PROCUREMENT OF SPARES FOR OPEN PATH HYDROCARBON DETECTOR AT BPCL MANGALORE COASTAL INSTALLATION

Supply of spares for HCD Mangalore Coastal Installation is one of the significantly large installations of BPCL receiving products from Mangalore refinery through pipelines. Product handling includes ocean tankers, PLT and dispatch through tank lorries. The installation currently handles 3 products (MS, HSD & Ethanol) and has 13 storage tanks with a cumulative storage capacity of 62,100 kl. The operational facilities of the installation are spread across an area of 69 acres and are catering the operations comprising of PLTs, Tank farm management & TLFG Dykes with class A product need to be provided with open path hydrocarbon detector in line to OISD 244 Clause 9.3.A ii during the MB Lal Recommendations works. Open path hydrocarbon detector in dyke housing TK110 (MS), TK103 (MS), TK100A (ethanol) & TK100B (ethanol) was not communicating with safety PLC in control room. Upon maintenance it was found that XNX transmitter has malfunctioned. OEM-authorised vendor’s service report is attached as Annexure-1. Tender was floated in C1 India portal vide Tender no. 21869, CRFQ no: 1000440280 on 06.08.2025 and its was slated for opening on 20.08.2025 for evaluation. Upon vendor request, tender was extended till 25.05.2025 vide corrigendum. After tender was opened, it was found that vendor has quoted an amount for procurement of brand new HCD instead of only the display unit. This has necessitated floating fresh tender for procurement of spares. Since hydrocarbon detectors are an integral part of supercritical module of terminal automation system, it is proposed to procure the required spare part to make the HCD functional.
