Minimum Wages Payable to Contract Labour

As you are aware, under the Minimum Wages Act 1948, the Appropriate Govt. for all our establishments

is the Central Government. Accordingly, the Minimum Wages notified by the Office of Chief Labour

Commissioner (Central), Min. of Labour & Employment shall be applicable to all our establishments.

However, in case the Minimum Wages notified by a particular State Government are higher than those

notified by the Central Government for a particular period, the higher wages shall be payable to contract

labour engaged in our establishments in that State.

The Minimum Wages including basic rates and Variable Dearness Allowance as notified by the

Government Order vide notification dated 25.09.2025 for different categories of contract labour,

payable w.e.f. 01.10.2025 are given below:

The aforesaid rates of Minimum Wages include Basic + Dearness Allowance payable to the contract

labour. Kindly ensure payment to contract labour engaged at your location as per aforesaid rates w.e.f.

Please note that non-payment as per the applicable Minimum Wages attracts penalty of payment of

up to 10 times of the short payment besides prosecution of the senior officials of the Corporation.

As the aforesaid rates are based on Class of City, a list of class of cities as notified by Chief Labour

Commissioner (Central) for this purpose is given below: -

Faridabad Complex Ajmer mentioned in "A" or

Ghaziabad Aligarh "B" class of cities

Gurgaon Allahabad

Kanpur Amritsar

Lucknow Bareilly

Kindly note that Area “A” and Area “B” comprise of all the places as mentioned above and

include all places within a distance of 15 kms from the periphery of Municipal Corporation or

Municipality or Cantonment Board of Notified Area Committee of a particular place.

For the locations which are not mentioned in Area “A” & Area “B”, kindly take into

consideration the rate of House Rent Allowance being paid to the regular employees at the

location for the applicability of aforesaid Minimum Wages.

Kindly also arrange to display the aforesaid Rates of Minimum Wages at the Notice Board of

your location. The Revised Minimum Wages as notified by the State Governments will be

advised to you as and when notified by the respective State Government.
