Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The cost of the Tender processing fee shall not be refundable

The employer is not responsible for any delay in accessing E - Procurement Portal

Contractors should be registered with KPWD Class II and Above Registration

Royalty on construction materials will be deducted as per prevailing Govt. orders

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-4 K.P.W.D. and further orders there on

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5 percent of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 & 29.1 of ITT and Clause 44 of the Conditions of Contract

Contractor should establish a fully functional laboratory at site at no extra cost in order to carry out all the required tests for the materials being used in the project

Contractor should adhere to HSE policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Division, Mandya during office hours on all working days.

Materials like bitumen, steel, cement etc., required for the work shell be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost

The contractors assessed available tender capacity will be calculated as per the clause 3.5 of STD tender document Attached

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conyence of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer - in - charge of this work

Contractor should follow strictly the prevailing rules of labour act

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured according to ENVIRONMENTAL MANAGEMENT SYSTEM (EMS ISO 14001:2015) & QUALITY MANAGEMENT SYSTEM (QMS ISO 9001:2015) Policies, so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

The tenderer who quotes amount less than amount put to tender should pay difference amount in the form of FDR purchased through any nationalized bank payable at Mandya only in favor The Executive Engineer at the time of execution of the tender agreement.

One Lakh Rupees of the specified EMD should be paid in any one of the forms mentioned in Clause 13.1. Bank Guarantee/e-Bank Guarantee as per circular of Finance department GOK letter no:FD 5 EXP 12/2023 Dt:15.05.2023 must be given for the remaining amount in prescribed format. The copy of the Bank Guarantee must be scanned and submitted along with the Technical bid

Note:- If any postponement of receipt date of tender, the same will be published in the e-procurement portal

All the originals of uploaded documents in e-portal should be produced within 7 working days from the date of opening of Technical Bid at the Division Office, failing which the tender is liable for rejection. No separate communication will be made in this regard, failing which action will be taken as per tender conditions and registration rules

The contractor who participates in tenders for more than one work for which tenders are invited in this IFT, the tenderer must fulfill all the conditions and criteria cumulatively for the participated works

LOC / K-form for the stipulated amount should be submitted in the format as prescribed in the bid document only. Otherwise tender is liable for rejection

The returns submitted to the Income Tax Department. shall be uploaded or shall be produced at the time of verification of original documents at Division office

Regarding Appealing Aggrieved contractors may appeal to the prescribed (Appellant) authority within 30 days as per KTTP and appeal should be through e-proc only as per Govt.order No:pwd/445/CRN-2024(E) Bangalore DT.14-08-2024. Same will not be considered if appeal through Letters

Period for completion for the work is 6 months (including Rainy season)

GST at 18Percent shall be paid to the tendered amount separately.

Price escalation shall not be paid in the extended period of contract for which the contractor alone is responsible for the delay as determined by the authority while granting the extension of time.

Turn over and Profit and loss statement without UDIN Number will be rejected.

B-Value of existing commitment details should be submitted. Else the ongoing works available in the e-portal will be considered as a whole.

The Defects Liability Period is 365 days

Technical Criteria

General

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded
