CERTAIN REPAIRS TO LIFTS INCULDING MANNING AND OPERATION OF LIFTS MAKE MONARCH AT NAVAL DOCKYARD UNDER GE (NW) KUNJALI

Dismantling and taking out all existing old defective sensor and supply and fixing INFRA RED safety edge sensor with power unit fitted on car door to safe guard passengers entering and leaving the lift complete all as specified and directed by Engr in Charge.

Replacement of old unserviceable hall push button assembly with new hall push button assembly and including control/electric connection complete with illuminated push button and direction indicator with 7 segment LED display with LPI/ LPC card of stainless steel face plate to match with the existing card/ control system, including cutting of wall and making good disturbed surface with masonry work to match with existing surface complete all as specified and directed by Engr in Charge.

Disconnecting and taking out unserviceable Car Operating Panel (COP) assembly along with LCD and supply,fixing and testing new car oprating panel assembly complete with illuminated push button for floor position,alarm, non stop ,door close , door open, cabin fan, cabin light, stop, attendant out key etc and including direction indicator with 7segment display with CPl card and staintess steel face plate duly connecting with existing control and electric system complete all as specified and directed by Engr in Charge.

Dismantaling and Taking out all defective batteries from Existing ARD and supply and fixing new maintenance free batteries sutaible for ARD including necessary connection like battery terminals of brass and copper lead heavy duty to connect the battery terminal of 12 V DC, 17/18AH (04 nos batteries) for each ARD complete all as specified and directed by Engineer-in-charge

Taking out existing fittings and Supply and fixing in lieu new LED light fittings, 3 Watt complete with and including LED, all accessories fixtures complete all as specified and directed by Engr in Charge.

Replacement of defective unserviceable control card microprocessor based drive compatible to existing VVVF drive complete all as specified and directed by Engr in Charge.

Replacement of car cabin fan from car cabin and supply and fixing of new cabin fan non-oscillating type axial flow single speed 300mm sweep 240 volts ISI mark with grill complete all as specified and directed at D &G department and certain other lifts of naval dockyard complete all as specified and directed by Engr in Charge.

Manning & Operation of electrically operated lifts fully automatic/ manual lifts of capacity 13 passengers/ 06 Passengers/ 08 Passengers/ Goods lifts of any capacity to serve any number of floors 08 hrs daily in one shift from 0830 hrs to 1630 hrs excluding Sundays & holidays, by employing Rescue cum lift attendant excluding Sundays and alternate Saturdays, including taking care from any pilferage, theft or damage of lifts etc complete all as specified and directed by Engr in Charge for the following buildings:-

Note for Ser item Nos 8.00 to 19.00 :- (i) Passes will be processed alongwith (after verification on signed certificate, Pass shall not be granted without submission of qualification proof & experience certificate for lift operator. In case of OEM,qualification shall be verified by Engineer-in-Charge before issue of passes. (ii) Each lift operator should be provided with uniform and items required for cleaning of cabin like cleaning solution, cloths, plastic chair etc. (iii) List of lift operator cum rescue operator employed should be submitted along with Police verification, Educational qualification, address proof, bank account details, experience, training certificate and getting approval from Engineer-in- charge before incorporating in work.

(iv) Lift operator should have practical experience and shall posses through knowledge to rescue the passenger in case of emergency if anybody gets trapped in lifts with help of lift operator. (v) Contractor shall submit ID proof, Residential proof, Bank A/C details to department and obtain approval of Engineer-in-Charge before employing a person as Operator (vi) Payment to employees shall be done by crossed cheque through Aadhaar linked bank account only and it shall not be less than minimum fair wages as per act in vogue. In case payments are made in current coin or currency notes, contractor shall submit certificate alongwith undertaking of employee that asking for payment other than by cheque or by crediting in the bank account of the empolyee. The contractor shall submit proof to Engineer-in-Charge before claiming any payment. (vii) Lift operator (semi skilled) shall be available with lift cell as per the shift timings specified in the tender and he will report to JE E/M in-Charge or Lift Cell in-Charge. In case of emergency he will function according to their direction. If he is found absent or moved without intimation to the in-Charge of Lift Cell or JE E/M he will be treated as absent for the said shift and recovery to this effect for Rs 1500/- per shift shall be affected. (viii) Payment as per quoted rate shall also be deducted in addition to the penalty as specified above. (ix) In case of malfunctioning if any noticed, lift operator shall intimate to the lift cell.

(x) In case of any necessity for rescue operation or accident, Rescue Operator shall be capable of rescuing the passenger and reacting to the situation (accident etc) Rescue operator engaged for rescue operation shall immediately attend the complaint within 30 minutes failing which penalty at Rs 500/- per hour or part thereof shall be levied (xi) Contractor shall submit the labour licenece VAT as applicable as per latest laws/acts & Copy of GST Regn registered number issued by concerned authority. (xii) Insurance coverage, compensation if any applicable or necessitated due to mis operation of lift shall be the responsibility of contractor. The quantum of compensation shall be assessed based on the BOO composing of Lift Inspector of Maharashtra State, representatives of both agencies carrying out M&O works and routine maintenance work of lift and members from department. (xiii) Contractor has to submit proof of payment of EPF subscription made by him as applicable as per latest laws/acts alongwith RAR failing which RAR will not be progressed for payment.

(x) The rates quoted by the contractor shall be deemed to be included provision of all latest labour laws / regulations including all relevant taxes as applicable. (xi) The bidders are advised not to quote rate less than minimum fair wages as circulated by competent authority . If the quoted amount is less than the estimated cost item Nos 8.00 to 19.00 i.e Rs. 54,57,034.00. the lowest bidder will have to depost FDR/BGB as elaborated herein after in favour of Accepting Officer within 07 days of opening of financial bid (cover No 2). (xii) The deposited amount shall be the difference between estimated cost i.e Rs. 54,57,034.00 and amount quoted by lowest bidder for respective item. FDR/BGB shall be released only after satisfactory completion of work. If the contractor fails to pay minimum wages to employees, the department shall have right to with hold the said amount which will be verified by GE. The decision of Accepting Officer regarding amount to be withheld shall be final and binding. The withheld amount will be utilised by GE for payment to employees if contractor fails to pay minimum wages and balance amount if any shall only be released. If the lowest bidder fails to deposit the amount as stated above within 07 days, the contractor shall be banned for 06 months & his bid shall be rejected. The contractor shall submit 03 Nos of BGNs/FDRs of equal amount as mentioned above. The BGBs/FDRs validity shall be for 04 months, 08 month & 12 months respectively for the purpose of encashment release as the case may be. (xiii) The rates quoted shall be inclusive of suitable reliver whenever necessary as required and directed by the Engineer in charge.
