Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The intending tenderer is instructed to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-4 K.P.W.D. and further orders there on.

All necessary drawings, paper works, etc. and any other formalities required to be observed shall be the responsibility of contractor.

Whenever executing authority insist proof of having purchased the materials (used during executing the work) for verification. The contractor has to produce the purchase bills.

As per Karnataka state Government order LD/300/LET/2006 Blore dated 01.01.07 and Government letter no PW/134/BMS/2007 dated 27.07.07, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

Conditional tenders are not accepted.

The tenderer shall obtain the work done certificate in the prescribed format from the competent Authority Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate/ Certificates, which shall be produced at the time of opening of technical Bids for physical verification.

Financial year will be reckoned as the period between first day of April and thirty first day of March inclusive

The employer reserves the rights to reject one or all tender without assigning any reason.

Tenderer shall note, that the tenderers those found Eligible to the conditions mentioned in Section-3 Qualification Instructions to Tenderers (ITT) will only be considered for further evaluation

The employer is not responsible for any delay in accessing E- procurement portal.

All the items includes all Leads and Lifts, Loading and Unloading, transportation charges, Cost of all materials, Labour, HOM of machineries as per Standard specifications and as directed by the Engineer-in-charge of the work and all other incidental items which are necessary for the successful completion of the work

Contractors should be registered with KPWD Class II Registration

The contractor shall not deviate/alter/execute excess quantities or additional items without the prior approval

The Cost of the tender form shall not be refundable

The quantities shown in the schedule are approximate. The actual quantities will be executed as per site condition only. Any balance materials shall be taken back by the contractor.

Tenderers must provide insurance to all the employees executing this work.

The Laboures deployed shall mandatorily wear the face mask, hand gloves and take all safety measures to protect laboures and staff

Co- Ordinating/ solving the right of way problems is responsibility of LEC, in co-ordination with PWD/ local authorities BESCOM.

Tree Cut/ trimming of trees, in Co- Ordination with forest Dept. etc., is the responsibility of bidder / LEC in the way of shifting lines etc.

Co-Ordinating line clear works with BESCOM is the responsibility of bidder in consultation with local BESCOM officers.

Bidder should plan for all the extra materials if required incidental to the shifting works and stick to the time schedule for shifting of works. Delay of works attract huge penalties as recommended by AEE in charge of works.

The rates and amount put to tender are Exclusive of GST. GST will be paid separately over the quoted amount

Royalty on construction materials and other taxes will be deducted as per prevailing Govt. orders.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

Contractor should establish a fully functional laboratory at site at no extra cost in order to carry out all the required tests for the materials being used in the project

Contractor should carryout additional test required to test the suitability of materials including borrow area before using the same either as sub-grade or base course materials.

Contractor should execute the project with least impact to the environment

Contractor should adhere to HSE policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

For the vehicles/machineries/ equipments for which RTO registration is statutory,for such vehicles/machineries / equipments the contractor should upload the Registration Certificate documents issued by RTO. For Machineries and other equipments for which RTO registration is not applicable, for such machineries and equipments, purchase invoice document should be uploaded. If there is sale deed for such machineries and equipments, original invoice along with registered sale deed should be uploaded.

The defect liability period for this project shall be 2 Years

LOC / K-form for the stipulated amount should be submitted in the format as prescribed in the bid document only. Otherwise tender is liable for rejection.

Further particulars, if any, required by the contractor can be had from the O/o the Executive Engineer, Ramanagara Division, Bengaluru south Dist during office hours.

Bidder shall pay Contract Management Module processing fees as per KPPP norms.

All Government orders & circulars prevailing and issued from time to time related to tenders shall be applicable.

All precautions should be taken by the contractor so that there are no damages to such public/ private properties.

Contractor should take all precautions to ensure that no damage is caused to the existing structures during project execution. If any damage is caused, it has to be rectified/restored to its original condition at his own risk and cost.

The necessary certificates/ documents in support fulfilling qualification criteria stipulated separately shall be scanned and attached to KPPP. The original EMD Bank Guarantee shall be submitted after last date of receipt of tender and before opening of technical bid. Any other documents shall be produced during evaluation of Technical Bid if necessary for verification.

The evaluation of the technical bid will be done based on the information provided by the contractor as per uploaded documents, duly verified if necessary. If the employer finds that any certificates/ information furnished is false, such bidders will be disqualified, barred from participation in the bid and his EMD will be forfeited.

If necessary the Contractor must obtain approvals/clearances by co-ordinating with Related department

The quantities for the necessary deviation road and cofferdam are provided on a one-time basis in the BOQ and any additional quantities required for completion of the work shall be deemed included in the Contractors rates no extra payment shall be admissible, and such works shall be executed at the Contractors own cost and risk.

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

Banker Details for reference

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

To qualify for award of this contract, each Tenderer in its name should have in the last five years (i.e. 2021-22 to 2025-26) (b) Mandating satisfactory completion(atleast 90% of the contract value) as a prime contractor for at least one similar such as Bridge work to an extent of 50% of the cost of the work of value not less than Rs.161.00 Lakhs

Tenderers who meet the above specified minimum qualifying creteria will only be qualified if their available tender capacity is more than the total tender value.The available tender capacity will be calculated as under assessed available tender capacity is qual to AxNx1.5-B,where A is equal to maximum value of civil engineering works executed in any one year during the last five years(updated to 2026-27 price value) taking into account the completed as well as works in progress.N is equal to number of years prescribed for completion of the works for which tenders are invited.(i.e, 9 months) B is equal to 2026-27 price level, of existing commitments and on going works to be completed during the next i.e,9 months) The statements showing the value of existing commitments and ongoing works as well as stipulated period of completion remaining for each of the works listed should be counter signed by the employer incharge not below the rank of an executive engineer or equalent.
