The tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual tumover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderer shall submit the requisite information as per Annexure-XIII of Tender document, alongwith the copies of Audited Balance Sheet duly certified by the Chartered Accountant/ Certificate from Chartered Account duly supported by Audited Balance Sheet.
Bidder must be a Telecom Regulatory Authority of India (TRAI) approved Telecom Service Provider (TSP) having its own operational 4G/5G or above technology based mobile cellular network in all over India within the jurisdiction of Indian Railways, KRCL and DFCCIL trains ply alongwith IR office locations.In case the bidder doesn't have its own operational network with 4G/5G or above technology based cellular services in all the telecom Circles/ Metro Service Area of India, it must have arrangement with other operators for the telecom circles where it doesn't have its own network to cover all Divisions, Zones, Production Unit and Railway tracks of Indian Railways, KRCL and DFCCIL train ply and offices of Indian Railways. Bidder to enclose document of any such understanding (when bidder is not having its own operational network in all the telecom circles/metro service area) along with the offer.
Bidder must fulfil all Technical conditions and Requirements as per Item No. 3.2 of Tender Document including Annexure-XI
