The tenderer must have a minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VI B (GCC-April-2022), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
Technical Eligibility Criteria: (As per clause No.10.1 of GCC-2022 and latest amendments) and Chapter-II & III of tender documents. (a)The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during the last 07 (seven) years, ending the last day of the month previous to the one in which the tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender (b)(i) In the case of composite works (e.g., works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges substructure, superstructure etc.), the tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note: Separate completed works of minimum required values for each component shall also be considered for the fulfilment of technical eligibility criteria. (b) (ii) In such cases, what constitutes a component in a composite work shall be predefined with estimated tender cost of it, as part of the tender documents without any ambiguity. (b) (iii) To evaluate the technical eligibility of the tenderer, only components of work as stipulated in tender documents for evaluation of technical eligibility, shall be considered. The scope of work covered in other remaining components shall be executed by the tenderer himself if he has work experience as mentioned in clause 7 of the Standard General Conditions of Contractor through the subcontractor fulfilling the requirements as per clause 7 of the Standard General Conditions of Contract or jointly i.e., partly himself and remaining through a subcontractor, with prior approval of Chief Engineer in writing. However, if required in tender documents by way of Special Conditions, a formal agreement duly notarized, legally enforceable in the court of law, shall be executed by the main contractor with the sub-contractor for the component(s) of work proposed to be executed by the subcontractor(s), and shall be submitted along with the offer for considering subletting of that scope of work towards the fulfilment of technical eligibility. Such subcontractor must fulfil technical eligibility criteria as follows: The subcontractor shall have successfully completed at least one work similar to the work proposed for a subcontract, costing not less than 35% value of the work to be Sublette, in the last 5 years, ending the last day of the month previous to the one in which tender is invited through a works contract.

Technical and functional requirements Provision of Supply, installation testing and commissioning of cctv cameras at Arag, Bhigwan, Bale, Dharashiv, Kurduwadi, Latur, Pandharpur, Solapur, Taj Sultanpur and Wadi over SOLAPUR Division, Central Railway on SOLAPUR Division Central Railway. The Supply, Installation, Commissioning and Testing of all Schedule Items must be as per specifications as specified in the Tender Schedule and Tender Documents to the complete satisfaction of Railways. Any other items which are not included in this tender schedule but required for smooth functioning of the system to be supplied and installed by the contractor at no additional cost. The subject work is very sensitive in nature and is in the interest of Railway safety purpose at 10 for Goods sheds over SOLAPUR Division, Central Railway.
Scope of the work includes provision of CCTV Cameras as above mentioned Goods & Parcel offices. The cameras are to be fitted on metallic poles. The video data of these cameras to be stored in NVR. The NVR and associated accessories / items to be installed inside the Goods Sheds. This technical specification should be read in conjunction with concerned clauses of STQC specifications mentioned in the tender schedule. The requirements are mainly based on STQC specification as per latest guidelines. The tenderer shall submit MAF (Manufacturer's Authorization Form) from OEM (original equipment manufacturer) at the time of material supply, for items such as cameras, NVR/Servers, UPS and Video display; stating that the OEM will support availability of spares and/or software / firmware including services for at least 5 years beyond the date of installation of CCTVs. Tenderer shall submit detail specifications/brochures of the offered items along with para wise compliance against STQC / tender specifications. For ensuring protection against hacking and other types of threats and vulnerabilities for vital equipment, the bidders while selecting OEMs of equipment and hardware (proposed to be supplied against this tender) are advised to avoid those products and/or OEMs which are suspected to have clandestinely embedded spyware/malicious code either in embedded form or in application software to hack or intercept data and intrude into the network. In this context the bidders are requested to refer advisories of bodies like CERT-IN and also reports published in various international media, technical journals, trusted websites etc. The items of the tender schedule having as per STQCs specifications unless otherwise mentioned shall be conforming to various clauses of the aforesaid specifications and shall fully comply the scope of work described in clause 2.2 in chapter 2 of Special Condition of Contract (SCC) of the tender document. All the materials and workmanship used in this work shall be of extremely good quality and high class in every respect and is expected to give trouble free service. The equipment/materials as per STQC specifications are to be procured from the STQC approved sources only
Regulatory Approvals/ Certifications: The IP Colour Cameras shall have security features which can be deployed meeting all the parameters applicable to cameras with relevant and equivalent safeguards as per Essential Requirements (ERs) latest as issued by MeitY, as specified in STQC Specification- 'to be submitted by the tenderer in advance. STQC, to ensure security of the Cameras, Software and other IT Items from vulnerabilities & breaches and discourage false undertaking from OEMs, security auditing and testing of equipment including source code of camera and software shall be carried out from STQC (Ministry of Electronics & Information Technology) only. In order to ensure security of network and other IT equipment of VSS system, before bulk supply and installation, it is to be ensured that security auditing and testing at the time of POC (Proof of Concept) as well as at the time of completion of project are to be conducted. In case any security breach is found in the system at any stage including at POC level, immediate strict penal action shall be initiated against the erring party. Note : - 1.All of the certifications regarding Type Tests, Acceptance Tests, POC, STQC applicable for items in the tender schedule as specified in the STQC Specification- latest' to be submitted by the tenderer in advance. 2. The Regulatory Approvals / Certifications are to be provided from STQC (Ministry of Electronics & Information Technology) only. 3. The Regulatory Approvals/ Certifications are to be provided from NABL/NABCB accredited Labs or internationally reputed and accredited Labs/Agencies.
