Procurement, installation & commissioning of rotary screw electric driven air compressor, 500 CFM

Eligibility shall be as per attached SPECIAL CONDITIONS OF TENDER attached.

The tenderer should provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer and has adequate plant and manufacturing capacity and has a Quality Assurance Programmed. The information as per Annexure - 2 under Northern Railway Bid Document Part-I may please be furnished. The manufacturer shall have valid ISO 9001 certificate on the date of closing of Tender and a copy of same shall be submitted along with the bid. Air compressor shall be in the scope of ISO certificate.

The bidder/ manufacturer must have supplied at least 05 nos. similar machines in last 03 years (to be reckoned from the original date of closing of tender). Statement of past supplies along with, (i) purchasers name and (ii) address, (iii) email address and (iv) phone/fax number of purchaser, (v) purchase order (PO) or supply order number and (vi) PO date (vii) along with the copies of purchase order (PO), (viii) quantity supplied (with proof of supply), (ix) date of supply and (x) their commissioning date shall be submitted with the offer. Copies of POs/commissioning/performance certificate submitted shall also indicate the parameters/ specification of subject machine to prove same/ similarity aspect of the machine as mentioned in para 3 below; technical specifications of the machine from the related document of the PO may be attached to supplement the PO in regard to the respective parameters of similarity aspect of the machine. Specifications attached shall have linkages to the PO.

For the purpose of similarity, similar machine required under clause 2 means Diesel /Electric driven rotary screw air compressor 300 CFM/8.5 Kg/cm2 with same or Higher configuration /capacities in reference to quoted model.

The tenderer shall, in their offer, submit performance certificate of 05 nos. of such air compressors (which are counted for the purpose of clause 2 above) supplied in the last three years and the machine covered by these certificates must have worked satisfactorily for at least one year from the date of commissioning as on the original date of closing of tender. The Certificate shall not be older than one year from the original date of closing of tender. The performance certificate issued after original date of closing of tender (in cases where tender closing date has been extended) are also acceptable however the machine must have completed one year of satisfactory working after date of commissioning as on original date of closing of tender. The performance certificate submitted by the tenderer shall have been issued by the actual end user organization of the machine, with their clear signature and address therein, in whose premises the machine is installed and commissioned. Performance certificates should be as per Annexure A1

All necessary information/ documents required for establishing reference requirement as per clause A (2) to A (4) above shall be submitted by the bidder along with original offer itself for establishing traceability of documents/entities such as manufacturer/PO/consignee/supply/Installation/ Commissioning/ performance certificate of the machine. No further clarification/ correspondence shall be sought/ entertained in this regard. In case, no information or incomplete information or illegible information is furnished by the bidder, their offer shall be summarily rejected

Non-compliance of following shall lead to summarily rejection of the offer and no correspondence in this regard will be entertained. a) The productivity requirement, as specified in clause 2.4 of Section -IV of the bid documents shall be clearly furnished. b) There shall not be any deviation from the Major parameters mentioned in clause 2.2.1 of section IV of the bid documents part-II.

In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended and in terms of clause 2.4.2 of Instructions to tenderers for e-Tender, NR ITT Rev.1.21 of April 2024 and its applicable correction slips, Public Procurement of this item is restricted to Class-I and Class -II local suppliers only. Bidders are required to indicate the Local Content in their offered product in the requisite field in the offer form.

Special attention is also drawn to para 2.4.3 of Instructions to Tenderers for Electronic Tenders, NR ITT Rev.1.21 of April 2024 and its applicable correction slips, regarding Restrictions on procurement from bidders from countries sharing land borders with India. All bidders are required to submit a certificate as per format given in Clause 2.4.3 of the said document.

Since the quantity of procurement is 01 Number, no Developmental order will be placed against this tender.

AMC/CMC : As per Technical Specification, section-V, Clause 17. Tenderers must submit the AMC/CMC charges separately in the PDF form only, along with their offer.

In terms of clause as per Para 2.4.3 of Instructions to Tenderers for Electronic tenders( ITT_Rev_1.21_APRIL_2024) regarding Restrictions on procurement from a bidders of a country which shares a land border with India, I, hereby confirm that I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India and I certify that I am not from such a country.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items.The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers ( ITT_Rev_1.21_APRIL_2024 ). If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

As para 12.0 of Instruction to tenderer( ITT_Rev_1.21_APRIL_2024), for Contract above 25 Lakhs, Security deposit (SD) Performance Security for stores contracts will be applicable 5% of contract value.

The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.

Tenderers must upload a Certificate for the offered item by OEM on OEM letter head which shall include following details: i. Name and address of the OEM. ii. Quantum of Local Content in the item offered by the OEM. iii. Details of the location(s) at which the local value addition is made. Otherwise the offer shall be summarily rejected .

Purchaser reserves the right to issue any Corrigendum to the tender up to five days prior to the due date of opening of the tender, excluding the date of opening. Tenderers are also advised, in their own interest, to regularly check, till the opening of the tender the website www.ireps.gov.in to see whether any such corrigendum to the tender has been issued or not and for submitting their e-bids or revising their e-bids.

Tenderers must upload a letter from OEM on OEM's letter head giving address of Manufacturers premises where inspection shall be done otherwise the offer will be liable to be ignored. This may be combined with letter of authorization itself.

INSPECTION : By TPI (Inspection shall be conducted by TPI agency as per Railway Board Circular No. 2022/RS(g)/779/8 dt.04/01/2023
