Designing, Supply, Installation, Erecting, Testing and Commissioning of Micro- Computer / Micro-Processor controlled, water cooled, Energy-Efficient, Packaged Chilled water based, Central HVAC (Heating, Ventilating and Air-Conditioning) plant for Gynecological and OBST centre building at Command Hospital (Eastern Command), Alipore, Kolkata , building details as shown in enclosed Architectural drawings, of suitable Capacity as worked out by the contractor based on his own Design calculations but not less than 200 TR (100 TR x 2 Unit (working) and 100 TR x 1 Unit Stand by) and not more than 210 TR suitable for 24 hours round the clock operation (Exact capacity to be worked out by the contractor, based on his own heat load calculations, refrigerant to be used, Standard configuration of packaged chillers available with stipulated reputed manufacturers and overall design) to meet inside design conditions, as specified in Annexure -1, with. Two units of 50% of full load capacity of heat-load as main operating units and One units of 50% of full load capacity of heat load as Standby unit, i.e. The plant shall have Three(03) Nos. of packaged water cooled Compact semi-hermetic screw compressor chiller package units with shell and tube type condensing units of 50% capacity each) complete in all respects with Three(03) Nos. of factory assembled Packaged Chilling Units (Each comprising of Energy Efficient Semi-hermetic Screw Compressor, Energy Efficient Electric Motor to drive the Compressor, Integral finned shell and tube type water condenser and base frame) along with 3 Nos. of Cooling tower (induced draft FRP type)(TR to be greater than that of Chiller units i.e. greater than 100TR), 3 Nos. of Condenser water circulating pumps (Two working and one standby) with condenser water pipe network, 1 No. of Chilled water tank of suitable capacity, Suitable Nos. of Chilled water Circulating pumps (including 33% standby) with chilled water insulated pipe networks, Suitable No. of Hot Water Generator (Total not less than 50 KW ), Suitable Nos. of Hot water Circulating pumps (including 33% standby) with Hot water insulated pipe network, Five Nos. of Air handling unit(weather making chamber, with air- filters, HEPA filters wherever required, fresh air grills, Cooled air ducting, Air diffusers, fire dampers, with provisions of winter heating, De-humidifier, ATCS (Automatic Tube Cleaning System), Air Curtains etc. with first charge of refrigerant and oil filling complete in all respect and as specified below with all control accessories, LT panel board necessary underground cables and electrical earthing including necessary civil work for foundation, all as specified and as described here-in-under :-
NOTES FOR ITEM NO 1 ABOVE: (i) The above item shall be quoted and executed on ground based on Contractor’s own design on Turnkey execution and Performance Guarantee Basis. The Performance Guarantee is related to achieving the indoor conditions, within the air-conditioned space as stipulated at Annexure-1. The contractor shall be responsible that the HVAC system installed based on his own design results into meeting all the parameters of desired indoor conditions, as specified at Annexure-1, as long as outdoor conditions are within the range (as specified at Annexure-1) during all seasons i.e. Summer, Winters and Monsoons on 24 hours operation round the year basis. The Contractor shall also be responsible for desired operational efficacy and desired efficiency of the HVAC System during its life cycle of minimum fourteen years. The specifications of Sub Systems of HVAC Installations given-here-in after (in Appendix 1) are on Minimum Basis. In case Contractors design requires quantities & specifications lower than those specified. The Specified quantities & specifications shall be followed. In case contractors design require higher quantities & specifications the same higher quantities and specification shall be followed.
(ii) There are various space constraints at site. The Contractor is advised to visit the site of work and familiarize himself with these constraints before quoting the rates. Site visit may be arranged with prior intimation to Garrison Engineer (I) (Project) Kolkata. Irrespective of the fact whether the contractor has visited the site or otherwise, no claims arising out of not being familiar with site constraints shall be entertained later.
(iii) The Contractors must specifically note that Plant room is to be setup in an existing building nearby (approximately 25 Meters away). The capacity of plants equipments etc must take into consideration the losses in temperature of Chilled/Hot water in recirculation system. The extra cost of laying insulated pipe line from Plant room to main building also needs to be taken into consideration. Also the cooling towers of the AC plant are to be erected on the roof top of an existing building. The Contractor is advised to take all these constraints into considerations.
(iv) The successful Contractor shall submit the following documents within Four weeks of placement of work order, for approval of Garrison Engineer. (a) Heat Load Calculations, separately for Summers, Winters and Monsoons. The Contractor shall work out heat load based on the outside conditions prevalent at Alipore, Kolkata and desired inside conditions as specified at Annexure-1, taking into considerations the building plan, structural specifications, as given in the tender and arrive at the plant capacity to achieve the indoor conditions as given in Annexure 1. In case the plant capacity as per his own calculations works out to be less than 200 TR, HVAC System of 200 TR Shall be provided. In case the plant capacity as per his own calculations works out to be more than 210 TR, he should refer the matter back to Department with all calculations and should not quote for tender, till final decision is communicated. In case any parameter required for HVAC design is missing, the Contractor shall obtain the parameter by visiting the site, with prior appointment with Garrison Engineer (I) (P) Kolkata. Achieving energy efficiency and least life-cycle cost shall be the guiding factor in the heat load calculations and the overall design of the HVAC System. Unnecessary additions to heat load and the capacity of HVAC System shall be avoided. For achieving energy efficiency of HVAC System the worst conditions of ambient Dry Bulb Temperature and Wet Bulb Temperature occurring concurrently for less than 0.4 %, (Percentile hours) as defined and stipulated in IS 7896:2001 and National Building Code(NBC)-2016 shall be ignored. i.e. As per stipulation in IS:7896:2001 and NBC-2016, the worst outdoor ambient conditions occurring on an average for less than 35 hours in a year shall be ignored. However Safety margins of 10% shall be considered in design as elaborated in Annexure-1
(b) Plan depicting layout of all equipments and Sub-systems of the HVAC System. This shall be self contained and self explanatory representation of layout of equipments and sub-systems. The dimensioned drawing of the site of work clearly marked with the space to be air-conditioned, AC Plant room and the AHU Rooms are forming part of the tender. The Contractor is advised to use the same drawings, for making the layout plan of all equipments.
(c) Schematic Diagram of the Electrical system: This shall contain specifications, sizes, current, voltage and fault levels ratings of all cables, switch gears and instrumentation & control systems and all interlocking.
(d) Dimensioned drawing indicating the Duct layout. – One tentative layout of proposed ducting arrangement is enclosed with the Tender. This drawing is for reference only and indicating the structural opening etc as are provided in the building to suit this layout. The Contractor must however prepare his own ducting drawings to suit his design and to achieve the conditions stipulated at Annexure-1. The duct design drawings Shall contain material of construction, sizes, thickness etc of all ducts, insulation materials, air diffusers, fire dampers etc complete in all respect. All design calculations in support of the duct design shall also be enclosed. The duct design submitted by the contractor shall be approved by the department. Any additions/alterations carried out by the department, prior to communication of approved duct layout as well as during the execution of work shall be carried out by the contractor at no extra cost to the department. All such additions/alteration shall, however be confined to the duct layout in the air-conditioned space specified in the tender only. No new areas, not to be air conditioned, as per tender provisions shall be added in the area to be air-conditioned, in the guise of amendments in duct layout. All civil works for making opening and making good the disturbed surface shall also be within the scope of work of this Tender.
(e) Yard stick for making interim payments: This document is required for regulating interim payments (Running Account Receipts (RARs)) to the contractor. This shall contain the important stages in execution of the project up to provisional completion (Phase-1 test) and corresponding percentage (%) of the total lump sum amount quoted by the contractor, totaling up to 95 % of the total lump sum quoted amount. An amount of 5% of the total lump sum amount shall be retained by the department for Phase -II tests. This shall be released on successful completion of Phase-II tests only. The yard stick submitted by the contractor shall be for suggestion/ indicative purposes only. This shall be approved by the department and communicated to the contractor, within one month of placement of work order for AC work.
(f) The design and other technical details mentioned above at Ser No (iv)(a) to (iv)(d) shall be got vetted by the Contractor from any of the Indian Institute of Technology (IITs)/ National Institute of Technology(NITs)/Government owned Engineering College having Refrigeration & Air-Conditioning as one of Engineering stream at Graduation/Post-Graduation level OR from Corporate Office/ Head Office/ of any one of the approved Original Equipment Manufacturers i.e. DAIKIN /CARRIER/KIRLOSKAR/TRANE.
(g) All the documents/ technical details mentioned above duly vetted as specified above shall be approved by Garrison Engineer (GE) within 15 days of submission. The GE may approve the documents as submitted by Contractor or may suggest modification/ alteration in documents/ technical specifications duly supported with reasons for the same. The work shall be executed based on the approved documents. In case of any dispute the matter shall be referred to Accepting Officer. The decision of Accepting Officer shall be Final and Binding.
(v) The refrigerant to be used in the HVAC System shall be Non- CFC and Non-HCFC based (R-134 A or Superior) and shall be meeting all environmental safety stipulations as laid down by the Government of India as on date.
(vi) The Department shall be responsible for providing electric connection, at 415 Volts, 3 Phase, 4 Wire, 50 Hz, through a suitably rated electrical cable up to inside of AC Plant room and water connection, through a suitable size pipe, available in near vicinity of AC plant Room (up to a maximum distance of 5 Meters from the AC plant Room). All other works for the complete HVAC system shall be the responsibility of the contractor. The Unit rate quoted for this item shall be deemed to be inclusive of all items, sub systems, civil works and incidental works
(vii) The contractor shall get the plant installed only by any one of the original equipment manufacturers eg. DIAKIN /Carrier/Kirloskar/ TRANE with their own makes or with their recommended makes of complete components/items. Provision of combination of various items of different manufacturer of above or their recommended makes or any other makes is not acceptable. The contractor shall intimate the name of OEM namely DIAKIN/Carrier/ Kirloskar/TRANE and submit a certificate from the OEM confirming that the entire AC plant work shall be got executed with their recommended make through them/ their accredited agencies, within one month of placement of work order for AC on the contractor.
(viii) The capacity of plant capacity shall be based on manufactures design but it shall be of 3 units (2 working and 1 standby) each capable of meeting 50% of full load capacity of heat load independently
(ix) The first fill of all consumable items including refrigerant, compressor oil, lubricant, etc shall be provided by the contractor. The contractor shall also be responsible for making up/replenishing these consumables during testing and the defect liability period of one year.
(x) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become department property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequent use by the department.
(xi) A tentative BOQ with minimal specification is given below, as APPENDIX 1 purely for facilitation of appreciation of Design methodology to be generally adopted by the Contractor and for preliminary estimation. The quantities given are approximate and are as assessed. The Contractor to specifically note that no financial adjustment for variation in quantities (Plus or Minus) shall be done. The Work shall be executed purely based on approved design as elaborated here-in-before.
Supply, erecting, testing and commissioning of silent (Sound proof enclosure) type Diesel Engine Driven Generating Set capable of delivering 500 KVA, (400 KW at 0.8 Power Factor) Water&Coolant cooled, 415 Volts (AC three phase, 4 wire system of supply) 50 HZ 1500 RPM complete with Automatic on Mains Failure (AMF) control panel. Governing class ( As per ISO 8528: Part V)- G3, Noise levelas per CPCB norms-less than 75 dB, Fuel consumption at 100% load not more than 107 Litres/Hour , at 75% load-81 Litres/Hour and at 50% load-57Litres/ Hour. Fuel tank capacity- 990 Litres.The DG set shall consists of diesel engine coupled to a matching alternator, through flexible copuling and mouted on common base frame and complete with control panel suitable for climatic conditions prevalent at Kolkata with suitable derating factors as applicable and meeting specifications as elaborated here-in-after.
(i) ENGINE (Prime Mover) : Diesel Engine 1500 RPM, direct injection, multi cylinders, four stroke, confirming to ISO 3046/BS 5514, water and coolant cooled, naturally turbo charged, capable of giving adequate power to drive alternator capable of delivering 500 KVA at outdor atmospheric conditions at Kolkata, (Taking all derating factor into consideration), 24 Volt battery(2*180 AH) electric start complete with fly wheel all standard fittings / fixtures as per manufacturer and including suitable panel with tachometer, lub oil temperature, pressure gauge and frequency meters and also including self starter system with electronic governor and Engine protection system (Shut down, High water temperature, low lub oil, oil pressure, over speed etc.) fuel tank and first fill of lub oil and other consumables etc and self starting system incl batteries etc complete.
(ii) ALTERNATOR : Brushless AC alternator, 3 phase, 415 Volt, 4 wire, rated for output of 500 KVA,(400 KW at 0.8 Power Factor) 1500 RPM, IP 23 Protection class enclosure, insulation class "H", salient pole, revolving field, self excited, self regulated,single bearing automatic voltage regulator coupled through flexible coupling with and to match the above engine. Alternator efficiency at 100% load 0.8 pf-Minimum 94.5% and at 75% load 0.8 pf- Minimum-94.8%. Permissable voltage dip at full load 0.8 pf- maximum 20%. Time permitted to build up rated voltage at rated RPM-Maximum 5 sec provided engine reach the rated speed. Short circuit withstand time- 3 times rated current for 10 Secs. Overload withstand capacity- 10% overload for one hour once in 12 hours.
(iii) BASE PLATE : Made out of structural steel as per manufacturers recommended design/specifications.
(iv) ACOUSTIC ENCLOSURE : Weather and sound resistant enclosure with insulation conforming to UL94-HF1 Class for flammability, sheet metal fabricated cope type silent enclosure manufactured on CNC machines as per CPCB norms and powder coated after seven tank process, the enclosure shall be designed for reducing the sound level to 75 dB (A) at a distance of 1 M at 75% load under field condition 70 dB at 3 M from Gen set when DG set is working at full load along with testing conformance, lebeling certification etc as laid down in GSM No 371 (E) dt 17 May 2002 and amendements thereof.
(v) Foundation/Plinth/Base : Shall be provided as per manufacturers recommendations, however minimum 0.5 m Space should be available all around the set and height of plinth shall not be less than 0.5M
(vi) AMF Panel: Powder Coated Control Panel manufactured with CRCA sheet suitable for Automatic on Mainsfailure with MCCB of suitable rating with short circuit protection, controller with displays of voltage, current, KW , frequncy and KWH indicating lamps for "load-ON" and "set running". Current transformers of suitable rating, Aluminium Bus bars of suitable capacity with incoming and outgoing terminations and control fuses duly wired and ferruled complete on all respect.
(vii) Earthing : (i) Provision of four numbers of Earth pit for earthing complete with galvanized steel earth plate electrode 600x600x6 mm thick buried directly in ground (earth pit not less than 2.25 Meter deep below normal ground level) with top edge of plate not less than 1.5 Meter below normal ground level connected to galvanized iron earth strip 32x6 mm as earthing lead by means of bolt ,nuts, check nuts and washer of galvanized iron or steel besides welding of all joints as shown in drawing and including excavation and earthwork, supplying and laying charcoal dust, common salt PCC 1:2:4 type CI chamber and MS angle iron frame 40x40x3mm RCC cover 40 mm thick (1:2:4) type BI using 20 mm graded stone aggregate reinforced with 6 mm dia round bars @ 75 mm c/c both ways with MS handle 12 mm dia CI funnel and wire mesh, 20 mm dia GI pipe light graded for watering all as shown in drawing and connected to earth test point including testing complete all as specified and directed.(ii) AMF Panel shall be provided with 2 Nos Earth points with 4 mm GI wire as earthing leads and GI Plate earthings.
(viii) MISC : Tool kit, operation and maintenance catalogue, spare part list, overhaulling manuals, guarantee card etc shall be provided as per manufacturer standard parctices.
(ix) Fully automatic AC operated additional battery charger of suitable capacity incl suitable size twin core copper wires fixed with copper lugs shall be provided from charger to batteries for charging of batteries without extra cost. Make of the Engine - Kirloskar Green/Cummins/Ashokleyland/Greaves Cotton. Make of Alternator :- Alstom/Crompton Greaves/Kirloskar Electric/Simens/Bharat Bijalee/ STAMFORD. Make of sound proof enclosure : Kirloskar Green/Jackson/Sudhir/Cummins/Greaves Cotton/ Ashok Leyland.
(x) Controller shall be microprocessor based fully configured with garphical LCD display, monitoring features for all electrical parameters, lub oil parameters, Battery parameters and self diagnostics faeatures for all important parameters.
Unit rate quoted by the tenderer against item No 2 shall be deemed to be inclusive of cable connections between different components of DG Set, AMF panels, the cable connection between main panel of DG Set and main LT Panel located across the road approximately 35 m away. Tenderer shall be considered 400 Sqmm 3.5 Core PVC insulated armoured heavy duty cable with aluminium conductor 1100 volt grade, inducing necessary excavation and earth work, sand cushioning brick protection and GI light grade pipe approx lenght 8 mtr, while cable passing under road complete as directed by Engr-in-Charge.
