   A. Firms to be registered with N.F.Rly. B.1.i. Quoted price as per FOR destination. ii. MRP is mandatory . 2. Brand name, detailed composition and Manufacturer name must be mentioned. Except Imported Products, only the brand manufactured by one of the units of the firm inspected and approved by Railways are acceptable. 3. Brand should be available in open retail market. Product sample or/outer paper package or/label , photocopy of product packing for imported item to attach. 4. Offered of the firm suspected to have quoted in cartel are liable to ignored for placement of order. The decision of the Railway administration in this regard will be final and binding. However CMD, NF Rly is the competent authority and reserves the right to accept any Offer/Brand of any manufacturer absolutely at his own discretion without showing any reason or correspondence to any firm. For the Tenders opening after roll out of GST : All the Bidders/Tenderers should ensure that they are GST compliant and their quoted tax structure / rates are as per GST Law. " This issues with the concurrence of Finance Dte of Railwayn Board. B Compliance with the GST Act'2017- Special Tender Conditions : In case the successful tenderer is not liable to be Registered under CGST/IGST/UTGST/SGST Act , the Railway shall deduct the applicable GST from his/their Bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority. It is vide Railway Bd. L. No. 2008/RS(G)/777/1 New Delhi , dated 06-07-2017 C Statutory Variation Clause will be Applicable D LD Charge 2 percent of the price will be recovered on delayed supply for each month or part of a monthduring which the delivery of such stores has been or may be delayed.

   Conditions of contract will be as per IRS conditions. Statutory Variation clause: Applicable. GST applicable clause: Applicable. GST applicable at the time of actual supply then the same will be charged accordingly. NF Railway/Indian Railway Not For Sale is to be endorsed on each strip/vial/bot. Firm Holograms on the products/cartons. Analysis report for each batch from manufacturer own/Govt recognized lab must accompany the consignment without fail. (a) Medicines supplied must have shelf life more than 80% of total shelf life or it should not be older than 06 months from the date of manufacture whichever is more, Rly.Bd. L.No-2014/RS(G)/779/13, New Delhi dated 03.02.15.In specific cases, PCMD/CHD may relax this condition on case to case basis with the written undertaking by the manufacturing firm that the firm will replace unused quantity free of cost before the expiry date of that item with fresh batch. (b) Medicines supplied must have shelf life for minimum 15 months remaining at the time of supply in case of Supplementary PO. Proper execution and completion of the contract is the sole responsibility of the firm participating in the Tender, even the supply is made through authorized distributor/supplier, Administration reserves the right to select Appropriate Drugs required and quantities may split between two or more firms. Decision of PCMD/CHD / NFR will be final in change of MFG firm name after placement of PO. Drug sample on analysis are found not of standards, the firm/suppliers are required to replace the whole batch free of cost with fresh batch to all consignees. LD Charge 1/2 % ( PER WEEK)of the price will be recovered on delayed supply for each month or part of a month during which the delivery of such stores has been or may be delayed. Any conflict with the IRS conditions and contract the General conditions here in specified prevail. Offered rate shall be held good for 365 days from the opening date and offer will not be withdrawn subject to the period being extended further required by mutual agreement from time to time. Quantity may be increased or decrease 30 percent anytime within the validity 365 days of the offer at the same rate, Acceptance of the Tender by the PCMD/GM/NFR shall continue Binding/Contract between me/us and the President of India acting through the PCMD of NFR.
