The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years i.e. 2022-23,2023-24 & 2024-25, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year i.e. 2021-22 shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note:- Audited balance sheet of the fourth previous year i.e. 2021-22 can be considered only when balance sheet of the previous year i.e. 2024-25 is yet to be prepared/ audited and it shall be certified by CA in Annexure VIB. For this purpose Standard format is attached. Non submission of Annexure VIB certificate, or submission of Annexure VIB certificate either not properly filled in, or in a format other than the prescribed format shall lead to summary rejection of your offer.
As per official Gazette Notification from "The Institute of Chartered Accountants of India( ICAI) (Set up by an Act of Parliament) dated 02/08/2019,Unique Document Identification Number (UDIN) has been made mandatory from 1st July, 2019 for all Audit/Assurance/Attest function. 'ICAI has conceptualised and implemented an innovative concept called Unique Document Identification Number (UDIN). ICAI at its 379th Council Meeting held on 17th - 18th December, 2018 made generation of UDIN mandatory for every signature of Full time Practising Chartered Accountants in phased manner for the following services: 1) All Certificates with effect from 1st February, 2019 2) GST and Income Tax Audit with effect from 1st April, 2019 3) All Audit and Assurance Functions with effect from 1st July, 2019 Therefore, UDIN is being made mandatory for all Audit and Assurance Functions like Documents and Reports certified / issued by full time Practising Chartered Accountants from 1st July, 2019'. Any document verified by CA but not having UDIN No. (Wherever applicable) shall not be considered.
The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month i.e. 30.11.2025 previous to the one in which tender is invited i.e. Dec-2025: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender.
Definition Of Similar Work : - Similar work means any track works by manually or mechanical means involving deep screening or TSR or TRR or Casual renewals or TWR or Turn outs or dismantling of tracks etc.

As per this check list mentioned in the following sub-para; Documents in prescribed format as per applicability shall be submitted duly filled & signed by the Tenderer. Non submission of these documents shall be led to summarily rejection of Bid.
Work Completion Certificate shall be submitted in reference to para 10.1 of Tender Form Second Sheet of ITT.
In case of newly formed partnership firm/existing partnership firm, if any one or more partners quit the partnership firm/existing partnership firm if any new partner(s) joins the firm without any modification in the name and PAN/TAN no. of the firm; The tenderer shall submit along with his bid all the relevant documents which include copy of previous partnership deed(s), dissolution deed(s) and proof of surrender of PAN No.(s) in case of dissolution of partnership firm(s) etc.
The original Bank Guarantee if any should be delivered in person to the official nominated i.e. Inward/outward Section before closing date for submission of bids (i.e. excluding the last date of submission of bids). Bank Guarantee Bond shall be issued from any scheduled commercial bank of India on non-judicial stamp paper as per The Stamp Act of the concerned State & should be in the name of the Executing Bank.
In case of other than Company/Proprietary firm, Annexure -V(A) shall also be submitted by each member of a Partnership Firm / Joint Venture (JV) / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc. as the case may be.
Tender Form (First Sheet) in Standard format shall be uploaded by the tenderer. The tender form shall be purchased and submitted only in the name of the JV and not in the name of any constituent member.
The tenderer shall clearly specify whether the tender is submitted on his own (Proprietary Firm) or on behalf of a Partnership Firm / Company / Joint Venture (JV) / Registered Society / Registered Trust / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc. The tenderer(s) shall enclose the attested copies of the constitution of their concern and copy of PAN Card along with their tender. Tender Documents in such cases are to be signed by such persons as may be legally competent to sign them on behalf of the firm company, association, trust or society, as the case may be.
All constitutional concern documents in Standard Format shall be uploaded by the Tenderer in reference to Para 14. ii. (a to g) 17.14.1 to 5 & 18 of Tender Form Second Sheet of ITT as per applicability.

The facility for online verification of Bank Guarantees(BGs) through the Structural Financial Messaging system (SFMS) has been enabled. Kindly refer to the Railway Board's letter (2020/ACII/9/6/e dated 07.04.2022) details as prescribed in tender documents as well as the above cited Board letter must be incorporated into the SFMS while issuing Bank Guarantees by vendors/contractors in favour of the railway. It is mandatory if submission of BG be in form of security deposit (during tendering) as well as performance guarantees (after award of work).
