Inviting tenders for supply of food items, vegetables and other items to Minority Welfare Department Pre/Post Matric Hostels of Chikkaballapur District.

The tenderer service experience regarding the supply of food, vegetables and other items specified in the tender to the government institutions in the financial years 2023-24, 2024-25 and 2025-26 should be confirmed by the concerned department and the information should be filled in Annexure-3 and the supply order and experience certificates as per the annexure respectively, otherwise the tender will be rejected. (Only supply orders will not be accepted)

Submit the application fee and EMD amount through E-Portal.

If the agency is a firm, company, partnership or a non-governmental organization, it should be registered under the relevant law. Necessary documents should be submitted in this regard. Sole proprietorship is not applicable to the firm.

Business license obtained by the organization from the local bodies (Municipality(CMC)/TMC/ Grama Panchayat) related to the (head office) and (branch offices) regarding the sale of food, vegetables and other materials. (A valid certificate for the current year should be submitted)

The tenderer should be financially sound. In this regard, 30% of the tender amount should be submitted in the name of the District Officer, Minority Welfare Department, Chikkaballapur District, along with a bank solvency certificate obtained in compliance with the conditions of the bank.

License letter obtained from the Food Safety and Standards Authority of India (FSSA) in Form-C should be valid for the current year.

Tenderers should submit the license sanction certificate obtained from APMC and should be valid for the current year.

The tenderers should submit a certificate of authenticity obtained from the Department of Legal Metrology (Packing License) and should be valid for the current year.

The registration certificate of the establishments obtained from the Labour Department as per the Karnataka Shops and Commercial Establishments Act, 1961, Form-C should be valid for the current year.

PAN Number of the establishment, if the establishment is a Proprietor, the PAN Number of the owner. (Copy of PAN Card should be submitted)

The firm/agency should not be blacklisted and should not be a partner of a blacklisted firm and the owners of the agency should not be elected representatives. A notarized certificate on a printed paper of Rs. 200 should be submitted in this regard. This certificate should be obtained after the date of issue of the tender notice.

The tenderer should submit a notarized certificate stating that he has a local warehouse and his own office for the food storage system in Chikkaballapur district, complete address, telephone number, e-mail address, etc. If he does not have one, he should submit a letter of undertaking on a stamped paper of Rs. 200 regarding opening a local warehouse and his own office for the food storage system in the district within 15 days of receiving the work order.

The organization/agency should submit a notarized certificate of Rs. 200/- on a stamped paper stating that it will provide a warranty that the organization/agency will supply good quality food items and the action can be taken to blacklist the organization in case of any discrepancy in supply of poor quality food items. (This certificate should be obtained after the date of issue of the tender notice.)

The tenderer should have committed at least 100% of the amount earmarked for the tender for at least one year in the years 2023-24, 2024-25 and 2025-26 in the supply of food items. A satisfactory document confirmation in this regard should be submitted by the department/authority from which the supply was received should be submitted.

Other relevant documents as mentioned in tender document

GST Registration certificate of the organization. And the tendering organization should have submitted monthly or quarterly reports regularly up to the month preceding the month in which the tender is invited. In this regard, the GST return file (GSTR-3B and GST-R1) for the years 2025-26 and 2026-27 up to June-2026 should be obtained and submitted from the concerned authority.

Professional tax registration certificate and confirmation letter regarding payment of professional tax for the years 2023-24, 2024-25 and 2025-26.

Year-wise turnover certificate for the financial years 2022-23, 2023-24 and 2024-25. Should be submitted. The said turnover should be compulsorily for food, vegetables and other goods (Group D goods mentioned in the tender) only and no other business transaction carried out by the tenderer can be mentioned and if such turnover is mentioned, such bid will be rejected. The said certificate should be submitted in the format given in Annexure-4 and should be attested by the CA and the UDIN number should be mentioned by CA. The average turnover of the tenderer should be more than or equal to the amount of the current tender. It is mandatory to have the total turnover of the current tender in the supply of the said food, vegetables and other materials.

The tenderer should submit the CA Certified Online 3CA/3CB/3CD documents submitted to the Income Tax Department. for the financial years 2022-23, 2023-24 and 2024-25 and the said documents should be downloaded through the Income Tax Department website, each document should have a unique number. Reports submitted manually by the CA will not be considered.

The tenderer firm should submit the Income Tax Returns (ITRs) filed with the Income Tax Department for the financial years 2022-23, 2023-24 and 2024-25.

The audit report should be certified by Chartered Accountant along with the balance sheet (profit and loss) and the expenditure statement for the financial years 2022-23, 2023-24 and 2024-25.
