Special Eligibility Criteria

   [i] Railway reserves the right to procure entire or bulk quantity from RDSO approved sources [ RDSO UVAM ID 3100019002, Microprocessor based Smart switch Board Cabinet (MSSBC) for LHB EOG/HOG Type AC Coaches ] as per clause 16.3 of Eastern Railway General Tender Condition. ii] The status of the firm shall be reckoned as on the date of tender opening and not thereafter, unless a case of removal / suspension / banning/ downgrading. Remarks : Procurement will be made from RDSO Approved Make as per RDSO Letter for BOM Standardisation dated 17.09.2021 and RDSO Specification RDSO/PE/Spec/AC/0192-2018 [Rev-1] which is available in hyperlink of UVAM Vendor Directory for Item ID : 3100019 [ Sub Item 3100019002] with quantity r e s t r i c t i o n indicated in the directives/guidelines/ amendments of RDSO if any, or their authorised dealers only. Authorised Dealers must upload valid tender specific authorisation certificate along with offer, otherwise, their offer will be summarily rejected. Documents of RDSO Approved Make must be submitted , otherwise their offer will not be considered.

   Make in India - i] The subject item has been categorized under 3 (a) as per Public Procurement (Preference to Make in India) Order No. P- 45021/2/2017-PP (BE-II) dated 16.09.2020 issued by DPIIT, Ministry of Commerce and Industry, as there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the para 2 of the above order) and the vendor, who do not qualify to be class I local suppliers, is not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. ii] Details of the instructions in regard to Public Procurement Policy for Preference to Make in India may be seen at clause 28.0 of Instructions to Tenderers for Manual and e-Tenders and General Tender Conditions for Tenders except Global Tender [ Revision-II ][section-2]

    GST: (A) It shall be the responsibility of the Bidders to quote correct HSN Number and corresponding GST Rate, (B) The offer shall be evaluated based on the GST rate quoted by each bidder and same will be used for determining the inter-se-ranking. While submitting offer, it shall be the responsibility of the Bidder to ensure that they quote correct GST rate and HSN number, (C) Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder, (D) Wherever the successful bidder invoices the goods at GST rate or HSN number which is different from that incorporated in the Purchase Order, payment shall be made as per GST rate which is lower of the GST rate incorporated in the purchase order or billed, (E) Vendor is informed that she/he would be required to adjust her/his basic price to the extent required by higher tax billed as per invoice to match the all inclusive price as mentioned in the purchase order, (F) Any amendment to GST rate or HSN number in the contract shall be as per the contractual conditions and statutory amendments in the quoted GST rate and HSN number, under SVC.
