Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Depending on the requirements of the Department, the vehicle must be provided for a minimum of 26 days a month, with an average running limit of 2,500 km or 300 hours per month. Normal monthly billing will berestricted to this operational baseline.

The formal contract agreement will remain valid from the date the work order is issued up to March 31, 2027.

Whenever operational agencies demand, the driver must work on Sundays or general holidays as per the explicit instructions of the officers. No extra allowance or additional payment will be made for working on holidays.

For any mileage consumed beyond the baseline of 2,500 km per month, billing will be calculated strictly as per the extra-kilometre rates quoted by the supplier and accepted by the department.

The vehicle must be made available for a baseline period of 10 hours per day, typically spanning from 09:00 hours to 19:00 hours.

The vehicle must be maintained in excellent mechanical and aesthetic condition possessing a ground clearance of not less than 175 mm

Bidders must upload clear, legible copies of the vehicle Registration Certificate (RC Book), Comprehensive Insurance Policy, Valid Commercial Taxi Permit (Yellow Board) and all other mandatory transport documents.

Vehicle offered (Mahindra Bolero or equivalent AC car) must hold a valid Commercial Registration (Yellow Plate)

The bidder must provide vehicles along with experienced, well-behaved drivers who possess a thorough knowledge of the geography and road networks of Karnataka.

The deployed driver must hold a valid professional driving license with its validity extending at least up to March 31, 2027.

The driver is expected to carry an active, working mobile phone at all times. The mobile number must be clearly recorded on the daily trip sheet/logbook, alongside the emergency contact number of the bidder. 2.12 An equivalent alternate vehicle must be immediately arranged by the supplier within a reasonable timeframe in case the primary vehicle breaks down.

The driver shall accurately maintain a daily logbook or trip sheets, entering the exact opening/closing mileage performed, and obtain the signature of the traveling officer or designated official at the end of each journey before submission to the office.

Performance or experience certificates must be attached if the supplier has successfully supplied hired vehicles to Government departments, boards, or corporations earlier.

If the supplier fails to provide the vehicle on time or displays persistent irregularity during the agreement period, they will be treated as a defaulter. Consequently, the contract will be summarily terminated, the Earnest Money Deposit (EMD) forfeited, and fresh tenders invited at the agencies risk and cost.

If the supplier has retrofitted the vehicle with an LPG kit, the adaptation must be officially endorsed in the RC book, and a valid certificate from the RTO must be submitted. Only the authorized fuel type recorded in the RC book shall be used.

If the Department procures or is allotted its own official vehicle during the agreement period, the agreement stands cancelled from that respective day. The supplier cannot claim any compensation for the curtailment of the contract period.

No extra allowance, night halt charges, or daily allowances (DA) will be paid to the driver for halting during outstation tours or official travel outside the headquarters.

In case of any vehicular accident, all legal, financial, and civil risks lie solely with the supplier. An alternate vehicle must be arranged by the supplier immediately without causing any hindrance to official departmental work.

A qualified alternate driver must be deployed by the supplier at their own cost in case the primary driver goes on scheduled or unscheduled leave.

Monthly hire charges will be processed and paid in the succeeding month after the successful completion of the service and verification of logbooks for the current month.

The bidder shall be solely responsible for the safety, security, watch, and ward of the vehicle, as well as providing comprehensive risk and insurance coverage for the vehicle, driver, and traveling government guests or passengers.

The bidder must provide readymade, professional boards printed with On Government of Karnataka Duty to be affixed onto the vehicles.

Vehicles must be kept clean, free of pests or foul odours, and must be equipped with a functional first-aid box, a fire extinguisher, and basic cabin amenities.

All deployed vehicles must possess a valid Fitness Certificate (FC) and up-to-date road tax paid receipts (wherever annual road tax is applicable).

To maintain operational consistency, the same driver should ideally drive the vehicle every day. An alternative driver shall only be deployed under circumstances entirely beyond control, with prior intimation to the office.

During the active tenure of the agreement period, the designated vehicle shall not be utilized for any private hire, commercial operations, or personal use outside departmental duty.

The vehicle owner/agency shall fully comply with all relevant statutory provisions of labour laws, including the Provident Fund (PF) Act, ESI Act, etc. The Executive Engineer, KBJNL, FIC Division No.03 Almatti is completely absolved from any such legal compliances or liabilities.

In the event of night halts outside the local jurisdiction during tours, the agency shall make all necessary arrangements for the food and stay of the driver at their own expense.

Government statutory deductions such as Income Tax (TDS), GST-TDS, and applicable Cesses will be deducted at prevailing institutional rates from the monthly bills before disbursement.

Conditional tenders or bids containing deviations from these stipulated terms and conditions are strictly liable to be rejected

Each copy of the document uploaded to the KPPP e-portal must be explicitly self-attested by the individual bidder or by an authorized signatory in the case of a registered firm/company.

During the agreement period, if the Department allocates a new government vehicle to the Related Office, the hired vehicle services will be stopped immediately. The agreement will stand terminated, and the bidder will hold no rights to claim future bills. for the remaining months of the financial year.

The competent authority reserves all rights to accept or reject any or all tenders without assigning any reasons. All necessary certificates or documents stipulated above shall be scanned and securely attached to the e tender. Original certificates must be produced for physical verification during the evaluation stage if requested.All state taxes, permits and road taxes must be paid up to date for operation in Karnataka

Driver Must maintain a clean record with no criminal cases or pending traffic violations.

Must produce a Police Verification Certificate upon deployment.

Service provider shall express the price of their price as in Indian Rupees per service

If any of the dates specified in this document fall on a public holiday, the deadline shall automatically extend to the next working day.

All quoted rates must be clearly entered in both figures and words.

This condition shall apply in accordance with the provisions specified in the tender documents.
