete all as specified and as directed.

Materialand labour for sand cushioning, with dry and clean river fine sand (for under ground cable) 8 cm before laying cable and 15 cm after laying and punned to 18 cm after laying of cable complete all as specified and as directed. Note:- (i) Punned thickness shall be considered for payment purpose (ii) Approved sand free from vegetations, grass and other deleterious substances shall be used.

Supplying and laying factory made un-reinforced precast concrete cable cover ISI marked, class LV, type I, flat, size 250mm x 150mm x 40mm complete all as specified and as directed.
