Survey, Investigation, Preparation of Design & Drawings, Installation, Testing and commissioning of Lift Irrigation Scheme consisting Intake Canal, Jackwell Cum Pump House, Pumping Machinery, Rising Main, Bleeders and Manifolds, Pipe Distribution Network with MS/HDPE/O-PVC pipes including Structures all along the pipe distribution network for Providing irrigation facility to 1765.0 Ha of left out area in Jamakhandi and Mudhol Taluks, Bagalkot District on Turnkey Basis

To qualify for award of this contract, each tenderer (either individual or JV Partner) in his / her name in the last five years (2021-22 to 2025-26) Satisfactorily completed (at least 90% of contract value) as a prime contractor, at least one Lift Irrigation scheme/Tank filling scheme along with Pipe Distribution network involving MS and HDPE / OPVC pipes including Structures for an ICA of 1420 Ha of value not less than Rs. 65.08 Crores. (usually not less than 50% of the amount put to tender under this contract). Work done certificate issued by an officer not below the rank of Executive Engineer of the concerned Division and Countersigned by the Superintending Engineer of the concerned circle is to be uploaded for the technical bid. The cost of completed works of the previous year shall be given a weightage of 10% per year to bring it to the price level of financial year in which tenders are invited

The intending bidder should have laid and tested minimum quantity of MS Rising Pressure pipe/Gravity pipe system of the work with following diameter of pipes in any one financial year, during the last five financial years reckoned back from 2025-26. The work done certificate should be obtained from a competent authority not below the rank of EE of the concerned division and countersigned by the SE of the concerned circle. MS Rising Pressure pipe/Gravity pipe with Inner diameter 690 mm and above for length 6.3 Km for MS Rising Main /Gravity distribution system.

The intending bidder should have laid and tested minimum quantity of MS Rising Pressure pipe/Gravity pipe system of the work with following diameter of pipes in any one financial year, during the last five financial years reckoned back from 2025-26. The work done certificate should be obtained from a competent authority not below the rank of EE of the concerned division and countersigned by the SE of the concerned circle. b)HDPE pipe with outer diameter 160 mm and above for length 57.1 Km for Pressure / Gravity distribution system.

The intending bidder (Individual) should have executed in any one year, the following minimum quantities of work during the last 5 years (i.e., from 2021-22 to 2025-26). The necessary work done certificate issued by an officer not below the rank of EE and countersigned by the SE of the same circle should be uploaded. 1 Earthwork Excavation 115500 Cum, Reinforced Cement Concrete 7000.00 Cum and Reinforcement steel 800 MT

The intending Bidder (Individual/JV)/Tie-up partner Should have supplied and successfully commissioned at least 3 numbers of VT pumps with a capacity not less than 0.29 cumecs for each pump with a head not less than 100.0 mtrs in any one year during the last 5 years(i.e., from 2021-22 to 2025-26). The necessary work done certificate issued by an officer not below the rank of Executive Engineer and countersigned by the Superintending Engineer of the same circle should be uploaded.

The intending bidder can submit bids as an Individual/ Joint Venture bidder along with Tie up of Vertical Turbine pump manufacturer. The Tie up is to be formed prior to the bidding. In case of Joint Venture bidding, the lead partner should have at least 51% partnership.Tenders from a Tie-up proposed in this bid, the bidder shall upload an agreement with only one pump manufacturer on Rs 500 stamp paper in the prescribed format which shall be concluded prior to bidding and enclosed to the bid document. For proof of the Tie up, in the Technical bid, the prescribed format under section 2 - instruction to tenderer (ITT) shall be followed (multiple tie up not allowed).

The annual turnover from all classes of civil engineering works should be costing not less than Rs 173.54 Crores, in any of the two financial years during the last five years (2021-22 to 2025-26). Audited profit and loss account certified by a practicing Chartered Accountant along with the copy of income tax returns filed for the years indicated above should be furnished. Duly mentioning UDIN on Turnover certificate (from CA). (The annual turnover of previous year shall be updated to the year of tender invitation at 10% per annum).

Liquid asset and/or availability of credit facilities of not less than Rs. 32.54 Crores(Unconditional credit lines/letters of credits/certificates from nationalized banks) for meeting the fund requirement etc. The contractor should upload necessary documents issued by the nationalized banks as per prescribed format enclosed as Annexure XIV

The qualification criteria can be satisfied by individually (adding collectively the credentials of all JV partners). All the partners should have achieved at least 25% of prescribed annual turnover (Qualification criteria), in any of the 2 financial years during the last 5 years (i.e., 2021-22 to 2025-26). Audited Profit and Loss account statement certified by a practicing Chartered Accountant bearing the UDI number along with copy of income Tax returns filed for the years indicated above should be furnished. Charted Accountants certificate without UDIN (Unique Document Identification number) will not be considered.

Bid Capacity Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. Assessed available tender capacity (AxNx1.5 - B)

Existing commitments and on-going works to be completed during the next 1.5 years (period of completion of the works for which Tenders are invited. The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in-charge, not below the rank of an Executive Engineer or equivalent.

Availability by owning at least 50% of the required / specified key and critical equipment for this work and (b) the remaining 50% can be deployed on lease / hire basis for all the works provided, the relevant documents (commitment agreements etc.) for availability for this work are furnished.
