Running contract for Manufacture and Supply of PSC Sleepers 1in12 Turnout to Drg. No. RDSO/T-4218.

Special Eligibility Criteria

   1 .Only Concrete Sleeper Plants (CSPs) certified by RDSO for undertaking production of PSC Main Line sleepers/Turnout sleepers for IR will be considered eligible for placement of orders against this tender. 2. Existing manufacturers quoting for supply from a new location after shifting their existing plant should have prior approval for supply from new location as per instructions of Railway Board vide letter No. 2004/Tk-II/22/11/5 dated 22.02.2006. Plants, which have already been permitted for shifting of location but have not shifted/started production from new location, even after lapse of one year or more from date of issue of permission letter, shall not be eligible to quote from old location. They will be eligible to quote from new location only if they have already obtained the RDSO certification of Plant at new location, before the date of tender opening. 3. Those plants will be considered "closed", which have not manufactured any type of sleepers (mainline, Turnout, special sleepers) for more than five years reckoning from the date of tender opening. Such plants will not be eligible for tender. 4. Tenderers must mention the name and address of Concrete Sleeper Plant from where manufacture and supply of sleepers are to be done. CSPs which are under control of other railway (Not controlled by NWR) to mention the name of FOR station (opened for commercial loading of PSC sleepers) as defined in para 4 of special condition of NIT.

   Qualifying criteria for evaluation: Firms to quote minimum 20% quantity for tendered item. Firms failing to quote minimum quantity of the tendered item will be treated as unresponsive for the tender item.

   Firms to declare their offered maximum monthly production capacity for tendered item. For firms failing to declare their offered maximum monthly production capacity of the tendered item, production capacity will be treated as 25 sets per month for the tender item and maximum order qty will be restricted accordingly.

   This Tender complies with Public Procurement Policy Order,2017(along with revisions/addendums/additions issued from time to time ) with respect to Make In India Policy. Only Class I local suppliers will be eligible for order placement and Bidders shall be required to indicate percentage of local content and provide self-certification that the item offered meets the local content requirement for Class-I local supplier.

   Tenderers are required to submit details of same/similar supplies completed in last Five Years against the contracts awarded by Railways.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   The bidder shall give self certification for local content in the quoted item (goods/works/services) at the time of tendering. However, at the time of execution of the project, for all contracts above INR 10 Crores, the contractor/ supplier shall be required to give local content certification duly certified by cost/ chartered accountant in practice. The certificate should have valid UDIN mentioned in certificate. Such certificates shall be required to be submitted by the contractor along with their each online bill in IREPS. The supplier must include 'PO number & PO date', name of item, name of firm, local content percentage, and details of the location(s) at which the local value addition is made, in the certificate.In case the contractor/ supplier does not meet the stipulated local content requirement and the category of the supplier changes from Class-I to Class-II/ Non-local or from Class II to Non-local, a penalty up to 10% of the contract value may be imposed. However, contract once awarded shall not be terminated on this account.

   The contractor shall be GST compliant and claim the applicable GST in their bills, which will be paid by the Railways.

   The Standard Technical requirement STR for PSC sleepers 2025 shall be referred at" Schedule of Technical Requirement" document appended with this tender.

   The Specification IRS T-45 4th rev March 2021 for PSC Turnout Sleepers Specification shall be referred at" IRS Specifications for PSC" document appended with this tender.

   Bidders to note that the consignee mentioned under heading item detail-"ANYWHERE IN JODHPUR DIVISION OF NWR" shall be read as -SSE/CSP concerned. The complete address and quantities to be delivered to each of the consignees and the bill passing/paying officers will be mentioned in the purchase/supply order.
