M&L for Rotational moulded polyethylene water storage tank of 1000 Litres capacity (cylindrical vertical with closed top) hoisted and fixed in position complete all as specified in SSR Part-I and directed.
Supply and laying 20 mm bore of pipe galvanized, “Medium grade”, with all fittings and fixed complete to walls and ceiling or laid in floors including cutting existing pipe joining complete all as specified and directed .

CENTRAL AIR CONDITIONING (E&M WORKS) Designing, Supply, Installation, Erecting, Testing and Commissioning of Micro- Computer/ Micro-Processor controlled, air cooled, Energy-Efficient Central HVAC (Heating, Ventilating and Air-Conditioning) plant for 100 bedded building at Command Hospital, Alipore, Kolkata ,(Building details with duct for preliminary idea is as shown inenclosed drawing ) of suitable Capacity as worked out by the contractor based on his own Design calculations but in the range of not less than 185 TR (working) and not more than 200TR(working)suitable for 24 hours round the clock operation (Exact capacity to be worked out by the contractor, based on his own heat load calculations,R-134a/R513A/R410A refrigerant to be used. Standard configuration of packaged chillers available with stipulated reputed manufacturers and overall design to meet inside design conditions, as specified in Annexure -1, with. Two units of 50% of full load capacity of heat-load as main operating units and One units of 50% of full load capacity of heat load as Standby unit, i.e. The plant shall have Three(03) Nos. of packagedair cooled Compact motor driven semi-hermetic inverter scroll compressor chiller package units with vertical air discharge andair cooled cooper tube type condensing units of 50% capacity each complete in all respect to satisfy the inside condition. with Three(03) Nos. of factory assembled Packaged Chilling Units (Each comprising of Energy Efficient Semi-hermetic inverter screw compressor, Energy Efficient Electric Motor to drive the Compressor, Integral finned shell and tube type air condenser and base frame) 1 No. of Chilled water expantion tank of suitable capacity, Suitable Nos. of Chilled water Circulating pumps(including33% standby) with chilled water insulated pipe networks, Hot Water Generator (Total not less than 60 KW in three step ), Suitable Nos. of Hot water Circulating pumps(including 33% standby) with Hot water insulated pipe network, 10 Nos. of Air handling unit(weather making chamber, with pre filter, fine filter & fresh air grills, Cooled air ducting and return air ducting with full insulation of nitrile rubber 19 mm for supply air ducting, 13 mm for return air ducting, Air diffusers/grills, fire dampers, with provisions of winter heating, humidifiers etc. withfirst charge of refrigerant and oil filling complete in all respect and as specified below with all control accessories and control panel with connection through cable tray form main LT panel board (considered in external electric supply and will be measured and paid separately in Sch item No 3.02) to all electrical system/sub system including connection to all AHU and necessary electrical earthing, including pipe line connection as required ,including pressure gauge, temperature gauge, flow meter etc all as specified and as described here-in-under :-
NOTES FOR ITEM NO 5 ABOVE: (i) The above item shall be quoted and executed on ground based on Contractor’s own design on Turnkey execution and Performance Guarantee Basis. The Performance Guarantee is related to achieving the indoor conditions, within the air-conditioned space as stipulated at Annexure-1. The contractor shall be responsible that the HVAC system installed based on his own design results into meeting all the parameters of desired indoor conditions, as specified at Annexure-1, as long as outdoor conditions are within the range (as specified at Annexure-1) during all seasons i.e. Summer, Winters and Monsoons on 24 hours operation round the year basis. The Contractor shall also be responsible for desired operational efficacy and desired efficiency of the HVAC System during its life cycle of minimum fourteen years. The specifications of Sub Systems of HVAC Installations given-here-in after (in Appendix 1) are on Minimum Basis. In case Contractors design requires quantities &specifications lower than those specified. The Specified quantities & specifications shall be followed. In case contractors design require higher quantities & specifications the same higher quantities and specification shall be followed.
(ii) There are various space constraints at site and it is a old building there fore The Contractor is advised to visit the site of work and familiarize himself with these constraints before quoting the rates. Site visit may be arranged with prior intimation to Garrison Engineer (Project) Kolkata. Irrespective of the fact whether the contractor has visited the site or otherwise, no claims arising out of not being familiar with site constraints shall be entertained later.
(iii) The Contractors must specifically note that Plant room is to be setup in the terrace of the same building.The capacity of plants equipmentsetc must take into consideration the losses in temperature of Chilled/Hot water in recirculation system. No extra cost of laying insulated pipe line from Plant room to AHU also needs to be taken into consideration. The Contractor is advised to take all these constraints into considerations.
(iv) The successful Contractor shall submit the following documents within Four weeks of placement of workorder, for approval of Garrison Engineer. (a) Heat Load Calculations, separately for Summers, Winters and Monsoons. The Contractor should work out heat load based on the outside conditions prevalent atAlipore, Kolkata and desired inside conditions as specified atAnnexure-1,taking into considerations the building planas given in the tender and arrive at the plant capacity to achieve the indoor conditions as given in Annexure 1. In case the plant capacity as per his own calculations works out to be less than 185 TR, HVAC System of min 185 TR Shall be provided. In case the plant capacity as per his own calculations works out to be more than 200 TR, he should refer the matter back to Department with all calculations and should not quote for tender, till final decision is communicated. In case any parameter required for HVAC design is missing, the Contractor shall obtain the parameter by visiting the site, with prior appointment with Garrison Engineer (P)Kolkata. Achieving energy efficiency and least life-cycle cost shall be the guiding factor in the heat load calculations and the overall design of the HVAC System. Unnecessary additions to heat load and the capacity of HVAC System shall be avoided. For achieving energy efficiency of HVAC System the worst conditions of ambient Dry Bulb Temperature and Wet Bulb Temperature occurring concurrently for less than 0.4 %, (Percentile hours) as defined and stipulated in IS 7896:2001 and National Building Code(NBC)-2016shall be ignored. i.e. As per stipulation in IS:7896:2001 and NBC-2016, the worst outdoor ambient conditions occurring on an average for less than 35 hours in a year shall be ignored. However Safety margins of 10% shall be considered in design as elaborated in Annexure-1.
(b) Plan depicting layout of all equipments and Sub-systems of the HVAC System. This shall be self contained and self explanatory representation of layout of equipments and sub-systems. The dimensioned drawing of the site of work clearly marked with the space to be air-conditioned, AC Plant room and the AHU Roomsare forming part of the tender. The Contractor is advised to use the same drawings, for making the layout plan of all equipments.
(c) Schematic Diagram of the Electrical system: This shall contain specifications, sizes, current, voltage and fault levels ratings of all cables, switch gears and instrumentation & control systems and all interlocking.
(d) Dimensioned drawing indicating the Duct layout. – One tentative layout of proposed ducting arrangement is enclosed with the Tender. This drawing is for reference only and indicating the structural opening etcas are provided in the building to suit this layout. The Contractor must however prepare his own ducting drawings to suit his design and to achieve the conditions stipulated at Annexure-1. The duct design drawings Shall contain material of construction, sizes, thickness etc of all ducts, insulation materials, air diffusers, fire dampers etc complete in all respect. All design calculations in support of the duct design shall also be enclosed. The duct design submitted by the contractor shall be approved by the department. Any additions/alterations carried out by the department, prior to communication of approved duct layout as well as during the execution of work shall be carried out by the contractor at no extra cost to the department. All such additions/alteration shall, however be confined to the duct layout in the air-conditioned space specified in the tender only. No new areas, not to be air conditioned, as per tender provisions shall be added in the area to be air-conditioned, in the guise of amendments in duct layout. All civil works for making opening and making good the disturbed surface shall also be within the scope of work of this Tender.
(e) Yard stick for making interim payments: This document is required for regulating interim payments (Running Account Receipts (RARs)) to the contractor. This shall contain the important stages in execution of the project up to provisional completion (Phase-1 test) and corresponding percentage (%) of the total lump sum amount quoted by the contractor, totaling up to 95 % of the total lump sum quoted amount. An amount of 5% of the total lump sum amount shall be retained by the department for Phase -II tests. This shall be released on successful completion of Phase-II tests only. The yard stick submitted by the contractor shall be for suggestion/ indicative purposes only. This shall be approved by the department and communicated to the contractor, within one month of placement of work order for AC work.
(f) The design and other technical details mentioned above at Ser No 5.04(a) to 5.07(d) shall be got vetted by the Contractor from any of the Indian Institute of Technology (IITs)/ National Institute of Technology(NITs)/Government owned Engineering College having Refrigeration & Air-Conditioning as one of Engineering stream at Graduation/Post-Graduation level OR from Corporate Office/ Head Office/ of any one of the approved Original Equipment Manufacturers i.e. VOLTAS /DIAKIN /CARRIER/LG/TRANE/ BLUE STAR/ HITACHI.
(g) All the documents/ technical details mentioned above duly vetted as specified above shall be approved by Accepting Officer within 15 days of submission. The Accepting Officer may approve the documents as submitted by contractor or may suggest modification/ alteration in documents/ technical specifications duly supported with reasons for the same. The work shall be executed based on the approved documents. In case of any dispute the matter shall be referred to Accepting Officer. The decision of Accepting Officer shall be Final and Binding. (h) Anti vibration rubber pad should be used unde Air cooled chiller for controlling vibration. Operational atmosphere - Heavy/Dust/Sandly/corrosive/ salty, operation temperature (-) 15°C to +75°C. Tensile strength minimum 105 Kg/Cm2 load increments from 2600 to 8000Kg metal part specification - steel IS-226
(v) The refrigerant to be used in the HVAC System shall be Non- CFC and Non-HCFC based (R-134 A or Superior)and shall be meeting all environmental safety stipulations as laid down by the Government of India as on date.
(vi) Panel for electric connection of plant room is consider in external electric supply sch. contractor has to do all plant connection from this panel in this HVAC schwith out any extra cost. All other works for the complete HVAC system shall be the responsibility of the contractor. The Unit rate quoted for this item shall be deemed to be inclusive of all items, sub systems, and incidental works.
(vii) The contractor should get the plant installed only by any one of the original equipment manufacturers eg.Voltas/DIAKIN /Carrier/TRANE/HITACHI/LG/ BLUE STAR with their own makes or with their recommended makes of complete components/items. Provision of combination of various items of different manufacturer of above or their recommended makes or any other makes is not acceptable. The contractor shall intimate the name of OEM namely Voltas/ DIAKIN/Carrier/TRANE/HITACHI/LG/ BLUE STAR and submit a certificate from the OEM confirming that the entire AC plant work shall be got executed with their recommended make through them/ their accredited agencies, within one month of placement of work order for AC on the contractor.
(viii) The capacity of plant capacity shall be based on manufactures design but it shall be of 3 units (2 working and 1 standby) each capable of meeting 50% of full load capacity of heat load independently.
(ix) The first fill of all consumable items including refrigerant, compressor oil, lubricant, etc shall be provided by the contractor. The contractor shall also be responsible for making up / replenishing these consumables upto phase II testing and the defect liability period is 2 years after phase II testing.
(x) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become department property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequent use by the department.
(xi) A tentative BOQ with minimal specification is given below, as APPENDIX 1 purely for facilitation of appreciation of Design methodology to be generally adopted by the Contractor and for preliminary estimation. The quantities given are approximate and are as assessed. The Contractor to specifically note that no financial adjustment for variation in quantities (Plus or Minus) shall be done. The Work shall be executed purely based on approved design as elaborated here-in-before.
SCHEDULE 'A' PART - II (Ref & AC) OUT SOURCING SERVICES (1st YEAR AFTER COMPLETION OF PHASE-I)
Providing services for operating including general maintenance with 01 AC Mech (Skilled) per shift of 08 Hours for three shifts in a day i.e. 3 shifts per day (including Sunday and Holidays) for the Sch 'A' Part-I Air Conditioning plants and equipments complete all as directed. Notes:- (i) Contractor has to provide all necessary tools for general maintenance and check up and two uniform to every operator, one No first aid box, cotton waste, wipping clothes to each installation under schedule, required log sheets for noting down daily readings and sweeping instruments and the cost thereof deemed to be included in the quoted rate. (ii) The rate is inclusive of operating etc with other related equipments of the installations, reporting of fault immediately and switching on plants and equipments as per time schedule where applicable including cleaning of inside and outside areas of the respective installations and general cleanliness of surrounding area complete all as specified and directed by the Engineer-in-charge and the cost thereof deemed to be included in the quoted rate. (iii) The time schedule for shifts shall be 0600 Hrs to 1400, 1400 Hrs to 2200 Hrs, 2200 Hrs to 0600 Hrs. (iv) The installations shall be manned round the clock without any interruption. (v) Cleaning of inside and out side of the installation and check oil level in the oil separator on daily basis, and check the system operating pressure and temperatures to ensure proper operating conditions and the cost thereof shall be deemed to be included in the unit rate quoted against this item. (vi) Contractor shall maintain temperature of AC plants and AHU's as per direction of Engineer-in-Charge or his rep within design limit as specified in PS. (vii) The operator should be well qualified, convergent with AC plant and the system running in it. Contractor will impart training to update the manpower deployed one in a month regarding operation of plant. (viii) Rates quoted for this items are inclusive of the cost of consumeable parts if any required as per manufactureer instruction for smooth running of the plant.
Providing services for operating including general maintenance with 01 AC Mech (Skilled) per shift of 08 Hours for three shifts in a day i.e. 3 shifts per day (including Sunday and Holidays) for the Sch 'A' Part-I Air Conditioning plants and equipments complete all as directed. Notes:- (i) Contractor has to provide all necessary tools for general maintenance and check up and two uniform to every operator, one No first aid box, cotton waste, wipping clothes to each installation under schedule, required log sheets for noting down daily readings and sweeping instruments and the cost thereof deemed to be included in the quoted rate. (ii) The rate is inclusive of operating etc with other related equipments of the installations, reporting of fault immediately and switching on plants and equipments as per time schedule where applicable including cleaning of inside and outside areas of the respective installations and general cleanliness of surrounding area complete all as specified and directed by the Engineer-in-charge and the cost thereof deemed to be included in the quoted rate. (iii) The time schedule for shifts shall be 0600 Hrs to 1400, 1400 Hrs to 2200 Hrs, 2200 Hrs to 0600 Hrs. (iv) The installations shall be manned round the clock without any interruption. (v) Cleaning of inside and out side of the installation and check oil level in the oil separator on daily basis, and check the system operating pressure and temperatures to ensure proper operating conditions and the cost thereof shall be deemed to be included in the unit rate quoted against this item. (vi) Contractor shall maintain temperature of AC plants and AHU's as per direction of Engineer-in-Charge or his rep within design limit as specified in PS. (vii) The operator should be well qualified, convergent with AC plant and the system running in it. Contractor will impart training to update the manpower deployed one in a month regarding operation of plant.
