Comprehensive maintenance and repair including renewal/replacement of defective parts/devices of UL listed/ certified microprocessor based Fire Detection and Alarm system installed in the Main Building Complex & New CRF at Cabinet Sectt through M/S Cooper Fire and Safety (OEM) or authorized dealer of OEM (as per MOU) round the clock including Saturday, Sunday & Holidays by deploying minimum 02 Nos of trained and qualified manpower. Details of Equipment & devices to be operated is as under: - (i) Fire Alarm control panels. (Microprocessor based)- 04 Nos (ii) Fire Alarm repeater panels- 12 Nos (iii) Central communication for fire fighting with fire fighters' master telephone unit - 48 Nos (iv) LED multisensor optical heat/heat/beam detectors - 1620 Nos (v) Control/monitor Modules - 04 Nos (vi) Manual call point/pull station - 108 Nos (vii) Response Indicators - 460 Nos (viii) Unidirectional condenser microphone powered by amplifier - 209 Nos (ix) PA system for announcing with pageing matrix and multitop speakers - 78 Nos (x) Sounder cum strobe/ hooters - 60 Nos (xi) Fire Exit doors and panel bars - 10 Nos (xii) Battery Bank - 08 Nos (xiii) Siren - 03 Nos (xiv) All connecting/control wiring for above devices (xv) All those items related with Fire detection & Alarm system installed at site but not specified in the above list are also included in the comprehensive maintenance.
NOTES: - (i) The tenderer shall have to submit the copy of MOU with OEM i.e M/S Cooper Fire and safety (OEM) to carry out the Comprehensive maintenance of Fire Detection and Alarm system. (ii) The spares and labour for any Major & minor repairs/replacement of fire alarm control panels, repeater panels, multi detectors, heat detectors, beam detectors, manual call points, Hooters, any type of modules, fault isolators, fire fighter's telephone handset and jacks, PA system, connecting wires control wires, conduits as and when required (as recommended by the OEM during inspection/analysis report) shall be provided by the contractor without any extra cost to department and rates for the same shall deemed to be included in the quoted unit rate. Only new parts shall be incorporated in the work and repaired parts shall not be reused in the work. (iii) Old/unserviceable parts shall be property of Contractor. However, these shall not be reused in work and deposited in MES Store Yard at the time of replacement. The unserviceable parts shall be returned to contractor after sucessiful completion of work. (iv) The cost of Re-Progamming / formatting / Data Entry of Fire alarm control Panel shall deemed to be included in the quoted unit rate. (v) All material to be purchased directly from M/s Eaton’s Cooper or Authorized Distributor only and the same shall be inspected by Eaton’s team member before installation. (vi) The following technicians shall be deployed by the OEM (M/S Cooper Fire and Safety) or their authorised dealer for comprehensive maint through Contractor with minimum three years experience in operation of Fire Alarm & Detection System. Salary/Cost of these Technicians shall be borned by the contractor. (a) First Shift- 0600 hrs to 1400 hrs -Two technician. (b) Second Shift- 1400 hrs to 2200 hrs -Two technician. (c) Third Shift- 2200 hrs to 0600 hrs -Two technician.
NOTES (Contd...): - (vii) All complaints/Breackdown shall be attended/rectified by the Contractor within 08 Hours. Failing which a recovery of Rs 1500/- per complaint per day shall be made from contractor's dues subject to a maximum of 10 days. (viii) In case of any break down/inspection, any additional manpower required shall be arranged by the contractor without any extra cost to the Govt. (ix) The staff deployed for comprehensive maintenance of the installations shall not leave the fire detection and alarm system room under any circumstances before handing over the charge to next shift duty otherwise a penality of Rs 1000/- per shift per day shall be recovered from contractors dues. (x) Police Verification of the employees shall be provided by the contractor without any extra cost to Deptt. (xi) All operator/technician shall wear proper uniform, failing which a recovery of Rs 200/- per shift per person shall be recovered from the contractor's dues. (xii) The contractor shall provide all the necessary T&P and stationery such as Attendance Register, Periodical Maintenance Register, log book etc to the operator without any extra cost to Deptt. (xiii) The regular and periodical cleaning/ routine checking/ testing and adjusting the detectors shall be carried out by the Contractor in planned and systematic manner for efficient and smooth functioning of system. (xiv) All regular/ periodic inspection, testing and commissioning including preventive maintenance shall be carried out by the Contractor as per IS 2189 : 2008 with latest amendments and as recommended by the manufacturers. (xv) Repair/ Servicing /Replacing of the equipments/ devices & other items related with fire alarm system shall be carried out by the staff deployed by the contractor at without any extra cost to deptt. (xvi) The service Engineer from M/S Cooper Fire and Safety (original OEM) shall visit the site 3 to 4 times in contract period for inspection and shall submit inspection report to the Engineer-in-charge. Necessary repair action shall be taken immideately if/as required.
