Providing services for manning and opration of Central Air Conditioning plant of capacity 3 x 150 TR (2 working and 1 standby) chilled water plant, Chilled water pump and AHU (07 Nos) for three shifts in a day each of 08 Hours with 1 Refrigerator/ AC operator (Skilled Labor) in each Shift installed at DIPAC, Delhi Cantt. daily including Saturday, Sunday and Gazetted Holidays and various load centre as per requirement complete including cleaning daily all as specified and directed by Engineer-in-Charge. The plant shall be operated in the following manner:- (i) 1st shift of 8 hours with timings 0700 hrs to 1500 hrs. - 1 AC/ Refrigerator Mechanic in each shift (ii) 2nd shift of 8 hours with timings 1500 hrs to 2300 hrs. - 1 AC/ Refrigerator Mechanic in each shift (iii) 3rd shift of 8 hours with timings 2300 hrs to 0700 hrs. - 1 AC/ Refrigerator Mechanic in each shift Total Refrigerator/ AC Operator (Skilled Labour) per day against above location = 03 Nos Refrigerator/ AC Operator (Skilled Labour) DETAILS OF AC PLANT (a) Package chiller units 03 Nos, each consisting of 1 No 150TR along with motor and its condenser, flooded chiller, scale guard unit, microprocessor based control panel complete system . (i) Condensing pump sets along with motors - 03 Nos. (ii) Chiller pump sets Primary & Secondary along with motors -06 Nos (iii) FRP cooling towers complete with motor, fan gear box-03 Nos (iv) Compressor gas pipe line and its control valves complete. (v) Chiller water, Condenser water & Hot water pipe lines and its control valves-lot

DETAILS OF AC PLANT (CONTD..../) (vi) AHUs complete with accessories such as casing chilled water coil, hot water coil. And type of air filters, drive motors control panel etc complete -07 Nos AHUs. (vii) Expansion tanks including their insulation for chilled water and hot water system-02 Nos (viii) Electrical operated hot generator of capacity 2 x 90 KW complete with automatic and safety controls such as safety valve, purge valve, high limit cut out, automatic and manual reset, low level cut out stop controller, thermostat, heaters including its control panel - 01 No. (ix) Hot water pump set along with motor and control valves pump set-02 Nos (x) Hot water piping, insulation, fittings control valves connected between hot water unit to pump set and pump set to various AHUs-Lot (xi) Controls for AHUs comprising of three way mixing valves with modulating motor thermostat and humidistat-07 Nos (xii) Winter humidification package consisting of humidifier tank, valve, controls sight glass two bank water heater electrical panel, safety controls etc. -07 Nos. (xiii) Supply & return air ducting complete, aluminum section grills/diffusers its dampers, fire dampers complete. (xiv) Cubical type floor mounted main LT panel & APFC Panel complete consisting of control switch gear, starters of pump sets. Cooling towers and its single phase preventers, no volt and under volt protection system, meters indication lamps, capacitor banks complete-01 set. (xv) Sub control panel provided for AHUs including controls starter, meters and protection system - 07 Nos. (xvi) LT Cables from main electrical panel to compressor motor, pump motors cooling towers motors, sub panels of AHUs units-One. (xvii) 27 Nos of earth pits and earthing strips provided for panels and motors complete- One lot (xviii) Supply, return, fresh air ducts, diffusers, grills motor complete. (xix)BMS system complete computer system web based server software web server engine system integration unit for programmable & application unit.

Refrigerator /AC Operator per person per Shift as per existing rates.

Employees Provindent Fund as per existing rates as applicable.

Employees State Insurance as per existing rates as applicable.

Contribution of Bonus as per existing rates as applicable.

Over Head & Profit as applicable.

Labour Welfare Cess (LWC) as applicable.

Note for item No 1.00 to 8.00:- (a) The manning & operation and maintanance of plant under this contract shall be done through OEMs i.e.Blue Star/Trane/Voltas/ Hitachi / Carrier. The contractor will have to submit MoU on stamp paper of Rs. 100/- duly notarized as per proforma (on serial page No. 101 & 102) within seven days from date of commencement as per work order, failing which the contract will be liable to be cancelled and work will executed as per policy invouge of the contractors default. (b) The contractor shall quote the rates for deputing man power and reliever arrangement as per labour commissioners rule requirement of labours as under:- (i) 1 AC/ Refrigerator Mechanic in each shift. (ii) In case of break down, the additional manpower if required will be arranged by the contractor. The cost will be deemed to be included in Sch “A” items. (c) The contractor shall monitor the duties of all Refrigerator/AC operator during change of duty and submit report to concerned JE E/M / Engr-in-Charge, the cost of the same is deemed to be included in the quoted rates. (d) All Refrigerator/AC operator should in possession of mobile for ease of communication. (e) The mobile number to be permanently display at AC plant as directed by Engr-in-Charge and cost of the same deemed to be included in the quoted rates. (f) Plant is to maintained to achieve temp 22º C +/- 2º C and relative humidity 55 +/- 5% or as per plant designed for in case the same is not achieved the same may be communicated to JE E/M In-Charge. (g) Daily log sheet & maintenance register for plant shall be maintained. Log sheet shall be signed every shift during handing taking over the shift of duly person clearly. Record of inside temperature of Deptt to be maintained shift wise. (h) All consumables such as de scaling solution (use latest solution) having very less quantity of acid and other maintenance materials such as oil, lubricants, grease, gland packing thimbles etc will be deemed to be included in the above schedule. (j) The contractor will ensure that water is always available in make up water tank. If adequate quantity of water is not available then duty operator will lodge complaint with water supply staff/AGE E/M AC office immediately for filling of water.

Note for item No 1.00 to 8.00 (Contd..../) :- (k) The contractor will maintain a daily temperature record book of each AHU area rooms four times in each shift and to be signed by contractor rep ,user rep and Engineer-in-Charge Record book to be provided by the contractor. (l) The contractor shall provide the services of trained person with 3 years experience in similar field and documents to be submit the Engr-in-Charge for approval. (m) Staff engaged for operation/ maintenance of the installation will not leave the installation/ Plant under any circumstances, if during surprise check by the representative of Deptt., operation /maintanance staff found absent then penalty of Rs. 500/- per shift per person will be imposed and deducted from contractors dues (RAR/Final Bill). (n) The Plant operator should posses Temp & Humidity meter for inside room temp measurement, Temp & Humidity meter shall be provided by the contractor. (o) Duty roster will be submitted by the contractor before commencement of the month for obtaining the approval of JE and Engineer-in-charge. Any change in duty roster will be made by the contractor, only after approval of Engineer-in-charge. (p) Contractor should arrange proper uniform with name plate on shirt for the operators and its cost shall be deemed to be inclusive in the quoted rate. (q) The operator shall also be responible to inform any complaint of non functioning of AC Plant to the Engr-In-Charge. (r) Contractor shall made payment through authorised bank and photocopy of receipt of payment shall be attached with RAR/FB. (s)The contractor shall provide reliever of AC/ Refrigerator mechanic as per labour rules & regulations and the rates for which are deemed to be included in the quoted rate. (t) The operator shall carry out daily general routine checking of the complete system. (u)The operators are also responsible to carry out routine cleaning of the installation & plant as specified and directed by Engr-in-Charge. (v) The Refrigerator/AC operator should have knowledge of operating BMS (Building Management system)

Note for item No 1.00 to 8.00 (Contd..../) :- :- (w) The rate quoted for items of outsourcing shall not be less than minimum wages as notified by Government of India/ concerned State Government/ Local Body, whichever is higher and also not less than applicable rates for contribution of employee towards Employees Provident Fund (EPF), contribution towards Employees State Insurance Corporation (ESIC), contribution of Bonus and Labour Welfare Cess (LWC) under respective headings/ sub-items. In case the rates quoted are less than the prevailing rates/ instructions under any heading(s), the bid will be treated as Non-Bonafide/Invalid, shall be disqualified and such bids will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid/ bonafide bids only. The tender will be considered for financial evaluation only if the Section-1 (item Nos. 3.00 to 8.00) are found bonafied. (x) 'NIL' or 'Zero' Quoting against OH & Profit shall be render the bids as 'Non-bonafide' & will be rejected. (y) The GST is included in the rates quoted against all items. (x) Contractor is required to quote only upto two digits after decimal place (as per IS No. 2 : 1960) or otherwise it will be considered by rounding off to two digits after decimal place. (z) In case of tie amongst bidders, the criteria shall be applied to decide the lowest bidder for acceptance as mentioned in Schedule 'A' (BoQ) Notes. (aa) Bonus will be applicable along with manpower requirement in the tender and as per Bonus rules. The quoted rate against bonus is to be considered for payment on actual basis. The contribution toward Bonus amount is payable only after submission of valid and authentic document in support of having paid the requisite amount of bonus to the workmen. The contractor has to submit the proof of bonus at the time of claim of RAR/Final Bill. Similarly items/ sub items of ‘contribution towards EPF’ and ‘contribution towards ESIC’ shall also be payable after submission of valid and authentic document in support of proof of payment.
