a. Rewinding of single phase AC induction motors/transformers/coils etc.
b. Any motor/electrical item burning reported shall be attended preferably on the same day or within 24 Hrs. from reporting time. Rewinding shall be carried out at contractor works.
c. The work is to be executed as per standard practice and norms and as per instructions of engineer-in-charge.
d. Motor to be rewound with high conductivity enameled copper wire of insulation class 'F' Varnishing.
e. Any type of lathe works (if require) to be done by vendor.
f. Replacement of motor terminal blocks with original terminals wherever required.
g. Replacement of bearings (old bearings to be returned with rewound motor).
h. Scrap copper/material shall be retained by contractor.

Eligibility Criterion & Instructions to Bidders
i) Bidder must strictly comply with these instructions while submitting the offer.
ii) Bidder to categorically confirm that offer submitted is as per instructions given herein.

Bidder required to uploaded quotation in Two parts (Price & Technical Bid) in the prescribed format. No hard copy of the offer is to be sent. Scan copies of under mentioned documents are to be uploaded on the HAL eproc portal :
1 Proof of PAN registration.
2 GST Registration Certificate.
3 Firm PF & ESI certificate (if applicable).
4 MSME registration certificate (if applicable).
5 Financial standing/Solvency Certificate for minimum value of Rs.1,54,156/- from any nationalized/scheduled bank issued within the period of 12 months from the final date of submission of tender.
6 Earnest money of Rs. 7,708.00 in the form of demand draft, in favor of Hindustan Aeronautics Limited, Accessories Division, Lucknow from any nationalized / Scheduled bank of India.
7 Average annual financial turnover during last three years, ending 31st March of previous financial year, audited proof to be attached and should be at least 30% of the estimated cost.
8 Proof of experience of having successfully completed similar work during last 7 years ending last day of months previous to the one in which tender are invited should be either of the following. i) Three similar completed works each costing not less than the amount equal to 40% of the approx. estimated amount put to tender. Or ii) Two similar completed works each costing not less than the amount equal to 50% of the approx. estimated amount put to tender. Or iii) One similar works completed each costing not less than the amount equal to 80% of the approx. estimated amount put to tender.
Note: Bidders / Tenderers are requested to attach scan copies of all the relevant / required documents on e-portal, failing which tender shall be summarily rejected without assigning any reason to bidders. * Here similar work means work related repair, rewinding work of motors, transformers, electrical items etc. * In case bidder does not mention reference of documents, the documents submitted by bidders along with tender will be considered as final and no further clarification shall be asked for same.

S.N. TERMS AND CONDITIONS Remarks (To be filled by bidder)
1 The contractor shall fully acquaint himself with the scope and nature of working conditions, etc before submission of tender/offer. No claim will be considered later on the grounds of ignorance or otherwise of the conditions under which the work will have to be executed.
2 Acceptance of Tender: The Contractor shall be bound to accept the award of contract at the rates quoted/ agreed by him. Failing which the EMD of the contractor shall be forfeited and party shall be debarred/ blacklisted as per HAL-ADL rules.
3 Contract Period:The Contract shall be valid for Two Years from the date of start of work subject to site clearance with an option to extend period further on mutual consent.
4 Compensation for Delay: If the work is not completed with in stipulated date of completion, the compensation for delay shall be deductible from any sum payable to you under work order or any other contract with HAL. The compensation delay shall be @ 0.5% of total contract sum per week limited to the maximum 7.5% of total contract sum.
i) The quoted price shall be on the unit rate basis. Please note that basis of evaluation of lowest tender will be the package value of offer.
ii) The prices shall be inclusive of all taxes and duties except GST. Mention the percentage of GST clearly on contract value if applicable.
iii) The rates quoted shall be valid till completion of the work and free from variation due to increase in the cost of material, labour or any other reason whatsoever.
6 EMD :- Scan copy of DD/ pay order of EMD amount Rs. 7,708.00 is to be uploaded on the portal and original to be dispatched by post in order to reach us prior to tender closing date & time as indicated in RFQ. Failure in receipt of original EMD before tender opening will result in rejection of offer. For any postal delay HAL will not be held responsible.
7 7.1 Security Deposit:- Security Deposit shall be 10% of contract amount. It consists of two parts:
i). Performance Guarantee shall be of 5% of contract amount. EMD will be adjusted towards performance guarantee and balance amount shall be deposited in form of DD / Bank Guarantee in favor of HAL, Accessories Division payable at Lucknow within 21 days from date of acceptance or before commencement of work whichever is earlier, failling which penalty @ 2% of performance Guarantee amount per week or part thereof with a maximum penalty of 25% of performance Guaranteee amount will be levied for delay deposition. Performance Guarantee shall be refunded within 30 days of completion of work.
ii). Retention money shall be deducted at 5% from all running Bills and shall be refunded after completion of Defect Liability Period.
8 Payment Terms:- The terms of payment shall be as follows:
Payment will be made on Pro-rata basis completion of work through e-payment system. Hence, bank details are to be provided by the successful contractor.
i). GST and other Taxes shall be applicable as per rules at the time of payment.
9 Risk Clause: The contractor shall be responsible for completion of service contract as required by HAL-ADL as per contract terms & conditions. In case, the contractor fails to execute the contract either in terms of quality or quantity or if any work remains unattended within the stipulated time, HAL-ADL is empowered to take decision and get the same attended by any other Agency at the risk and cost of the Contractor. Any extra expenditure incurred in this connection will be recovered from the bills of the Contractor.
10 Contract Agreement: Successful contractor shall execute an agreement on a general stamp paper of the value of Rs. 200.00 on the enclosed Proforma. All partners of the contractor shall sign the agreement or one partner should have proper authority letter from all other partners. The authority letter has to be forwarded with the agreement. The agreement is to be executed within 30 days from the date of acceptance of work order. Any delay in execution of agreement shall attract a penal recovery @ Rs. 2500.00 per week subject to maximum of Rs. 10,000.00 (Rupees Ten Thousand only).
11 Defect Liability Period: The defect liability period for this work shall be six months after completion of work. During this period contractor shall be responsible for rectification of all defect noticed and attributed to defective workmanship in respect of the work executed.
i) Staff: Entry of staff engaged for the work shall be controlled as per HAL security rules & regulations.
ii) Material: All material whether to be consumed in the work or to be taken back later shall be entered through proper challans duly checked & entered by HAL security gate.
13 Parallel Contract: HAL reserve the rights for entering into parallel contracts with other firms/ Contractors for the same requirement if it is found necessary.
14 Validity of offer: Offer should be valid for a period of at least 90 days from the date of opening of tender.
15 General Conditions: (a) All the other terms and conditions of HAL work procedure shall be applicable to this work. (b) Required tools and tackles are to be arranged by tenderer. (c) Unsolicited letter/canvassing / post tender correction: Canvassing by tenderer in any form including unsolicited render tenders liable for rejection. (d) In any case tenderer unable to quote kindly return these document indication their liability to quote this work. (e) The undersign reserves all the right to accept/ reject any or all the tenders without assigning any reason whatsoever.
