Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder. The Tender processing fee shall not be refundable.

The employer reserves the rights to reject one or all Tender without assigning any reasons and Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for these costs

The employer is not responsible for any delay in accessing E-Procurement Portal

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

As per Government order LD/300/LET/2006 Bangalore dated 1.01.2007 nad Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

Successful bidder has to furnish 0.1% of award contract amount as insurance during entering in to agreement.

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval and all the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise tender will be rejected.

Materials required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work.

Contractors should be registered with KPWD Class III and above Registration

To qualify for award of this contract, each tenderer should give all details and documents as per KW-3 and Work should be carried out as per KW-3STD attached with tender .

The period of completion of this work is 6 Months & the eligible contractor should maintain the work for One YEAR after the successful completion of the project.

Contractors has to upload the EPF Registration and Contractors has to submit their labour EPF details with every Running Bill. Contractor shall bound to comply the prevailing rules and regulations with regard to the EPF Contribution rules and any modifications thereof before and after execution of agreement

Estimate rates are excluding GST as per govt Circular No:FD 417 Exp-12/2024, Banglore Dtd:09.08.2024 and prevailing GST (18% of amount put to tender) amount is kept in form of Lumpsum in sanctioned estimate. Therefore amount put to tender and ECV amount are excluding GST. But the itemwise rates do not include GST. Hence GST will be paid separately for the Executed amount accordingly.

The GST shall not be paid in the extended period of contract for which the Contractor alone is responsible for delay as determined by the authority while granting the extension of time. The Government and the Contractor are abide to any increase or decrease in GST during agreement period

The successful Tenderer shall deliver to the Employer a Security deposit in the prescribed form in the favour of the Executive Engineer, PWD Division, Hassan, given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract.

The FSD payable at the time of executing agreement, will be refunded only after successful completion of Defect Liability Period

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured according to ENVIRONMENTAL MANAGEMENT SYSTEM (EMS ISO 14001:2015) & QUALITY MANAGEMENT SYSTEM (QMS ISO 9001:2015) Policies, so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Formation levels and other data furnished are bare minimum, the contractor should make all efforts to validate and to get additional data if required at his own cost.

Contractor should take all precautions to ensure that no damage is caused to the existing public/ private properties which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

The Contractor should upload original scanned copy of Purchase invoice/RC Book/Sale Deed duly attested by Notary along with original purchase invoice/Ownership transfer in RC book/Hire or Lease Agreement duly attested by Notary along with original purchase invoice or RC book

Contractors are responsible for ensuring Safety and also whole & Sole responsibility for any injury or risk factors of workers

Bankers Certificate for the stipulated amount as per clause 3.3 (b) should be submitted in the format as prescribed in the bid document (Section-3 Clause 1.10) only. Otherwise tender is liable for rejection.

The Contractor has to establish Field laboratories and should furnish the documents for having required lab testing equipments.

The quantities for the necessary deviation road and cofferdam are provided on a one-time basis in the BOQ and any additional quantities required for completion of the work shall be deemed included in the contractors rates no extra payment shall be admissible and such works shall be executed at the contractors own cost and risk

Confirmations to LOC and work done Certificates uploaded in e-Proc should be received to this office, EE, PWD, HASSAN DIVISION, within 15days from the date of receipt of confirmation request letters to concerned Departments/Banks, otherwise LOC and Work done will be considered as, Not Confirmed and Bids will be Considered for Rejection.

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

ITT Clause 3.6 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under : Assessed available tender capacity:(AxNx2.5 -B ) should be greater than or equal to Rs80.70 lakhs where A-Maximum value of works executed in any one year during the last five years taking into account the completed as well as works in progress. (Updated to 2026-27 Price level) N-Number of years prescribed for completion of the works for which tenders are invited-6 Months. B-Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 6 Months. (Period of completion of the works for which tenders are invited)
