“Installation of Rail Welding Plant (Pkg-III)” for Installation of 1.2 MTPA Universal Rail & Structural Mill at Bhilai Steel Plant, Bhilai .

• The Bidder should fulfill the following eligibility criteria: A-1: Technical Eligibility Citerion 1. The bidder (sole or consortium) should have carried out design, engineering, supply, erection/supervision of erection, commissioning/supervision of commissioning of ‘at least one stationary Flash Butt Rail Welding Plant and integrated rail handling system like synchronized overhead telpher/hoists system for handling of minimum 100 meter rails’ in India or abroad either under the same or different work orders in the past as on the date of NIT. Design under this para would mean basic data /basic engineering. OR In case any Indian Bidder does not satisfy the technical eligibility criteria, stipulated at Sl. No. 1 above on its own, the bidder can also submit their bid based on technical strength of its Holding Company/ any of its Holding Company’s subsidiaries provided the bidder along with its Holding Company/ any of its Holding Company’s subsidiaries fulfils the eligibility criteria mentioned under Sl. No. 1 above. In this regard the following shall be submitted by the bidder: i) The Bidder should submit documentary proof of its established relation with its Holding Company/ any of its Holding Company’s subsidiaries. ii) A letter of undertaking/ comfort letter from the Holding Company/ any of its Holding Company’s subsidiaries for technical support as required till the successful completion of the project. The comfort letter should be for this project, mentioning the areas of technical support to be extended to the bidder by its Holding company/ any of its Holding Company’s subsidiaries. Self-attested copies of following documents shall be submitted by the bidder in support of the above criteria clearly mentioning the parameter asked for: i) Work order /any other letter of award of work /Contract document /Purchase order issued by the client. ii) Completion certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client showing completion of the above job. The bidder should submit an affidavit/self-attested declaration stating that the eligibility documents furnished by them are genuine.

• 2. In case the bidder is in a consortium: a) One or more of the consortium members (maximum four consortium members are permitted) can either individually or together, fulfil the criteria of Para-A-1: Sl. No. 1 above. b) The responsibility of design/engineering, supply, supervision of erection, commissioning/ supervision of commissioning should be taken up in the responsibility matrix by the respective members who fulfil the criteria as per Para-A-1: Sl. No. 1 above. c) For taking up the remaining jobs, the concerned consortium member(s) should have commensurate experience of civil, structural, erection/ supervision of erection under the same or different work orders in projects totaling value of minimum Rs.150 Crores. d) Leader of consortium should be consortium member having maximum job or share of work in value terms or technology supplier having minimum 20% of job or share of work in value terms. Bidder is to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member in value terms of total contract value. Self-attested copies of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above: i) Work order /any other letter of award of work /Contract document /Purchase order issued by the client*. ii) Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client* showing completion of the job; corresponding to 2(i) above. Each member of consortium should submit an affidavit/ self-attested declaration stating that the eligibility documents furnished by them are genuine. OR

• A- 2. Technical Eligibility Criterion To promote self-reliance in Indian Iron & Steel Sector by incentivizing the adoption, development & scale up of Indigenous Technologies across all stages of Steel manufacturing, following clauses will be applicable for eligibility: 1) Bidder can participate as indigenous technology provider. In cases where technology and proof for earlier basic engineering, supply and commissioning is available with bidder (indigenous technology provider) but does not match the present capacity requirement, following conditions will be applicable: i) The bidder should have carried out Basic Engineering, supply and commissioning of following in India or abroad either under the same or different work orders in the past as on the date of NIT: • At least one stationary Flash Butt Rail Welding Plant of minimum 0.3 Mtpa (million tonnes per annum) capacity (30% of proposed capacity of 0.9 Mtpa) OR 22500 Weld joints per annum (i.e.30% of envisaged approx 75000 weld joints per annum in proposed plant) “AND” • Integrated rail handling system like synchronized overhead telpher/hoists system for handling of minimum 100m rails. The above plant/ facilities should be in continuous operation and giving satisfactory performance for a minimum period of one year prior to date of NIT. ii) The Bidder should have demonstrable tie up with experienced OEMs (Technology supplier) of Rail Welding Plant (consisting of Flash Butt Welding Machine for rails, Straightening Machine for rails, Grinding Machine for rails and Telphers for handling rails). The OEMs should have previous experience of completing supply of above items in a Rail Welding Plant and documentary evidence to be provided by the OEMs. iii) The bidder should have experience of detailed engineering of a rail welding plant of at least 0.675 Mtpa capacity (75% of proposed capacity of 0.9 Mtpa) OR 56250 Weld joints per annum (i.e.75% of envisaged approx. 75000 weld joints per annum in proposed plant) in the past as on the date of NIT. The above plant/ facilities should be in continuous operation and giving satisfactory performance for a minimum period of one year prior to date of NIT. Following documents shall be submitted by the bidder in support of above : a) Documentary proof (self-attested copies of Work order/ any other letter of award of work/ Contract document/ Purchase order/any other relevant document issued by the client*) to establish above experiences. b) Commissioning certificate/ Performance certificate/ Completion certificate/ Final acceptance certificate/ any other documents issued by the client* showing completion of the job for the above order. c) Notarized copy of Memorandum of Agreement/ MOU/ comfort letter / any other documents for tie ups with the vendors.

• The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine. OR 2) Bidder can participate as indigenous technology supplier. In cases where technology is available but no reference for earlier supply is available with bidder (indigenous technology supplier), following conditions shall be applicable: i) The indigenous technology supplier should have done detailed engineering for at least 3 out of the following 4 equipment/ system (matching at least 75% of the features) of proposed Rail Welding Plant project : a) Online Stationary Flash Butt Rail Welding Machine. b) Synchronized hoists/Conveying System for minimum 100 meter rails. c) Rail Grinding Machine (Stationary automatic/semi-automatic type)/ Rail Straightening Press d) Heat Treatment of rails/Cooling of post weld joints of rail. The above plant/ facilities should be in continuous operation and giving satisfactory performance for a minimum period of one year prior to date of NIT. ii) The indigenous technology supplier should have done detailed engineering matching 100 % of the following critical features of the proposed project: a. Synchronized hoists /Conveying System for minimum 100 meter rails. The above plant/ facilities should be in continuous operation and giving satisfactory performance for a minimum period of one year prior to date of NIT. iii) The Bidder should have demonstrable tie up with experienced OEMs (Technology supplier) of Rail Welding Plant (consisting of Flash Butt Welding Machine for rails, Straightening Machine for rails, Grinding Machine for rails and Telphers for handling rails). The OEMs should have previous experience of completing supply of above items in a Rail Welding Plant and documentary evidence to be provided by the OEMs. iv) The bidder shall provide demonstrable evidence of technology availability by fulfilling at least one of the following criteria: • Granted Patents: Submission of patent certificates or documentation evidencing ownership of patented processes and equipment designs. • Acquired Technology: Valid agreements or documentation establishing the acquisition or licensing of proven technologies from reputed technology providers, including scope, duration, and rights of use.

• Following documents shall be submitted by the bidder in support of above: a) Documentary proof (Self attested copies of Work order/ any other letter of award of work/ Contract document/ Purchase order/any other relevant document issued by the client#) to establish above experiences. b) Commissioning certificate/ Performance certificate/ Completion certificate/ Final acceptance certificate/ any other documents issued by the client# showing completion of the job for the above order. c) Notarized copy of Memorandum of Agreement/ MOU/ comfort letter for tie-ups / any other documents for tie ups with the OEMs. # Client here would mean any one with whom technology supplier (bidder) had signed the contract for a particular scope of work. The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine. OR 3) In cases where no Indian technology is available, a foreign technology supplier satisfying technical qualification criteria of Design, supply, supervision of erection & Supervision of commissioning, as per Clause A-1,S.No.1 and committing to transfer technology, including training and handholding to an Indian Central Public Sector Enterprise (including the procuring entity), within three years, shall be eligible to bid and shall be considered as deemed class – 1 supplier irrespective of percentage of Domestic Value Addition. 4) Consortium bidding is allowed. Bidder has to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member. Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine. B. As per Domestically Manufactured Iron & Steel Products Policy-2025 (Revised in May 2025, subsequent clarification issued by Ministry of Steel (MoS) and SAIL project directorate), the minimum domestic content (%) of Capital Goods* should be 45 %. (Except for the case where foreign Technology Supplier satisfying A-2, S.No.3 of Technical Eligibility criteria) * For the purpose of this project, capital goods shall mean supply of plant & equipment including technological structure and refractories as defined within the project scope. Bidder shall i) Self-certify the local content as per form-1 pertaining to Appendix-A and Appendix-B as defined in the DMI & SP policy, at the time of bidding. j) Provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practising cost accountant or practising chartered accountant (in respect of suppliers other than companies) declaring that the capital goods (Appendix-B) to be used in iron & steel industry are domestically manufactured in terms of the domestic value addition prescribed. (Refer DMI &SP Policy dated 26.05.2025).

• 3. Financial Eligibility a) The average annual financial turnover of the bidder during the last three consecutive financial years ending 2024-25 shall be at least Rs.175 Crore. (Rupees one hundred seventy five crore only). b) In case of consortium bidding, Minimum Turnover requirement for each consortium member = Rs. 175 Crore (or equivalent in foreign currency) × % of scope of work in value terms of total contract value declared in Consortium Agreement (MoA). c) The bidder (each member of the consortium; in case of consortium bidding) shall submit audited annual financial reports for last three (3) consecutive financial years ending 2024-25 in support of the above. d) Net worth of the bidder should be positive in the financial year ending 2024-25 as per the Audited annual accounts. For consortium bidding, net worth of each member of the consortium should be positive in the financial year ending 2024-25 as per the Audited annual accounts. e) A technology shall be deemed to be Indigenous technology if, at least 51 % of the entity's equity is held by Indian residents and the IPR is owned or co-owned by an Indian entity or licensed exclusively to them and the core engineering R&D, and project execution capabilities reside in India. In support of this, the Bidder shall submit certificate from authorized agency. f) Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.2019 onwards, shall contain the Unique Document Identification Number (UDIN). g) Bidder should submit self-declaration in the prescribed format (Annexure-7 of ITB of section II of SBD) that No Corporate Insolvency Resolution/Liquidation Process have commenced against them under National Company Law Tribunal (NCLT). For Consortium Bidding the same applies to all members of the consortium.In compliance to "Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017 of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium. Bidder to submit eligibility documents in line with clause 22.5 of ITB of Section-II of SBD.
