Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderer shall abide by the Rules and regulations of this Department.

PWD Class-III contractors who can fulfil all the conditions and documents prescribed in this tender can also participate in this tender.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

All scanned documents to be uploaded shall be in original and the Conservator of Forests & Director, Bandipur Tiger Reserve, Bandipur reserves the right to verify the documents before approval.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms viz Cash or Bankers Cheque or Demand Draft, Pay Order or Bank Guarantee) for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract.

The quantity of the work may varies depending upon the available of budget grants. In case, the quantity of work increases the tenderer should carry out the increased quantity of works on approved tender rates.

Being a wildlife area, all precautionary measures should be taken by the Contractor to conserve the wildlife and protect themselves from any wildlife attacks.

The CF & Director, Bandipur Reserve / Conservator of Forests, Mysore Circle, Mysore / Principal Chief Conservator of Forests (Wildlife) Bangalore Reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

This Tender Inviting authority has the rights to do necessary changes in location of Work and Quantity of work. The successful tenderer should be abide the order passed by this Tender Inviting authority/CF& Director, Bandipur Tiger Reserve, Bandipur.

The Successful tenderer should perform Third party Inspection at his own cost and & submit all quality reports / test reports time to time.

The tenderer should arrange the transportation facilities to the labourers for the works at their cost with the prior approval of concerned Range Forest Officer/ ACFs.

Contractor should follow strictly the prevailing rules of labour Act.

All precautions should be taken by the contractor so that there are no damages to such Government/ public/ private properties.

Further particulars like detailed estimates, detailed conditions, if any, required by the Contractor can be had from the office of the Tender Inviting Authority/ Conservator of Forests & Director, Bandipur Tiger Reserve, Bandipur during office hours on all working days.

The competent Authority i.e. the TIA/ Conservator of Forests & Director, Bandipur Tiger Reserve, Bandipur reserves the right to make modification with regard to the estimate based on the field requirement and the estimated amount may vary according to the cost norms or allotments received to the concerned works.

Payment will be done based on the scrutinized and sanctioned estimates and the check measurement by the competent authority as per the forest codes.

The Conservator of Forests & Director, Bandipur Tiger Reserve, Bandipur reserves will be the final authority with regard to the evaluation of technical qualification criteria.

Each work will have to be completed within specified period mentioned in the work order.

The tenderer should provide operation and maintenance manual which should contain details about the solar power fencing. Clear instructions about the maintenance and troubleshooting, DOs and DONTs, relevant details and drawing for regular maintenance.

Tenderer will be responsible to educate the staff for efficient and effective operation of the system.

The tenderer should provide the test report from Govt testing centre or from any recognized agency with respect to their equipment during the supply and commissioning

Solar hanging fence system is required to protect the crops from wild animals especially from elephants. The principles involve the passage of a serious of electric pulses every 1 to 1.2 seconds through galvanized wires of the fence. The electric pulses are emitted by energizer unit at a very high voltage. The energizers are designed to operate on batteries which are charged by solar energy. When animal touches the fence, it causes sudden muscular spasms. This is jolt is painful but not fatal to the life of the animal. With this experience of the shock, wild/domestic animals should not dare to negotiate the fence again. Solar hanging fence system should be of standard IEC 60335-2-76 or IS-302-2-76

Insulator test report (CIPET), Energizer test report (CPRI) obtained from the Competent Authority should be provided by the tenderer.

The successful bidder is liable to maintain 9.9 KV voltage. Voltage drops must be rectified within 24 hours, with penalty for delays.

Monthly functionality reports should be submitted by the bidder.

Maintenance includes de-weeding, quick repairs, and material availability.

The successful tenderer shall be liable to maintain the technical maintenance & services for the next 5 (five) years and necessary watch and ward (one person for 4 Kms) will be provided by the department and the tenderer should maintain the tentacle fence upto 31-03-2030 at his own cost.

In case of any physical damages caused by wildlife to the solar fence, required materials will be supplied by the department, repair and maintenance work will be done by the successful tenderer at his own cost.

The Work mentioned in the tender is called on expecting the allocation of funds. Payments will be made only on basis of fund availability.

The Successful Tenderer should enter into the agreement within seven days of confirmation of the tender work in his name.

The successful tenderer should complete his work within one month from the date of work order.

If the successful tenderer fails to complete the work in the stipulated time i.e., within one month from the date of work order, then the undersigned will complete the said work at the risk and cost of successful tenderer.
