MANNING, OPERATION AND COMPREHENSIVE MAINTENANCE FOR SOLAR PHOTOVOLTAIC (SPV) POWER PLANT INSTTALLED AT SURATGARH, SRI GANGANAGAR AND KANASAR

Providing the services for operation and comprehensive maintenance/comprehensive AMC i.e Routine / Basic maintenance, performnance monitoring, corrective maintenance, other services as specified in tender, maintaining Power Condition Units (PCU)/ Inverters/ String Inverters of specified capacity by replacing the defective parts/components of (PCU)/ Inverters/ String Inverters during the contract period, cleaning the modules etc compliance with all safety regulations and standards of solar power plant of capacity 2MW (two No 1MW each, installed at Suratgarh, detailed description of plant as specified in PSS-II clause 2) complete all as specified and as directed by Engineer-In-Charge. Note :- (i) Operation and maintenance shall be carried out by personnel with the experience in the operation and maintenance of solar PV plants.

Material and labour for in replacement solar photocvoltaic PV modules consisting of solar cells of output not less than 325 Wp, MNRE approved Polycrystalline /Mono crystalline silicon module complete all as specified and as directed by Engineer-in-charge. Note: - (i) The type, capacity, grade of solar Photovoltaic PV modules shall be as per the existing at site or higher capacity and compatible with the system. (ii) The defective solar photocvoltaic PV modules shall be replaced without any delay as per direction of GE.

Note: - (i) The BER / defective Power Condition Units (PCU)/ Inverters, String Inverters shall only be replaced. The necessity of replacement of complete Power Condition Units (PCU)/ Inverters, String Inverters shall be ascertained and certified by a BOO to be convened by CWE Bikaner.

Material and labour for in replacement Power Condition Units (PCU)/ Inverter of capacity 50KW, String Inverters with maximum power point tracker /tracking (MPPT) feature certified by MNRE complete all as specified and as directed by Engineer-in-charge. Note: - (i) The BER / defective Power Condition Units (PCU)/ Inverters, String Inverters shall only be replaced. The necessity of replacement of complete Power Condition Units (PCU)/ Inverters, String Inverters shall be ascertained and certified by a BOO to be convened by CWE Bikaner.

Material and labour for in replacement Power Condition Units (PCU)/ Inverter of capacity 30KW, String Inverters with maximum power point tracker /tracking (MPPT) feature certified by MNRE complete all as specified and as directed by Engineer-in-charge. Note: - (i) The BER / defective Power Condition Units (PCU)/ Inverters, String Inverters shall only be replaced. The necessity of replacement of complete Power Condition Units (PCU)/ Inverters, String Inverters shall be ascertained and certified by a BOO to be convened by CWE Bikaner.

NOTES FOR OPERATION AND MAINTENANCE AND FOR MAINTAINING SOLAR POWER PLANT:-

Routine Inspection and maintenance: (a) Visual inspections of solar panels, mounting structure and electrical components (b) Cleaning of solar panels to ensure maximum efficiency (c) Inspection of wiring, cables and connectors for wear and tear or any damage. (d) Maintenance of inverters and other critical equipment. (e) Checking and servicing of monitoring systems to ensure accurate performance data. (f) Grass cutting (with in the boundry of solar modules area in the plant and ensureing No shadow effect on module due to grass)

Performance Monitoring and reporting: (a) Monitoring of plant performance (b) Monthly performance analysis and efficiency optimization. (c) Preparation of detailed monthly and annual reports on energy production equipment status, and any incidents (d) Measurement and monitoring of the electricity production (e) Any unusual conditions found during operation/inspections and any system disturbances/outages

The contractor shall maintain the minimum Annual Average Capacity Utilization Factor (CUF) of 13% (1138800 kwh per 1MW plant and 239148 kwh per 0.21MW plant) and shall be calculated for each year to be completed after the commencement of the works as per Work Order No. 1. The liquidated damage shall be claimed from the contractor for the deficit quantities in the power generation and shall be priced at ₹8.00 per unit.

The contractor shall keep the solar power plant operation throughout years. If the solar power plant do not work for more than 2 days, the penalty shall be levied at the following rates :- (i) 3 to 5 days- ₹2500/- per day (ii) 6 to 10 days- ₹3500/- per day (ii) more than 10 days- ₹7500/- per day

The minimum reserve of the parts/ components as per Appendix “A” to PSS-II shall be kept available at any time during the contract period. The defective shall be replaced without any delay.

The minimum reserve shall be replenished immediately. The minimum reserve shall be the property of the Government after the completion of the contract.

The parts/ components shall be replaced any number of times during the contract period if it gets defective during the contract period.

Major parts i.e. complete Inverter, Modules, Mounting structure, Step up transformer and VCB's are not covered in the scope of operation and maintenance.

The contractor shall make arrangements to procure required spare parts of equipment as required. Overhauling of parts, tool and equipment, required to operate and maintain the plants in accordance with the recommendation of the OEM at his/her Own cost.

The contractor shall perform periodic overhauls and preventive maintenance required for the plant as per scope of Work and as specified in tender doc.

The cost of mandatory spares mentioned in Appendix A to PSS-II, modules cleaning materials and all other minor consumables/spares which are not mentioned in Appendix A to PSS-II, required for uninterrupted O&M of the plant shall deemed to be included in quoted rates nothing shall be paid extra.

The contractor’s quoted rate shall be inclusive of all the factors mentioned above.
