Bulk procurement, at-least 80 percent of the procurable quantity, will be covered invariably on the past proven suppliers. The tenderer must have supplied the same item to N.F. Rly or other zonal Railways and documentary evidence of the performance must be furnished along with their offer. (a) The tenderer with past performance of satisfactory execution of contracts for supply of the same item for a quantity of 20% or more of tender quantity against a single contract. The period to be reckoned to consider the above performance will be current financial year upto the tender opening date of the tender under consideration and preceding 5 financial years. Credential (Receipt Note and/or Inspection certificate) must be uploaded along with the offer for the same item otherwise the offer is liable to be ignored. (b) If such past performance level is lower then the offer may be considered as responsive to N.F. Railways requirement for placement of developmental order not exceeding to 20% of the net procurable quantity. \ (c) The tenderer who have no past performance as above may also be considered for such developmental order, but for consideration of such offers, tenderer must submit the- details of M&P, testing facility, QAP and ISO 9000 / 14000 / 18000 certificates if available, technical manpower available with them or NSIC registration certificate for same item along with their offer.

Any firm quoting on behalf of OEM must submit valid & tender specific authorization certificate from their OEM along with their offer and agree for inspection by the nominated agency (as the case may be) at the premises of their princip[al, failing which their offer is liable to be rejected.

This contract shall be governed by the special condition for inspection as per Annexure-II attached along with this tender.

Tenderers are required to deposit Earnest Money equivalent to the amount mentioned in the tender document. Tenderers not submitting Earnest Money should clearly indicate in their offer the reasons for the same, and failure to do so will be taken as unwillingness on their part to deposit the Earnest Money and such offers without requisite Earnest Money will be summarily rejected. Tenderer not falling in the exempted categories as mentioned in the subsequent para shall submit the Earnest Money only through Payment Gateway Facility on the IREPS Portal. Earnest Money shall be accepted only via the online system as available on IREPS portal. No other mode of the submission of Earnest Money is acceptable except in case of Global Tenders. There shall be no exemption from submission of Earnest Money for any tender or by any tenderer except following: a.Limited Tender Cases (including Single Tender and Global Limited Tender) of value limit up to Rs. 25 (Twenty-five) Lakh. b.Micro & Small Enterprises (MSEs) registered with agencies mentioned at Para 2.4.1 (i). c.Other Railways and Government Departments. d.Indian Ordinance Factories. e.PSUs owned by the Ministry of Railways and PSUs for the group of items that are manufactured by them. f.Vendors registered with Northeast Frontier Railways for the trade group of the item tendered. g.Vendors appearing on the approved vendor list of RDSO/PUs/CORE, subject to approval status being valid on the date of tender closing. h.Vendors registered with Railway Board/Northeast Frontier Railways for supply of medicine, medical equipments and consumables shall be exempted from submission of EMD for these items. i.In tender issued against PAC, OEM in whose favor PAC has been issued shall be exempted from submitting EMD. KVIC shall be exempted from EMD for items supplied by them. (NB: If authorized agent participates on behalf of OEM/Vendors appearing on the approved vendor list of RDSO/PUs/CORE, such authorized agent can%u2019t claim EMD exemption based on its own or its OEM /Approved vendors MSE certificate

Trading enterprises and authorised agent/ dealers of OEM will not be extended any MSE benefits. Such enterprises are required to deposit E.M.D. mandatorily else their offer will be considered as unresponsive and will be summarily rejected

Validity of offer shall not be less than 60 days.
